A, Maddox, resigned. The bridge at Wiseasset on the Knox & Lincoln Railroad, required piling to a distance of 06,‘>00 feet, taking over 40Q0 piles. The Company are erecting two buildings 100 feet long each by 40 and 45 feet inside on their wharf at Bath, for the building of ears for tiieir road. It is proposed to have the ears running from Bath to Damariscotta next fall. The first iron will arrive at Wiseasset from Europe. Spool Warm 1'hciuring al Brlgradr. Belgrade Mills, May 80th, 1870. Dear Jolbxal :—I uolieed in one of your daily issues an account of the manufacture of spools at Weld. I wish to speak of the busi ness done in that line in the quiet little vil lage of Belgrade Mills. Messrs. D. & H. W. Colder have bought the past winter ten thou sand and fifty cords of white birch timber, at an average cost of about four dollars per cord, putting into the hands of the farmers forty-two hundred dollars. They make sev en hundred gross of spools daily, and have contracts for six months. Colder & Goodwin, Excelsior Manufacturers, have bought four hundred cords of poplar Rt an average cost of three dollars and fifty cents per cord. They make one ton daily, with contracts for all they can do for one year at least. N, W. Towle has bought two hnndred cordsof brown ash that he is sawing into headings. We have also a manufactory of rakes and spade han dles, which is doing quite an extensive busi ness. We have one saw mill and a grist mill, with a never-failing water power, capable of performing twice the the amount of labor. SlBSCBlBKR. Meeting «f City Connell. The regular monthly meeting of the City Council was held on Saturday afternoon. Petition of G. W. Jones for a bounty on ac count of his son—Thomas P. Jones, who en tered the navy at the commencement of the war, served till the end of the same; was at the capture of Forts Jackson and St. Phillip and the city of New Orleans; who never re ceived any prize money, having been station ed out of the way of prizes; who never re ceived one dollar bounty; who was assigned on the quota of Augusta under the call of 1803 when he might have been assigned to some other town and received 8700 bounty ; the pe titioner asks that said Thomas P. Jones be al lowed count)utalion bonds equal to the amount pai.^for men under the call of Oct. 1803. The petition was referred to the Committee on Finance in concurrence. Petition of E. II. W. Smith and fifteen oth ers, “citizens and tax-payers residing on Cres cent St.,” “for the construction of a new side walk upon said St.,” was referred to the Com mittee on Highways in concurrence. Petition of Eliza Ann Clark by her attorney, represents that said Eliza Ann Clark in the month of March last, in the city of Augusta, was thrown front her seat in a sleigh and se verely and dangerously injured in consequence thereof, by reason, as site says, of an obstruc tion and defect in the highway leading from Bolton Hill northwesterly to Vassalboro’, in said city of Augusta, on account of which she says she has suffered much in body and mind and been put to great trouble and expense, and ever since the time of said injury has lost the entire use of one of her limbs. The pe titioner, therefore, respectfully asks that said injury be faithfully and diligently inquired into, and that she may be paid a fair and rea sonable compensation therefor. The peti tion was referred to a Joint Special Commit tee, consisting of Aldermen Baker and Cross, and Councilmen Uickncll. Cony and McFar 1 and. Petition of Messrs. Hiram Choate, Moses C'hoate and George B. Choate, asks that a sidewalk be laid out on the south side of York street trom its junction with Washington street to the east line of land owned by Moses and Hiram Choate, provided said work be constructed by the said Moses and Hiram Choate without expense to the city. It was ordered that the sidewalk be laid out as prayed for. Remonstrance of S. W. Lane, against the appropriation of any sum of money by the city, "for the licneiit of the State Agricultural Society, or for the purpose of aiding in de fraying the expenses of an Agricultural or other Pair, to he held in this city or county under the auspices of said Society," alleging that such an appropriation “would be illegal, and an unjustifiable tax upon the citizens of this city.” The remonstrance was referred to the Special Committee on State Fair. It was Ordered, That the street commis sioner on the east side of the river he directed to open and make the road recently laid out in the third mile on the east side of the river west of the Greeley Pond. Petition of J. M. Plummer and 100 others, asking that the City Council “cause a tax to be assessed and collected on each dog (or the owner thereof) in the city, and in default of payment that the City Marshal be instructed to destroy such dogs. The reason the peti tioners assign for making the request is that the city has become infested with worthless dogs, and that they are a nuisinee is obvious to all.” Concerning the matter itwas Order ed, That the petition of J. [Special Despatch to the Daily Journal] Gardiner, May 31 Fite. The house on Spring Street occupied by Andrew llarriman, was destroyed by fire this afternoon at about three o'clock. The fire was not discovered until it had enveloped the w hole of the second story. The family lost all their furniture, clothing, &c., in the second story, only saving a few articles on the first floor. I.oss ahout one thousand dollars; in sured for SCOIJ on the house; no insurance on furniture. Supposed to have caught from a spark. FORTY-FIRST CONGRESS. Washington, May'.'ll. Senate. At the evening session a bill for supplying the deficiencies in the appropria tions for compensation of the milage ot mem bers of the House of Representatives, com ing up. the amendments by the Committee on Appropriations, appropriating §1,400 for de ficiencies in the appropriation for collecting custom, and §20,000 to enable the Secretary of tlie Treasury to pay a special counsel, were debated. •Mr. T minlmll remarked, that the bringing in of the deficiency bill, indicated that the sliow of economy in cutting