Russians better satisfied with American
attitude since publication of President
Roosevelt's neutrality proclamation.

Wasliingtou, March 14 ? The publication of President Roosevelt's neutrality proc
lamation has greatly calmed the Russian feeling toward Americans, and consequently re
duced the tension that has characterized the relations between the two countries.
The Russian press now exhibits a much more friendly attitude towards the United
States.
JAPS TRY TO BLOCKADE PORT ARTHUR

London, March 14 ? The recent attacks 011 Port Arthur are the result of strenuous
efforts on the part of the Japanese to secure an effectual blockade of that port. The Jap
anese plan of campaign may be interfered with as long as Russia can can get an effective
fleet out of the harbor at Port Arthur. The Japanese believe that once the port can be
bt* blockaded they could hold the fleet blockaded with a few ships, and then release the
balance of the fleet for use elsewhere. There will be no let up at Port Arthur until the
desired results shall be obtained.

ments declare the Mikado's generals to be the most expert military commanders in the
world, excepting none.

Copenhagen, March 14 ? Denmark is rapidly getting on a war footing. The feel
ing that the Jai>anese-Kussiau war is likely to become world wide is increasing, and Den
mark is preparing for all emergencies in case of hasty action. The city of Copenhagen is
thoroughly garisoned as are other large towns in the country.
