GET READY Alaska Central R&Hway Or ganizes Anew The newly organized Alaska Central rail-ray, containing Chicago and Cana dian capitalist*, has ohoaen the follow ing OiBcers: Albert C. Frost. of Chicago, presi dent; Henry C. Osborne, of Torooto, vice president; W. B. Poland, until re cently superintendent of the Baltimore A Ohio railway, general manager and chief engineer; Gwyn L. Francis, of Toronto, treasurer, and James A. Hsight, of Seattle, secretary. These, with Frank Thompson, of Montreal, George Turner, of Spokane, O. G. Lara' ?e, of Spokane, M. Leahy and John K_ and F. L. Ballaine, of Se attle are the trustees. Seattle papers say Mr, Frost, the new president of the Alaska Central, is also the new president of the Tan an a Kail way Construction Company, and Mr. Osborne, vice president of the Alaska Central, holds the same position in the Tan ana Railway Construction Com pany. Mr. Frost is a Chicago banker, and president and principal owner of the Chicago & Milwaukee Electric Railway Company. Mr. Osborne and Mr. Francis, of Toronto, are bankers and capitalists. Mr. Poland, the new general man ager and chief engineer of the railroad company, has been elected to the same position in the Tan4na Railway Con struction Company, which is building ihe road. He is now in Chicago organ izing his forces to build 100 miles of ad ditional road this year, and install machine shops as toon as It can be done. It is their intention to build to the head of Knick arm this >ear, if possible, and to reach the Tanana river, building 150 to 200 miles additional each year until the river is reached. Coincident with the building of the Alaska Central a coal company, with a capital of <500,000, is now oeing organ ized to develop the coal mines on the Matamuska river on a large scale The Mitamuska coal is substantially of the same quality as the Keyak, being a semi-anthracite. An ordinance to regulate the Use of water frjro the water works of the town of Skagway, and to establish rules and regulations for the govern ment of employes and consumers and rates pertaining to the same. Be it ordained by the common council of the Town of Skagway. Section 1. The committee on water works of the common council shall have immediate oonti-ol and management of every hing pertaining to the water works of this tovn, and do all other acts that may be necessary for the prudent management and protection of said works, subject to the confirmation of the oomn oo council. But the council shall appoint the of ficers and employes of sal a water works and prescribe their salaries or compen sation upon nominations and recom mendations to be made and reported to the council by the committee on water works, or by a mijority or minority of sfcid committee. The officers of the works shall consist of a supervisor of the works and a water registrar. The supervisor shall be the general executive officer of the works. He shall keep a complete reoord of and have general supervision of all main*, special castings. valves, gates, hydrants, taps,, etc , located lu said main* and see that same are kept In order and all leaks promptly repaired. He sball be held responsible for alt tools, material, etc.. belonging to the works. He shall see to the making of all taps for service and examine all service pipes and see that they are properly laid and perform ?uch other ? utles as the committee on water works may direct. He shall eive written orders for all supplies and materials and keep a copv of such orders, subject to the Inspection of the committee on water works, but he shall contract no indebtedness be yond $Zo 00 without previous authority of the committee on water works. He shall take charge of the men em ployed by the works, other than the registrar, and of ali work, and see that the same is done in a workmanlike manner and in accordance with the views of the committee on water works. The water registrar shall be the fi nancial officer of the works. He shall keepa complete set of books which sball at all tiinas show the dis tribution of the account* of the water department He shall submit all bills and accounts to the committee on water works, to be by them approved. He shall have the care and safe keep ing of all books and papers belonging to the water department except those pertaining to the supervisor. He shall keep a corect account of all receipts and m ike out all bills for water rents or materials furnish- d consumers, see to the collection of the same and deposit the money so collected with the city treasurer daily, to the credit of the water works fund . Section 2. Applications for the use of water must be made on printed forms to be furnished at the office of the water works ami the applicant must state fully and truly all the purposes for which the water may be required. Section 3. No person supplied with water from the city mains will be en titled to use it for anv purpose other than those stated in his application or to supply in any way other persons or families. Section 4. Should tho owner or oc cu pint of the premises wish to use the water for a purpose other than those stated in his application, a new appli cation must be made and a permit ob tained for same. Section ">. Should it be desired to discontinue the use of water for anv special purpose, whether for bath tub. water closet or other fixtnres, the branch pipe supplying the fixture to be discontinued mnst be plugged and written notice given to the water de partment, before any reduction will be made in ths rates. 