That we have made some mistakes we don't attempt to deny. Hut they have been of the head and not of the h art. Wo have earnestly advocated those prin ciples and measures wu deemed conducive to the public weal, with friendship to wards all and malice towards none. Our success has constantly been advancing. ■lowly but surely. Rivalry and compe tition has done us far more good than harm. With our cotemporarit» we have ewer endeavored to be on personal friend ly terms, though we have combatted some of th eir opinions earnestly, and most of them have reeiproeated in a friendly manner ami with courteous and respect ful language. We propose to continue the Teller as an inde(K-ndent journal, asking favors of no one that would bind us to sacrifice our independence, and wc have no fear of harm from nur enemies, if any exist. We will appréciai • the kindness of friends under all cireumstan atanecs. and defy the malice of those v ho would do us an injury. Wc trust the year enusing may develop a degree of pros perity for this section of country never before experienced. It will be our pur pose to make the Tei.LKU eijual to th. emergency of the times, not with effort/ to produce a wild eat boom, but a substan tial business prosperity and a general growth and advancement of our town und surrounding country. We have hereto fore promised but little and we do not now make any glowing promises. PROBABLY BB REPEALED Washington, Sept, a?.—During the past summer the commissioner-general of the land office, has had in the states and territories where there are large quantities of unsold public lands, a largi force of special agents engaged iu detec tion and investigation of fraudulent tries, tinder the pre-emption, homestead and timber culture acts. Tho reports ui these agents reveal such a condition of facts, that in all probability tin/ secretary of the interior, in his mutual report, will recommend a repeal, nut only of the pre emption laws, but of the timber culture act also. Among tho considerations which it is believed will bo urged iu this repeal, arc, first, that practically, the net na! settlci can get titles to his farm ni soon, under the homestead act as under the pre-emption law; and, that there is no need of two met hi sis to uttaiu the the same .object; that while the laws re main, the settler may take advantage of each and acquire a title to ISO acres of public laud, by paying cash for 160 acres and takiug tho remuiuder uuder the homestead aud timber culture acts, a quantity, which it is suggested, is greater than a settler should be premitted to ob tain on sueh easy terms. Uuder the preaent condition of uffairs, it is claimed that both pre-auiptiou and timber culture laws offer a premium to dishonesty, as is elearly shown by the great number of fraudulent eutries which have becu de tected. Washington, Sept. 28th.—Commis sioner Armstrong, of the railroad bureau of the interior department, has just re turned Irom a tour of four months' iuspec tiun of laud grant railroads in the west. He spoke very confidently of the possi bilities of the country through which the Northern 1'aeifie railroad runs, and says that iu his opinion the road is destined to become one ol the most prosperous in the l nited States. He believes it will uot be as much obstructed by snow as the Union and Central Pacifie roads, on ac count of the nature of the country it traverses, aud it is au easier passage through the mountains. Bowman and Mullen tuunels, he says, will probubly be completed this year. The commissioner also reports that the Southern Pacific rail road is doiug a good business, but does ■ot think the country t ributary to it is as valuable as that traversed by the North ern Pacific. The Watchman of last week has the t-dlowing: The statement is being t'-legraj,lied ing telegraphed about the country that the Northern Pa cific is gmilitig westward ftm.lli .Missoula through the "»kulknho Pass. 1 here i no such pom. The Northern Pacific should have, and will unipicsti-uiuhly. run eastward through Walla Walla and up Clearwater, saving a distance of 150 miles. But it will have to follow sith slantially the route looked out by Maj. ; year ago. or following up the Truax one north fork of Clearwater crossing where the old Lo Lo trail crosses. Skalkaho is a stream coming iuto Hitter Root river on the east side, and the pass from it leads into Ceutral Montana. The Watchman is a little off. True, Ska-ka-ho creek comes inti» St. Mary's* But it is equally true that there is a pass, or low gap, in the Ritter Root mountains known and designated as the Ska-ka -lui pass, and has been so known and designated by tin- In dians and early white settlers for more than .10 years. It i> ant the pass surveyed by Truax, but a much lower pass. It wu viewed out aud located by the surveyors'of tbs Idaho Clearwater jnd Montana Trans portation Co., at an expense of several thousand dollars, and ties and wooden rails laid there by them two years ago, and claim to the pass, for the company and all these facts published soon after, and they have never abandoned that claim. A survey was also made fiom Lewiston east to the reservation line, and would have been made through the reservation up the Clearwater, but for want of the consent ot th : Indians in council called by the order of the department for that purpose. Two councils have met and iu both the majority vote was against grant ing the right of way, although the de