Boalk. ky ?aH * mentis. hr ** ?onUa. *T tmn. 4? ymi. fcy TORT FIGURES The misleading and frequently ex ploded report of a pair of New England senators, who spent a few weeks in Alaska last summer, seeking for ex cuse* to refuse any recognition of the people of this district that could in any way be construed to be a first step to ward statehood, has been again dragged out and misquoted for the purpose of bolatering up faltering courage of the handful of lories who remain in this district. Later, the Daily Alaskan will hav* something to say as to falsity of the figures quoted in this report, which ''?Mimate*" the "expenses of United Stale* courts" la Alaska for the hscal yew 1903 at 1634,000.' At the present time It will only show that the figures have been misused. The report gives the following table> | of Alaskan revenues for 1903: RECEIPTS. How unfair is this even from the New England senatorial view point is shown from the following extract taken from the senatorial report and appearing on the same page with the table of expend iture* given above: "If the government of the United States were to assume the payment of such items as it assumes and pays in all the territories of the United States where a territorial government has been established, the following items should not enter into the account, to wit: Salaries, governor, etc ? 51,124 43 1 Expecses of United States courts *534,000 00 1 Expenses, office of United Stales marshal 2,016 72 1 Expenses of revenue ves sels in Alaskan waters . *115,000 CO | Military, telegraph and ca ble lines 3*4,007 20 1 Light and foe signal sta tions 183,485 12 1 Supplies for native inhabit ants 19,586 20 I Miscellaneous 5,?40 42 Total ?! ,295, 160 19 j ?Estimated The senators continue: "With these items thrown out the legitimate charges which should te paidfiy the people of the district would appear to amount to only 1138,506 22, or the difference between ?1.433,666.41 and (1, 295, 160 19; and as the receipts of the government (in Alaska) are |468, 017 04 a balance of ?329,510 82 appears. WHICH IN THE OPINION OF THE COM TERNAL IMPROVEMENTS WHICH WILL TEND TO DEVELOP THAT DISTRICT." But with the tory knocker, of course, the senators are only right when their statements and figures can count against Alaska. The senators say. for instance, that Alaska is entitled to the 1286, 133.40 from the tax on seal skins; the tory knocker says, nay. The senator* say Alaskans should have the rent of the fox islands, and other revenues, the knocker says, nay. It is willing that the cost of collecting the customs rev enue, the internal revenue, the cost of the maintenance of the revenue cutter fleet and all the other items should be charged against Alaska, but not one cent of the revenues derived for which this money is expended should be cred ited to the district! For the sake of argument, however, we will admit that the senators ha+e given Alaska ere lit for some things for which the territory should not have credit, as for instance, customs revenue, internal revenue, sales of public lands, etc., which may be extended to include all in the quoted table of receipts ex cept license fees, court funds, etc., though there is no question but that the tax on seal skins should also go to Alaska as even the senators admit), then to be fair it must be admitted that in addition to the 11,295,160.19, deduct ed from the table of expenditures by the senators as not properly chargeable against Alaska, the following items in that table should also be omitted: Salaries and expenses sur veyor general's office J 8,692 06 Collectingcustomsrevenue.. 60,814 64 ollecting internal revenue.. 2,400 00 Salaries acd expenses, agents at seal fisheries .... 10,502 45 Reindeer for Alaska. 12,19150 Schools outside of incorpor ated towns (for Indians). . . 30,207 80 Salaries and commissions, land offices 3,55t> 39 I'ay, Indian police 2.000 00 Total 1130,367 84 All these are items that could in no way be charged against the revenues of a territorial government. Subtract them from the $138,506.22 which the senators have charged against territor ial revenues and it leaves $8,128 38 to be charged against the #73,398.98 which the tory knocker itself admits would be properly territorial revenues. That would l?ave to the credit of the terri tory ???>5,270. 60. But the figures quoted by the sena tors are wrong in many particulars. Asamatterof fact the First judicial div ision of Alaska alone contributed as much license revenues to the fedt ral treasury in 1903 as the sum credit for which the senators give the whole dis trict, and one company, the Alaska Packer, s Association, paid in the second .division last year more than $56,000 in one check. The people have shown by their of ten expressed opinion that they are not fools to be caught by chaff. |They un derstand that liars may figure if fig ires cannot lie. The re-election of the members of the old school board by such decisive ma jorities does not indicate any lack of confidence in those who were candi dates against them. It simply means that the people are satisfied with the work that has been done by Mr. Ash lev, Mr. Haraden and Mr. Britt, and they made use of the opportunity af forded them to^express the'satisfaction. It was generally believed that if mis takes have been made they were made in good faith, and that they are as like ly to be rectified by the old board as by others. In fact, the people were in a re-electing mood. They have been sat isfied with the conduct of city and school affairs, and they voted against any chunge.
