It is unanimously agreed that there were no Jaianese torpedo boats in the North sea at the time of the firing upon the Hull trawlers, but it is agreed that the Russiau admiral was justified in fearing an j attack. A majority of the board decides, however, that the Russian admiral was not justified in opening fire on the trawler?. The Russian commissioners dissent from this con ' cfusion. Gov. and Mrs. Brady and Capt. and Mrs Kilgore are still the guests of Skagway and they will remain so until tomorrow evening. Last night they were given a public reception at the Arctic Brotherhood hall and they were eiitertained at luncheon at the Fifth avenue hotel at noon today by C. B. Ilaraden. This afternoon they are re ceiving the people of Skagway on board the Kush at Moore wharf. The men and women of Skagway turned out en masse to the reception last night. The guests were in line in the back part of the hall and with them J. J. Daly, Arctlo chief of the A. B., Mrs. L. S. Keller and Mrs. J. P. Ro gers. Other members of the reoeptlon co nmittee were Mr. and Mrs. Chea lander, Mrs. Daly, Mr Haraden ana Mr. Clo monger. Got. Brady'* Spoeoh The room was well filled when G. v. Brady begau his address. Most of his remarks were with reference to the World's fairs. He gave a good accouLt of the exposition at St. Louis and the Alaskan exhibit there. Referring to the Portland fair, Gov. Brady explained that Alaska had $25, ? 000 in addition to the exhibit that was a'. St. Louis and some of the fixtures that were in the St. Louis building. He s lid that he had not come to any con clusions as to what could be done at Portland, but he suggested that an ex hibit shouli be mad: that would at tract people to Alaska. It should be mide known to the world that Alaska has a mild climate, that it has wonder- j fal resources that offer tempting | inducements to capital. Particularly did he dwell upon the fact that Alaska's 1 mineral lesources should be portrayed Gov. Brady said Skagway people should develop and find a market for the great quantities of building granite that are i.i ita vicinity. Transportation facilities and popula tion are what Alaska need) above all else accordi g to the governor He thinks within a few years congress will gi>e aid to oue or more of the proposed rail load lines across the district. More than 100 buildings were burned this morning by the worst fire that has taken place in the history ol this city. Three women were burned to death. The loss will amount to $1,000,000. He has made a splendid im pression on the people of this city dur ing his short stay here. They are con fident the Yukon ould not have a bet ter representative. Dr. Thompson says he has a long program for Yukon legislation, but he will urge, above all other things, a change in the mining regulations, the abolition of the royalty tax and a whol ly elective council for the Yukon. Dr. Thompson wants the mining reg ulations made into statute so they lean not be changed at the will of a cabinet minister. This he urges in the inter : est of stability.
