NO CHANGE Construction Committee Will Control Water System Mayor Keller named the committee which has had charge of thj construc tion of the municipal water ijitem, Messrs. Van Cleve, Houghton and Wol land, to be the water wicks oommlttee and to have charge of the operation of the water svstem. Id making the ap pointment, Dr. Keller said the commit tee had done It* work well, that It was mure familiar with the conditions than other member* of the council which has only little more than two months yet to terve, and that it was only fair to it that it should have charge of the operation of the plant until it waa In couplete working order and complete ly organized . The committee will reo onimned a water supervlslor at the next session of the council, which will be next Monday nifht. The committee on Are and water re ported a house had been prepared for Hoee Company No. 3 and the old hoee wagon had been housed there and that it is ready for use. Chairman Wolland, of the health and police committee, reported that a man named Williams hai been sent to the Red Crews hospital with heart trouble, and that he wants to go to San Francis co where he has friends, but has no funds. The matter waa referred to the committee on health and police. J. K. Van Cleve, of the committee on the water works, rerorted that a cheap roof had been placed over the spring from which the supply for the munici pal water system is secured. The clerk's report for January 1 shows $85>.28 In the hands of the city treasurer. The report of municipal magistrate showed receipts in Decem ber amounting to 196. 80. A letter from A. F. Wildt, asking that the council continue its efforts to secure aid from cngresa in caring for the Skagw?y river, was raferreo to the committee on judiciary. The resignation of H. L. Johnson as chief of the lire department was read ?nd accepted and the election of M. A. McLean to the vacancy by the tire- de partment was ratified. A petition asking for a street light at the corner of Tenth avenue and Broad way was referred to the committee on public works and public property. The monthly salaries and other bills were paid. All members of the council were present ex ept Mr. KaJem. Mayor Keller presided at the meeting. CHANGE DATE FOR DANCE The Kagles dance that it was propos ed to give on St. Valentine's day haa been set f< r Saturday, Feb. II, instead. It was decided that it would be better to give the dance on Saturday night than in the middle of the week a a more can attend on that night. The committee met Sunday after noon and decided this matter. There will be a good lunch served and a good time is assured all those who attend. There will be no inritatious issued, but the committee in charge will not permit the attendance of objectionable characters. That all persons upon whom a sentence of imprisonment, or fine and imprisonment shall have been pronounced by the municipal magis trate and all persons against whom a tine only shall have been assessed by said municipal magistrate, may, if such line be not paid, be required to work our. such term of imprisonment, or said fine, or both (aa the case may be,) on such public work of the town of Skiig way as 'he municipal marshal of said town may direct. An ordinance to regulate the Use of water from the water worcs of the town of Skagway, and to establish rules ana regulations for the govern ment of employes and consumers and rates pertaining to the same. Be it ordained by the common council of the Town of Skagway. Section 1. The committee on water works of the common council shall bave immediate control and management of every hing pertaining to the water works of tnis town, ana do all other acts that may be necessary for the prudent management and protection of said works, subject to the confirmation of the common council. But the council shall appoint the of ficers and employes of said water works ana prescribe their salaries or compen sation upon nominations and recom mendations to be made and reported to the council by the committee on water works, or by a majority or minority of said committee. The officers of the works shall consist of a supervisor of the works and a water registrar. ? The supervisor shall be the general executive officer of the works. He shall keep a complete record of tad hare general supervision of all males, special casting, va'res, gate*, hydrants, taps,, etc , located in said mains and see that same are kept in "order anil all leaks promptly repaired. He shall be held responsible for all tools, material, etc., belong ng to the works. He shall take charge of the men em ployed by the works, other than the registrar, aud of all work, and see that the same is done in a workmanlike manner and in accordance with the views of the committee on water works. The water registrar shall be the fi nancial officer of the works. He shall keep a complete set of hooks which shall at all times show the dis tribution of the accounts of the water department He shall submit all bills and accounts to the committee on water works, to be by them approved. He shall have the care and safe keep ing of all books and papers belonging to the water department except those pertaining to the supervisor. He shall keep a cored account of all receipts and make out all bills for water rents or materials furnish' d consumers, see to the collection of the same aud deposit the money so collected with the city treasurer daily, to the credit of the water works fund . Section 2. Applications for the use of water must be made on printed forms to be furnished at the office of the water works and the applicant must state fully and truly all the purposes for which the water may be required. Section 3. No person supplied with water from the city mains will be en titled to use ft for any purple other than those stated in his application or to supply in any way other persons or families. Section 4. Should tha owner or oc cupant of the premises wish to use the water for a purpose other tnan those stated in his application, a new appli cation must be made and a permit ob tained for same. Section ?">. Should it be de-ired to i discontinue the use of water for any special purpose, whether for bath tub, water closet or other ti.xtnrea, the branch pipe supplying the Bxture to be discontinued must be plugged and written notice given to the water de partment, before an> reduction will be made in ths rates. Section ?