THE SOCIAL SECURITY ACT The Federal Social Security Act, originally passed in 1935 and im proved by amendment in 1939, sets up a number of programs for help ing persons who are unable to help themselves, and two insurance pro grams which make it possible for th* worker to be protected against hazards to which all of us arc sub ect. The most widely known sec tions of the Act, and those which affect the most people, are the sec tions dealing with State Public As sistance, State Unemployment Com pensation, and Federal Old-Age and Survivors Insurance. Under the Public Assistance sec tions the Federal government matches State funds used by the states to pay old-age assistance, aid to the needy blind, and aid to dependent children. These types ot payments are based upon need, and are handled by the States rather than by the Federal govern ment. Information about these payments may be secured from the State Departmnt which handles these matters. The Federal law sets up certain standards for State programs of Un employment Compensation, but leaves the actual payment of un employment benefits to the States. Information about Unemployment Compensation may be secured from the central office of the Unemploy ment Compensation agency, or from other offices of that agency located throughout the State. Old-Age and Survivors Insurance is a Federal program under which the worker has protection against two of our ever-present hazards— old age and death.
