There was a great diversity oi opinions
in tiiat Convention, as is to be expected
in all similar bodies; but the jarring ui -ferences

The great bone of contention was the
Black Law. ' One party was desirous of

sion, and as for adopting it as a feature
of the fundamental law, they were con
scious they could never make their way
through Congress with such a dead
weight attached to tl at instrument.
They had the precedent of Missouri as a
land -mark to guide them. That Con
stituiiou contained a clause "To jrevent

tu, and nettling iu Ar Stute, under
auy pretext ufiulever." This provision
was found to bet&ntraty to tlie Consti
tution of the United States, wi.ich.-ecuivs

several States." New York and several
other S ates have secured to colored per
sons, on certain conditions, the right of
cinrenship, and invested them with the
elec ive franchise. To have sanctioned
the Constitution of Missouri, with her
restrictive clause, would hav? been doing
just what the black law people of Kansas
would desire as regards u ; and yet
Congress apjended to the bill of admis
sion of Missouri an express cuhdhlon
that said clause qu ted above, should
not be so construed as t exclude tlie cit
izens of any other State from coming
into or settling in the same.
Instead of engiafting the black law
into the Ct'nstiiution, provision has been
made to obtain the sense of tlie people

from an organised mob, but it is best to
have the instruments in case of necessity,
aud never use them unless demanded by

will be the case.
