Now that the water in our river has ubsided, we can take a calm survey of be situation which at one time seemed to hreaten the destruction of the citiee at the lead of tide water. It ta> not the great ..mount of rain alone which fell, that aused the sudden and disastrous rise, as n the interior a short distance, the stortn vas not at all remarkable. But other auses, more potent than a casual obaerv r might notice, conspired to make this a lisastrous event. Everything at the pres utiime seems to depend upon the weath •r for the next thirty days; whether or ot we have a repetition of the scene of ast month ; if it be warm, the water will ut a channel through the immense ice am, and no evil results will be likely 0 lullow, but on the other hand, should tiere be another heavy rain it would un doubtedly raise the water to a greater might than before, and no one can foresee he results. Being one of the number who usually ook upon the brightest side of everything, am inclined to think we may realize the ormer supposition. Would it not be well to consider some •f the causes of the sadden rise of water nd see what re-son we have to expect mmuuity from another perhaps moteiear iil calamity ? It is known to every one conversant buh the river, that there is a bend in the iver opposite Hallowell; the piers an the helsea side serve,to make the bend sti 1 uore marked, consequently the ice mi rowded hard toward the western shore, uiy one who will take the trouble to stand a Steam Mill Point, will get a correct ^ lea of the situation. It is well known hat the ice remained firm at the corpora ' ion boom opposite Farmingdale, in the reshet of December. Now it is probnMe ■at had there been no obstructions at tat point the river would have been learcd by the freshet of December and here would not Lave been so much re islanec to overcome during the last one. 1 is well known that the boom at Brown’s sland occupies two-thirds of the width of he river, and I doubt if allliieice between . and Moosehead Lake could canty it way. Who ever heard of the ice miming in such a manner in tide water vhen the river was free from unnatural ostructions ? When petitions were be >re the Legislature, asking permission to lace piers at Brown's Island, this same alaraity was predicted by the Repre ntative from Hallowell—Mr. F. J. Day, think, and who will say we have not ldirectly been reaping the fruit? There is a question in the minds of many . hether the State has control of the navi able rivers. Congress has been appro riating money liberally to improve the avigation of the Kennebec river. Now » hy does not the same power have con rol in regard to obstructions that mag be laced by corporations to the injury of the cope? It may be argued that we may •iot see the two freshets again in one win er. Perhaps not,—but we have no surety • gainst the elements. Now if we have any regard for the in •■rests and safety of our cities along the auks of our tide water, a memorial should >e at once addressed to Congress (who mve authority iu this matter,) asking for he removal of the obstructions which hare een placed in tide water within a few .cars.
