Whereas, by act of Congress ap proved on the 3d day of July, 1800, Idaho was admitted into the uuion of States; and Wheregs, It is provided by the con stitution of the State of Idaho, and by said act of Congress, that an election shall be' held not later than ninety days after the date of admission for the elec tion Ofa representative in congress, and all State, legislative, Judicial, county, township and other officers created aud fnade elective by the Consitutlon; and Whereas, It is provided in the afore said aiet of Congress that the law for the registration of voters of Idaho shall be enforced at the election held under the Constitution: now Therefore, By authority vested in me as Governor, and in compliance with the act of Congress admitting into the Union the 8tate of Idaho, and under the provisions of the Constitution of the State of Idaho, I do hereby direct and proclaim that an election shall be held Dy the qualified electors of the 8 täte of Idaho, at the usual voting places, or in such places as may be provided in each precinct, on the 1st day of October, 1890, for the purpose of electing the following officers, namely: A re pr es e ntative in Congress for the Unexpued Jerm of the Fifty first Congress, and a represenatlve in the Fifty second Congress. The Second District consists of the counties 6f Latah, Nez Perre and Idaho. The Third District consists of the counties of Washington, Ada, Boise •nd Owyhee. The Fourth District consists of the counties of Cassia, Elmore, Logan and Altana. The'Fifth District consists of the counties of Bear.Lake, Bingham, Onei da, Custer and Lemhi. The following county officers shall be elected, namely: Three county commissioners, a sheriff, a county treasurer, who is ex officio public administrator; a probate judge, who is ex officio county superintendent of pub lic instruction; a county assessor, who Is ex-officio tax collector; a clerk of the district court, who is ex-officio auditor and recorder; a county surveyor; and a county coroner. Two iustices of the peace and one constable shall be elected in each pre dict liiere shall be elected eighteen sena tors and thlrey«ix members of the house of representatives, together con stituting the legislature of the State of Idaho, by dsstricts, as follows: Tbs First Senatorial District, con sisting of tbs oounty of Shoshone, two senators. The District Judges and District At torneys shall b> elected by the electors of their respective districts. All State and District officers must qualify and enter upon tho discharge of their respective duties within thirty days after they hate been declared eloo ted, as provided in the Constitution. All county and preetnet officers shall assume the duties of their respective offices on the second Monday in January, 1891, as provided by Act. of Congress. The county of Cassia, one representa tive. The eounty of Shoshone, four repre sentatives. The oounty of Washington, two repfe sentaves. The counties of Bingham, Logan and Altnras, one representative. Io pursuance of the provisions of the eonstitutiou, all officers elected at the first election held after the admission of Idaho, shall hold their offioea ontil the legislature shall orovide by law for the election of their euecessors, and until such successors are oleoted and qualified. The several boards of county commis sioner* will assemble at the county seat of their respective oountiea on the 28th day of July, 1890, and prooeed to order no election to be held on the 1st day of October, 1890, for the election of all officers, Stete, District, County and Pie oint, and members of the Legislature, and member of Congress, as hereinbefore provided; and shall cause notices thereof to be given in the manner and for the length of time provided by the laws of the Territory in cases of general elections for Delegate to Congress and connty and other officers. Said election shall be conducted in all respects in the same manner io provided by the lawe of the Territory for general elections, and the returns thereof shall be made and can vassedintbe same manner and by the same authority as provided in such cases of such general elections; but the returns for members of Congress and all State and Distriot officers and members of the Legislature shall be made to the Secre tary of the board of Canvassers. The Governor, Secretary, Controller and At torney-General, and the President of the Constitutional Convention, or a majority of them, shall constitute a board of can vassers to canvass the vote for memb«rs of Congress, State and District officers, and members of the Legislature, and they shall issue certificates of elections to nil persons elected to said offices severally. The eanvaeeiog boards of the several counties.shall issue certificates of election to the several persons found by them to have been elected to the several eounty and precinot offices. The set for the admission of Idaho in to the Union of ätates provide that "the law of the Territory of Idaho for the reg istration of voters shall apply to the first election of State, Distriet or other officers held after the admission of the State of Idaho." In compliance with the above provision for the enforcement of the reg istration law of Idaho as n State, the county commissioners in each oounty will appoint registrars tor each election precint in their respective counties, and will provids the registrars with all neces sary books and blanks for the purpose of registration as provided by law. The constitution of the State of Idaho provides that the election shall be held not later than ninety days after the ad mission of the Territory as a State. The time intervening before the eleetion being leas than that contemplated by the regis tration set will, therefore, require a ehange of time and dates for registration by the board of oounty commissioners ot each county. The spirit and intent of the registration law must be complied with. The attention of eounty commissioners, registrars and judges of eleetion is called to ao set ot the Fifteenth Session of tho nl at P. Idaho legislature, approved Jaooary 29, 1889, entitled "An Act to amend See. 501, revised statutes of Idaho," which law must be enforced by registrar* and judges of eleetion. Attention is also in vited to Section three (3), Article six (6) Suffrage and Eleetion of the Constitution of the State of Idaho. It should be the ambition of every office and loyal citizen of Idaho to that a full vote is polled, and that the election be conducted with that integrity and dignify becoming ao Amerieau 00 m monwealth.