>. Should it be desired to discontinue the us#of all water supplied to the premises, notice in writing must be made aad payment in fnil or all ar rears (if anv there bei niat'e to 'he reg istrar. The water will then b - turned off and turned on again no application, without charge, but no remiss on of rates will be made without the notice prescribed in this section. Section 7. Hereafter all service pipes must be so arranged that tie snp plv to each sepsrate house or pr? mt-ses may be controlled by a separate stop cock placed near the line of the street curb, and one person must pay for all water used through said service for hit own use or for the use of others to whom it may be accessible. Section 8. Where witer is now sup plied through one service pipe to more than one house, family or person. the water department may, at its discretion and toe conditions warranting, decline to furnish water until sepurate servi ces are provided or it may continue the supply on the cocditlon that one person may be held for all on the one service. Section lJ. Water for building pur poses will be furnlslieS only by pay ment in advance and on the written estimate of the manager or architect, of the amount of brick, stone, plaster ing or other material, for which the water istobeused. For material nit provided for in the estimate the appli cation must be renewed. Section 10 Water may be shut olT from the mains at anv time without notice, for repairs and other necessary purposes and the citv will not be re sponsible for any consequent damage. But in all cases where it is practicable, at least 12 hours notice w:.U be given. Persons having boilers supplied by di rect pressure from the mams are cau tioned against the danger from explo sion or collapse in the event of the water being shut off. Section 11. Water will not be fur nished where there are defective or leakjr faucets, closets or other fixtures, or fixtures of any kind not approved by the committee on water works and the supply will be withdrawn until proper repairs ?re*made. Section 12. When a permit has been obtained for the introduction of water, the service pipes and connec tions from the main, to and including a corporation cock or its equivalent, at the main, and a stop cock inside of and near the curb will be put in and main tained b&the town and kept within its exclusive control, for which a charge of ten (10) dollars will be made, payable in advance, for a three quarter inch con nection; for a one inch connection, twelve (12) collars: and for a one and one half irch connection, (IS) eighteen dollars. Larger sizes by special arrang ment. The above prices to apply ouly when no frost is in the ground. Con- j nectiocs while frost is in the ground to be made at the discretion of the com- 1 mittee on water works. All service ' pipes must be of lead, galvanized Iron or enameled iron. Section 13. Within the property line a stop and waste cock, protected from frost, must always be placed, by : means of which all the service pipes on the property may be drained during \ freezing weather and water inu*t not be turned on until the provisions of this section have been complied with. Section 14. The service pipes w ithin the premises must be kept In repair and protected from free/leg at rhe expense of the owner or occupant, who will be responsible for all damages resulting from leaks and breaks in same. Section la. No faucetsViil be allow ed on the outside of any building ex cepting hose connections and the latter must have stop and waste cocks protec ted from the front. No hose connec tions will be allowed On sidewalks ex cept those which have the valves on the Inside of the ouiiding or which re quire keys to open. They must dis charge upward so water can only be used for the purpose intended. Section 16. Water must not be al lowed to run to waste through any fau cet or fixture or kept running at any time longer than is necessary in its pro per use. When such waste is found or persisted in, the right is hereby reser ved to shut the water off from the pre mises. Section IT. When the water has been shut off from an/ building or premises for any violation of the rules or regu lations governing the water works, it shall not again be turned on until the owner or occupant has paid a penalty of one dollar in addition to all charges and arrearages. Section 18. No plumber or other person will be allowed to make connec tions with theoity mains, or to make al teration* in pipes or other fixture* in connection therewith, or to connect pipes when they have been dlaoonnec trtl, or to turn water off on any pre mises, without the permission of the supervisor or the committee on water works. Section 19. Plumbers doing work by which water may be drawn fioni the city mains must make in writing a true and uccurate report of the work 'done within three days alter the completion of aame, on forma furntshe.t by the town. | Section ao Plumbers violating thia ordinance in any particular, or failing to perform their work according to the rules and regulations herein laid dowu, or executing it unsklllfullv, or to the damage of the city water works, shall bo debarred from making connection with the citv mains. Section 21. The supervisor and mem bera of the committee on water works, may have tree access at proper hours of the day to all parts of buildings and premises in which water may be deliver ed from the citv main, for the purpose of inspecting the condition of the pipes and fixtnres and the uisnner in whilh the water is used. Section 32 On fsilure to comply with the provisions of this ordinance as a ooudition to the nse of water, or to pay the water rates at the time and in the manner hereinafter provided, the water may be shut off until payment is made of the amout due, with one dollar in ad dition for the expense of turning the water off and on. Section 23. Alter the water haa been shut off at the stop cock at the curb as provided in Section 23, if it shall be turned on by any person except an au thorized employe of the city, au excava tion will he made in the street, the water shut off at the main and not turned 011 again until the arrears, the cost of replacing the street and live (5) dollars for the expense of shutting the water off and turning it on is paid. Section 24. The water rates shall be due, tayable in advance on the first of each month (except for meter which shall be paid on the first day of the suc ceeding month) and if not paid within the first ten days, the right is hereby reserved to shut off the premises as pro vided in Sections 33 and a3. Section 34. The foregoing pfovis ous of this ordinance must be strictly com plied with in every it stance and water must be paid for by all persons supplied according to the following schedule of water rales.