11 *ihiinlil if he desired to discontinue the use of all water supplied to tbe premises, notice in writing must be made and payment in full of all ar rears (if anv there be) made to the reg istrar. The water will then be turned off an J turned on again on aptilicjtion, without charge, but no remission of rates will be made without the notice prescribed in this section. Section 7. Hereafter all service pipes must be so arrauged that tne sup ply to each separate house or premisses may be controlled by a separate stop cock placed near the line of the street curb, and one person must pay for all water used through said service for his own use or for the use of others to whom it may be accessible. Section 8. Where water is now sup plied through one service pipe to more than one house, family or person, the water department, may, at its dliorall? and toe conditions warranting, decline to furnish water until separate servi ces are provided or it may continue the supply on the condition that one person may be held for all on the one service. Section i>. Water for building pur poses will be famished only by pay ment in advance and 011 the written estimate of the manager or architect, of the amount of brick, stone, plaster ing or other material, for which the water istobeused. For material net provided for in the estimate the appli cation must be renewed. Section 10 Water may be shut off from the mains at anv time without notice, for repairs and other necessary purposes and the citv will not be re sponsible for any consequent damage. But in all cares where it is practicable, at least 12 hours notice w:ll be given, Persons having boilers supplied bv di rect pressure from the mains are cau tioned against the danger from explo sion or collapse in the event of the water being shut off. Section 11. Water will not be fur nished where there are defective or leaky fancets, closets or other fixtures, or fixtures of any kind not approved by tbe committee on water works and the supply will be withdrawn until proper repairs are^made. 1 J- * ! 1 '* XT' V ? _ ? nAsmU Kn 3 knan OeCtlUQ 1? >> ucu a mil Iiai uvtu obtained for the introduction of water, the service pipes and connec tions from the main. t<> and including a corporation cock or its equivalent, at the main, and a stop cock inside of and near the curb will be put in and main tained by the town and kept within its exclusive control, for which a charge of ten (10) dollars will be made, payable in advance, for a three quarter inch con nection: for a one inch connection, twelve (12) collars; and for a one and one half irch connection, (18) eighteen dollars. Con nections while frost is in the ground to be made at the discretion of the com mittee on water works. All service pipes must be of lead, galvanized iron or enameled iron. Section 13. Within the property line a stop and waste cock, protected from frost, must al*ays be placed, by means of which all the service pipes on the property may be drained during freezing weather and water must not be turned on until the provisions of this section have been complied with. Section 14. The service pipes within the prem ses must be kept in repair and protected from freezing at the expense of the owner or occupant, who will be responsible for all damages resulting frou: leaks and bre tks in same. Section 15. No faucets will be allow ed on the outside of any building ex cepting hose connections and the latter must have stop and waste cocks protec ted from the frost. No hose connec tions will be all. wed on sidewalks ex cept those which have the valves on the inside of the Building or which re quite keys to op?n. They must dis charge upward so water can only be used lor the purpose intended. Section lti. Water must not be al lowed to run to waste through any fau cet or fixture or kept running at any time longer than is necessary in its pro per use. When such waste is found or persisted in, the right is hereby reser ved to shut the water off from the pre mises. Section 17. When the water has been shut off from an building or premises for any violation of the rules or regu lations governing the water works, it shall not again be turned on until the owner or oocnpant has paid a penalty of one dollar in addition to all charges and arrearages. Section 18. No plumber or other person will be allowed to make connec tions with the city mains, or to make at tentions in piped or other fixtures in connection therewith, or to connect pipes when they have been disconnec ted, or to turn water off on any pre mises, without the permission of the supervisor or the committee on water works. Section 19. Section 20 Plumbers violating this ordinance In anv particular, or failing to |>erforra their work according to the rules and regulations herein laid down, or executing it untklUfuilr, or to the damaye of the city water works, shall be debarred from making connections with the city mains. Section 21. The snpervisor and mem bers of the committee on water works, may have tree access at proper hour* of the day to all parts of building* and premise* in which water may be ileliver ed from the citv main, for the purpose of inspectiug the condition ot the pipes and fixtnres and the manner in whilh the water is u>e<i. Section 22 On failure to comply with the provisions of this ordinance as j condition to the u*e of water, or to pay the water rates at the time and in the manner hereinafter provided, the watei may be shut otT until payment is made of the amout due, with one dollar in ad dition for the expense of turning the water off and on. Section 23. Alter the water has been shut off at the stop oock at the curb aa provided in Section 22, if it shall be turned on by any person except an au thorised employe of the city, an excava tion will be made in the street, the water shut off at the main and not turned on again until the arrears, the cost of replacing the street and five (5) dollar* for the expense of shutting the water off and turning it on is paid. Section 24. The water rates shall be due, tayable in sdvance on the first of each month (except for meter which shall be paid on the first day of the suc ceeding month) and it not paid within the first ten (lav*, the right is hereby reserved to shut off the premises as pro vided in Sections 22 and 23. Section 24. The foregoing provisions of this ordinance must be strictly com plied with in every itstance and water must be paid for by all persons supplied according to the following schedule ot water rates.
