Prince Alatain, the sovereign of Mongolia, en route to his capital, has arrived at Kin Chow from Pekiu and Japan, and in accordance with the declaration of the Chinese neutrality, the prince has commanded a strict observance of neutrality on the part of Mongolia. This action renders illegal a large pony and beef traffic upon which the Russians depended for their maintenance. This neutrality by the Chinese in the region between the great wall and the Liao river is said to be complete, thus contrasting with Russian violation of neutrality by maintaining armed patrols and guards half way to Shan-hai-kwan. Major General Pflug telegraphs from Mukden that there is absolutely no truth in the report that was published in England that the Japanese have crossed Tatung pass, 40 miles from Hai Cheng, or that they have had any engage ments with the Russians. One of a party of wealthy Japanese that is here, travelling to inspect the rolling mills and factories of America, and who is a graduate of Tokio univer sity, said that after a careful examination, absolutely unprejudiced and free from precon ception, the Japanase had unanimously and unhesitatingly rejected the religion of Europe as something that they did not want and did net need.
