charter, to exempt about one half of

ity for the payment of the principal or
interest. It appears that the act of the
legislature, legalizing all of the addi
tions to the old tuwn plat of Keokuk,
is not properly authenticated by tbe
signature of the Governor, and of this
fact the people of Keokuk are about to
take advantage to secure these addi
tions from liability thus leaving the
security of her creditors—bad enough
before—wholly insufficient. In the
words of Alderman Washburn's reso
lution, Keoknk is it deed "a blot upon