partment expressed u readiness to permit the survey with the consent of a majority of the Indians ia council, and to give the right of way under sueh conditions as they should prescribe after the survey wins made and plats returned. But up to the present the Indians have been un willing to permit the survey, although a large number of their principal men have expressed a willingness and even an earn est desire that the company should make the survey and build the road, or cause their assigns to do the work. Thus the matter stands in abeyance. We are aware that parties in the interests of the Northern Pacifie have strenuously denied the existauee of this low pass, ami have ignored ull allusions to the pass, publicly. But if they now are surveying towards this pass from tho east side, they have de termined to do this without any regard to the rights of those who have been to the expense of disclosing it and determin ing its altitude and practicability for a railroad. Through agents and a survey or of the Northern Pacifie, tho Idaho, Clearwater and Montana Company, the rights which they have acquired, were tendered to the Northern Pacific, pro vided tho expenses already iucurred by the former were paid, and u guaranty that tho road should be built within a reasonable time. But no intimation was ever given that sueh a proposition would ever ha accepted by thorn. It would now seem that the Northern Pacific have found that they have expended several millions the a ob the is of to it of dollars extra, in building their road via Peu d'Oroillo, aud that they yet have not the best route, they now propose to gobble the labors of others and prevent them from ever building. We shall watch these movements with much interest. But the published programme seems to be to avoid Lewiston, through whose efforts and expense, the advantages of the Ska ka-ho pass were disclosed. We would not like to believe that a large corporation lika the Northern Pacific would begin to usurp tho rights ot another company, who wert* iu no wise antagonizing them, but simply seeking to discover and open a route, which they had before ignored aed seeking to have a road built upon it. for their benefit and the benefit of the whole country, and we must conclude that the report of their approaching that pass with a survey, is a mistake aud wholly an unauthorized rci>ort. Rut if it be true that they propose to jump the route of the Idaho, Clearwater and Mon tana company there may yet be a little tur flying before they succeed in bolding it ugaiust the latter company, even if the latter he a weak company compared with the Northern Pacific. The agreement arrived at by th** roads shows that they are not, in a broad sense, competing lines. Tiny are rivals, it is tru *. but their riv alry is as that of a couple of robber bands who harmoniously determine to parcel among themselves the public highways. The fixing of a common route between terminal points emphasizes the bargain and trumpets to the people the fact that they need have no hope of relief from the newly completed transcontinental line. There is one small rift in this poo! cloud through which a ray of sunshine may be discerned. A continuation of the extor tionate rates mm* in vogue cannot fail to make plethoric the treasure chests of both corporations, and a sight ol their immense earnings will be sure to tempt rival roads into the field. Until they make their debut the people of the Purifie Coast must consent to be gouged by the amiable rob bers who have just formed an overland piail. Til k "bulletin's" comments. Ref urrinjj to tlu* position occupied by the Northern Pacific in the arrangement agreed upon by the railroad managers yesterday, and the raid on Villard stocks in New York, the Bulletin says: ' While \ illard and his friends have been thus treated in Wall street, the conference of railroad officials at Sau Francisco, with respect to the position the Northern Pa cific should hold iu the Pacific system ot trunk lines, has been equally unfortu nate for them. The only point conceded to the new member in tin* railroad family is that Portland should be placed in the same category as San Francisco as a term inal point. The Northern Pacific is per mitted to ship goods to San Francisco via Portland on the same conditions as the Central and Southern Pacific roads are permitted to ship goods to Portland via. San Francisco. As there is no railroad connection between San Francisco and Portland, and, as tin* water route is prac tically controlled by the Northern Paeitie it is difficult to sec what has been gained by the conference. The result is regarded as a defeat to the \ illard interests. Some thing better was naturally expected. There is now only one course open and that is for the Northern Pacific to push its route through to Sail Francisco and thus be in a condition to make its own through tariff between San Francisco and New York." It is claimed (and we have it from Sood authority) that "Mr. O'Brien made a pretty good thing by locating the road into Colfax. It is further rumored that the railroad company has discovered that the steep grade .into Colfax not only ngthens the road about two miles, but makes an extra cost of at least »1*00,000; and that the company has discharged most of the workmen, and instructed the track layers to proceed to the "27 mile post near I 'la iu vi lie, and there stop un til the matter has been investigated.— Boomerang.
