License vs Prohibition. A very live question of public policy is now a^itatin^ the citizens ol Lewiston. Shall j;:uiiblitig he licensed? The question whether vice cun better he suppressed b\ license laws or by prohibitory laws i, a question as old as the history of governments. The ever memor able session of the fourth legislature wrestled with the problem and gave the state of Idaho as the pro duct of their deliberations the late anti-gambling law. Indeed, the supreme court has yet to decide whether or not the law is constitu tional. Every administration paper in the state, and notably the Lewiston Tribune, used its edi torial columns to delend the pro hibitory law, and deplored the de cision of the supreme court that seemed to make the law nugatory What the' Tkli.kk took occasion to say ihen it says now, that a stringent license law will do more to regulate the evil than a prohibi tory law will when public senti ment is not behind it to give it a powerful operative force. The history of the operation of the late law coijfirms the assertion that prohibition does not prohibit Let the public sentiment of the com munity he taken by submitting the question directly at tile ballot box. After all the gallant fight that has beea made dor the personal liberty of the right of petition the Tru.KK has no wish to be put on record as opposing the right of any man or women or societv of men or women to agitate any question of public policy and to create or seek to create an expres sion of public .sentiment in its favor. No man should he debarred the previlege of voicing his honest opinions, nor should the ex pression ot his opinion subject him to a boycott from any class of society because he holds such con victions. It is not the use of the l ight of petition but rather the abuse of it that is subject to criticism. Peti tioners who solicit for names too often hold the rod over the heads of the people, and the list present ed does not express the true con victions ot the persons whose names appear. To restore the petition to its original power we need men with courage enough to say "no" or "yes" as their con victions assert. We have at the present too many who sign "to l>e rid of the bother" and rush around to the other side and explain how they did not mean it. Any one who has made even a casual study of the fundamental principles of our government knows that there are three co ordinate braucht -, the executive, the legis lature and the judicial, and that the vitality of the republic rests upon the maintenance of these with tht independence and proper co-ordination of their separate functions. Knowing this, what twaddle it is to hear of abolishing the judiciary by allowing either the legislative body or the people perform its duties. The official vote in Ohio shows that the stay-at-home vote was 164,000. BushneH's vote fell off 96,1x30 as compared with McKin ley's, and Chapman's vote fell off 71,000 as compared with Bryan's. In other words the republican vote fell off 1S per cent and tlie demo cratic vote 15 per cent. Very little encouragement in this lor Mr. Bryan in the face of a 28,000 re publican plurality and a magnifi cent reserve to draw from in case of emergency. Part of Pullman s millions left to his brother, Rev, Royal Pull man have been dedicated by him to the cause of reform in Maryland politics. This reform movement is responsible for the better régis t rat ion laws which wrested Boss Gorman's grasp from the city of Baltimore and lost him his scat in the United States senate. The republicans carried Mary land by over 7000 and have a tuaji rity in both branches of the legislature. A sound money pro tectionist republican will succeed Arthur P. Gorman in the United States Senate in 1S99. Maryland, my Maryland seems to be located permanently now in the republican column.
