It is stated ««n the authority of le'Urs said to have l»een received by Gen. Degollado, that Zuloatga has abandon ed the Government but this story is an old one, still lacking verification. The Government has telegraphed to Charleston, through the War Depart ment, to the U. S. Arrangements are to be made for their restoration to their native land. 1 welve of i hem have died since the capture of the brig. Much excitement is growing up in New York, in consequence of the mys terious disappearance of Mrs Brennan, daughter of the late Col. Crane of the army. Mrs. B., with her mother and Mother, on the 20th of July, came to «ew York city in a ferry boat from oiaten Island, and when they parted, agreed to meet at 4 o'clock on the boat. Since that time nothing baa been heard of Mrs. B., although every possible effort has been made to find her. It has been ascertained that a wo man answering the description of Mn. Brennan was seen on the evening of the 20th of July, crossing on the Sta ten Island Ferry boat on arriving at Quarantine, she was seen to get into a carriage, followed by a stranger, who, it ia thought, had concluded with the driver of the cariiage to rob her, or even for a more diabolical purpose— and that on offering resistance, they murdered her and sunk her body io the river. State Demo has repeatedly called the attention of the Legislature of Iowa to the evils of the present system. Now the pris oners earn nothing, the county pays for their comfortable support and pris oners graduate trom these hi Is as igno rant of industrious habits as they were on entering. The immediate effects of the work house system attached to the jails, would be the relief of tax pavers, in reducing the expenses of the system to a mere nominal sum, as it would be self supporting. The prisoner would earn enough to pay his board, his fine and all the charges incident to his im prisonment, and what is more impor tant, he would bo constantly engaged in honest labor, and perhaps for thc first time in his life learn the rudi ments of a trade that might, and often has proven to be, the means of secur ing him an honest life in the future. In the States of iuinoi., New York, Connecticut and met of the older States, »uch a system has long been in u?e, and has been found to be the ?ery best way of punishing and ming criminals, and at the same time relieving the County of taxation for their support. In Connecticut the work hoascs are nnder the supervison of the County Judge and County Commissioners. Who* duty it is to see that the person keeping the jail treata the prisoners properly, renders a just and true accout of their time and labor, and in other mpect. conforms to the provisions of the law ln his discipline.
