OFFICIAL CITY AND COUNTY PAPER. Entered at the Lewiston Postoffice us Second Class Mnil Matter. THURSDAY, DECEMBER 2T>, 1890. ■—' 7 • " » North Idaho has now tlie governor, one senator and the representative. Do you see anything else in sight? Shoup, McConnell and Dubois— Idaho's first senators. Now, if Mc Connell has only a lucky half-penny and wins the toss. The ghost of Sitting Bull will beyond doubt join in the coming Sioux dances. A few more real ghosts made in a sim ilar manner would give the soiree the proper eclat. The doubt about the legality of the election of three senators is brushed away by a Washington dispatch. Senators Hoar, Edmunds aud Mauder son are high enough authority to sat isfy any doubting '1 homas. Late dispatches say that the Idaho senators are wanted at Washington to work in the interests of our lead indus try. Yes, and while there Idaho sen ators should not forget our desire for free coinage of silver, or that Idaho needs some energetic work done in the opening of her extensive Indian reservations. of It The three-senator plan relieved the situation at Boise and broke the threatened dead-lock. The plan was proposed by south and was acceptable ftom the first» McConnell owes his victory to hard work, great cleverness and shrewdness which enabled him to grasp the situation. The choice of Shoup and Dubois is a well deserved compliment. The result will give gen eral satisfaction all over the State. The citizens are making a commend able move In working for the Agricul tural College. From the reports of the last week everything is working favor ably (hr us. A hill covering the case has been drafted, and If need be a com Inittee of our ablest workers will go to Boise to present the case. The leaders Of the movement are in conatunt com munication with our friends at Boise, and everything possible will be done to secure the location of the college here. It was hoped by many that the «hooting of Bitting Bull would stop further Indian depredations. It would perhaps if the troops had followed the advantage by equally stringent meas ures at all points. But it seems that they prefer rather to give the Indians A chance to rally aud kill a few more whites before they make the final tound-up. The dilatory action of the U. 8. troops in fighting the Indians is gloriously in keeping with the dilly dallying policy of the government. Where is the Lewiston Board of Trade? Last week a convention of representative men from ail towns and Cities of Idaho met at Boise. Lewiston failed to be represented although an Invitation was extended the Board to meet with the others in joint conven tion. Maps and descriptive circulars containing information about Lewis ton and vicinity are In demand every week. They are not forthcoming. Let ters asking for information go by un answered. Will some one please define the duties of a Board of Trade. Prob ably we are off the question. The most hopeful sign in the finan cial situation at present is the resump tion of the shipment of gold to this country, which was interrupted by tlie foreign disturbances growing out of the Baring Bros, embarrassment. The re covery of American business from the annual stringency due to the dispatch of money to the Interior to move the crops is usually aided by considerable gold importe in the fall. These were prevented or delayed this year by a number of coincident influences, the apprehension caused l»y the silver bill, the free shipment of our securities, ex traordinary imports due to the tariff and the European need for gold. The increase in the rate of interest here and the consequent fall of London ex change has finally overcome all these influences, and gold is again flowing this way. Nearly $ 10 , 000,000 were shipped laBt week from Isindon und will soon reach New' York. This should go far to make the money market eas ier, restore confidence and re-establish credit .-=Oregonlau. The Salt Lake A Seattle road Is one ] of the most popular and extensive cor porations that has lieen organised In Idaho. It sprang Into favor rapidly and Is uinking most astonishing pro gress. The en pita! stock is nearly all taken and articles of agreement have been entered into pledging the corpor ation to begin work within thirty days and to build without Intermission that part of the road lying between Boise City and the Seven Devils country. From Seven Devils the road will extend through Lewiston to Spokane Falls. It is rumored that it will connect with the Great Northern at that |>oint and proceed over its lines to Seattle. The much talked of project of a north anti soutli road through Idaho seems likely to be met by this energetic corporation. Evidently the silver men in Congress mean business this winter. They are determined to bring around free croin age. They have behind them a con stituency which includes almost all the workers of our country nnd Great Britain. The situation has greatly changed in the last two years. Then the creditor class of the East, almost to a man, looked upon the claims of the silver men as not only preposterous, but positively dishonest, and those who talked wisest about "sound finances" insisted that the Bland law ought to lie repealed. Now, it left to a vote of the country, the majority for free coin age would be absolutely overwhelming. In such a situation we believe tlie pres ident would sign a free coinage hill if it were to go up to him demanded by both houses of congress.—Missoulian. The State Wagon Road. Hoi80 Statesnnn. It is to lie hoped that the recommen dations of Governor Shoup touching the Mt. Idaho nnd Little Salmon Meadow wagon roads will receive the attention of the Legislature at the earliest practical moment. The Fifteenth session of the Terri torial Legislature appropriated $30,000 for this work, of which $11,000 was made available, and of this sum a little over $10,000 has b.en consumed in ex penditures, the report of the commis sioners showing that more than onc thlrd of the work has been completed. The Governor in his message very justly says that this important thor oughfare will be for a time the only means of communication within the State, between the northern and southern counties. The Governor further says that legislation will lie needed to provide for a better distribu tion of the funds appropriated, and re commends the necessary amendments. The commission appointed by the Governor for the location and construc tion of the road between the pointe named consisted of Hon. N. B. Willey, (now Lieutenant Governor), and Messrs. C. B. Woods and Frank Smith, with Lieutenant-Governor Willey as president of the commission. These gentlemen devoted much time during the past summer In examining and comparing routes through the rugged mountains, in locating the road and iettiug contracts for its construction. The route was well chosen and all the work thus far done was well done, aud at the lowest possible cost, the com mission tieing favored in this respect by the competition among bidders for contracts. Governor Willey was busy devoting his time and all his energies to the prosecution of this much needed enter prise at the time when tlie Republican State convention was in session here, and only received the news of his nom ination for Lieutenant-Governor of the new State of Idaho some ten or twelve days after tlie convention had ad journed. Even then he did not leave the task he had In hand until he had matters in such shape that his presence was no longer needed. Thus a good wagon road over an easily practicable roule between Mt. Iduho nnd Little Salmon Meadows is one of the certainties of the early future, but the enterprise will not lie completed until the legislature provides by another act for the continuation of the road from its present legal terminus at the end of the Great Payette lake, down Long valley and across the intervening settlements to the capi al of the State. The whole should then lie declared a State road and the ne ded appropria tion made for its location and con struction. There is no thoroughfare more needed in the State than the one here out lined. Governor Willey is understood to favor this continuation of the road and the making of it a State thorough fare to connect the two important sec tions of the State and all he interven ing country with the capital. to W.
