To secure stable government demands two essential pre-requisites^-rthe first of which isth, at thtjgovernment should bo adopted to the wants and condition of the people. An intelligent, relig ious, and educated people will not live submissively under an arbitrary govern ment. An igoorant, superstitions, and licentious people cannqt live under a free government. Thus it is, that Be poblies, Monarchies, and absolute Des potisms have from time immemorial, been established among men. Revo lutions, anarchies, restorations, and changes will from time to time occur in those coutries, where either the peo ple and gwvernment are unsuited to each other, and where the people are divided either by race, mental and moral qualifications, or from other causes. Thus in England, with three distinct claascs in antagonism we see no revo lutions, simply because each of these classes has a potent representative ia the government. The Commons, the Lords, and the Royal family, are so harmoniously blended in government that a unity of action is secured, with out any real unity of sentiment in the different division* In France sucb is not the case, and government is, therefore, not the rep resentative of the classes, but the out growths of political aeccssity resulting from sudden re vol utions. The govern ment, is a class of itself, and is in an tagonism with the people. The people have no substantial voicc in the govern ment, but yet they feel the right, with out possessing tbe power of legislative action. This parliament must represent the classes of France. It must be composed of two houses, so that the people may pour out upon their immediate representatives, the wrath they feel under bad laws.
