criticism of Amercans because he con
tinus to permit the Cuban fiag|to fly from
the palace, state house and other public
buildings while the governor is an
American, Secretary T?ft said today j
that the Cuban flag will continue to fly
so long as he shall continue to act in
the capacity of governor of the^ountry.
He says the American occupancy of
the island is not for conquest but for the
purpose of restoring order.

department announces today that the '
J arrangements for transportation of '
malls to and from the Yukon and other
Alaskan interior points during the com- j
insr winter have been completed with
Canada. The agreement and schedules
will be similar <o that of last year ex
cept that the quantity of mail to he de
livered has been increased. All first
class mail aod all newspapers in single
wrappers will be forwarded.
