Before resinning the thread, broken by the fall of the Speaker’s gavel, I say, that I do not believe in the hasty use of arbitrary parliamentary rules simply to gain some petty advantage, lively such movement mince- a tear, that something which does not appear upon the face of the proposition under discussion, may lie dis covered and exposed by the light of de bate. The first reason 1 assign for my vote to-day, is that the State is too poor to go out into the '‘highways and hedges’’ to look for objects of charity. The gentleman from Augusta lias told us in most vehement tones that the "Stan; is rich, and not at all embarrass ed.'' With our 'hipping interest destroyed, our forests swept away, our public lands gobbled up. our Slate shackled with a debt of inure sM.OoO.UOO.our municipalities with enormous balances againstthem, and our i>. ojde groaning under the weight of onerous taxes—where is our wealth ? Where <?/v our riches’:* lo-tmy W" an- running me government on money borrowed, lor which we are paying an minimi interest of nearly a half a million dollar-1. The very money we propose to donate to these institutions, is not ours to {five. It is borrowed, every dollar of it. ,\i the close of this session, after rv c have {.iven our time and labor to the Mate, because she is too poor to pay for it—the little pittance we may receive to liquidate in part our board bill, will be borrowed. 4\ by, a few days since the State was too poor to afford us even a few portage stamp—too poor to donate a few dollars to n dying member. I hear it reported ‘‘that the State is rich, and can afford out of the abundance of its riches, to gi\ e to these ttatcment-of-j'act acadeviies, a liberal share.” Let us examine the estimated expenditures for the year upon which we have entered, and see if the “circumstances of the peo ple authorize” tiic endowment of these intermediate seminaries. The people of the State must be assessed $97,000 on the sinking fund of 1805, $80,000 on that of 180,s, ooo for indigent soldiers, $59, ('00 for insane persons, $14,000 for the He lium School, $ to,000 for the Agricultural College. $490,000 for interest; or $1,909, 940; equal to $ 1.81 to each inhabitant in the State. Talk about the State's being rich, when the Treasurer i- issuing paper currency by the cart-load, when our Statu bombs are under jiur \alue, and holders are com pelled to sell them at a iliscmtnt. Gentlemen tells in “that we must speak these things softly—it must not be heard beyond the coniines of the State, else air railroads will not be extended and our water power utilized." Let us, i say, tell the truth, and back it up by business like evidences of financial sanity. We are poor—the evidences are too nu merous iu shin-plasters spread all over the Mate—the utmu-t farthing of which must be redeemed by excessive taxation. Wo have been told in sneering tones that “taxation was not so very burdensome.'’ Those who at ail themselves of the doubt ful honesty of investing in government In nds out ol the way ot and i eyoml the reach of taxation, may escape the burden. Hut to tins sweating mows anil oiisterea hands, tugging and toiling to earn an honest penny to meet the inexorable de mands of the tax-collector, it becomes no “play-dav dream.” And we have thous ands' in our Sine to-day who have not solved that most trying > ruble in of their lives, lnov to raise money to pay their tax es. And that \ cry money which some of them hate mortgaged their last cow to raise, we are u-h< d to give to institutions, which purposely created a debt for the State to wipe out. Let us look at facts as they are. To pay the Stal tax for 1S7U, requires a per capita tax oi ifl.lis. The county tax will inert use it to sjtl.oo—add the municipal taxes, and we have a tax of tJ.VJtl to every man, woman, and child in the State, or a tax of Sct-MiO p-r family, yet guiltless of the act of fashionable murder. Supi rintendout Johnson has been quoted 'as “backing’’ these claim- by his ojficiai endorsement. Says the Maine Farmer, “when he rolled up Ids sleeves and enter ed upon his ilulithe resolved not to em ploy his time in n lining over the different 1 luises of spoi ial culture.” 1 can blit hope lie hits not abandoned that resolve, and “rolled down his sleeves," for if so, our common schools are w it bout a head. It is said by tin* advocates of these State aid institutions, “that we need them to lit teachers for the common schools.” 1 re ply, that we want them for no such pur pose. Our district schools have been with this class of unmethodical, unskilled, and superficial “masters” and “mistress es,” long enough. We have had enough of this kind of teachers, too many of whom possessed but lew accomplishments be yond that of patience to worry through the district term, distribute “rewards of mer it” at the close, and pocket our money. \gain, the necessity, did it exist, of cn dowitig such seminaries, is fully met in the Normal Schools, which are answering : all almost universal call for a class of trained teachers, practically and seientifi , fully acquainted with the best principles of teaching, The method which the friends of these In stitutions have chosen to push their pet pro jects through this House, is open to objection.