down the appro priation bills bad been a mere pretence. He argued that Ibis deficiency of almost a million and a half of dollars was enormous. The figures showed that the collection of surplus revenue for the first half of the present fiscal year, cost 7 per cent, more than its collection in the first six months of the preceding year. The excess of appropriation asked for to col lect custom revenue for the present year, was nearly §1,000,000 greater than the amount asked for last year. He desired to know the reason of this extraordinary increase. Mr. Morrill of Vt., said that the Secretary of the Treasury certainly could not spend one dollar beyond the amount authorized by law. He deprecated the apparent impeachment of the Secretary by the Senator from Illinois. Mr. Morrill of Me., stated as the reason assigned by the Secretary of the Treasury for increased expense in collecting tbe*eus tom«. that there had beer, an increase of thir teen or fourteen millions in the revenue. He had nut asked the Secretary to go into details, as he supposed him honest. The amendments were agreed to and the bill passed. Adjourtiod. ilorsF.. The House resumed the Internal Revenue bill, and the paragraph defining wholesale liquor dealers, and increased the minimum from a quart to a gallon, Mr. Schenck of Ohio having thrown upon the i low tariff men and free traders, the responsi bility of the failure of the Tariff bill. Mr. Hutler of Mass., said he had not voted to lay the Tariff bill asiito. until the gentle man (Schenck) had told the House and country that he had no hope of passing the bill this session; and he had hoped that the gentleman would then bring in a short bill, making a reduction of the tariff. He had also hoped to have a short internal revenue bill reported. He would now tell the gentle man he could not get through the House the pending, long bill, any more than the tariff bill, and its consideration was only so much time thrown away. He had hoped to see the inrome tax abolished, and he intended to ask \ the House to instruct the Committee on Ways j and Means, to report a short bill for the re duction of the internal revenue taxes, and of tax gatherers anil officials, and for the aboli- j tion of the inquisition, into the business of! the people. He did not care so much as to the amount they paid, as the manner in which they paid it. They did not want to be in quired of, as to what they had for breakfast anil dinner, and what they were going to have for supper. Mr. Schenck replied in effect, that a short bill was impracticable. The pending bill bad the sanction of the Treasury department, and the Senate were waiting for it. After further discussion, the House ordered the previous question on the first section, and cutting otf the debate, struck out the second section, which permits the purchase bv or for the use of the United States, any articles free of tax. The House progressed witli the bill as far as section sixteen, but a few unimportant amendments being made. Adjourned. FROM WASHINGTON. Washington. May 31. | The Indian Territory tobacco seizure eases I were decided on the 23d inst. at Van Buren, \ Ark., and all the property forfeited to this ' gov't. Judge Caldwell held the laws of Con gress paramount to any treaty, whether do mestic or foreign, and all internal revenue laws relating to tobacco extend to all persons in the Indian Territory. t Representatives I.ogan. The break in the French Cable has been demonstrated to be about 293 miles east of the Massachusetts shore, oft' the south-west cor ner of Cape Sable. The general office of the Company in this city, removed to the Western Union Telegraph building, and the competi tion between the Companies is henceforth at an end. The Elevated Railway was successfully tested last night throughout its entire length, by a ear loaded with a weight of 30,000 lbs., and w ill bo opened to the public some time this week. The steamship Colorado and City of Brook lyn, from Liverpool to-day, brought 2,397 emigrants. The Board of Health has been re-organizing making a clean sweep of physicians, clerks, and subordinates. Several of the new ap pointees are Republicans. Mrs. Mary Joyeo died last night front the | effects of a beating by Patrick Morfan, an oe | oupant of an adjoining room in a tenement l house on Mott street. | A Malone despatch says that the Catholic Church and Parsonage at that place were searched last night for Fenian arms by the ! United States civil authorities, contrary to the wishes of Gen. Hunt and the other army j officers. Nothing was tound, and the proceed ing excited a good deal of indignation. Lcverich to send home at his expense all be longing in New York. St. Albans, May 31. J. Boyle O’Reilly, a reporter for the Bos ton Pilot, ami who it was said was one of Gen. O’Neill’s officers, was to-day brought before U. S. Commissioner Rand, but no evidence being brought against him was discharged, lie left on the first train for Boston. The remains of Rowe, who was killed in tne Richards Farm fight, was disinterred to day by consent of the Canadians, and was for warded to Burlington, where hifc mother re sides. The body of O’Brien, who was killed in the same engagement, has also been forwarded to bis friends. (Jen. Donnelly, who was removed from Franklin to St. Albans this afternoon, is un der arrest at the Weldon Ilonss. Theodore Murphy, who was captured by the Canadians, is now in Swectsburgh .Jail, and will, it is thought be set at liberty at an early day, as no arms or papers were found on his person. FROM RICHMOND. Richmond, Va., May 31. Certificate «f election has been given to II. K. Ellison as Mayor, and other candidates on the Conservative ticket. The Conservative candidates refused to ac cept th*1 offices for which they are elected, if it shall appear on investigation that their election depends upon the throwing out of tlie vote of the precinct from which the bal lot box was stolen. They invite their op ponents to contest the election, and declare their belief that such evidence of fraud and irregularity exists, as will give the conserva tive ticket the legal returns. FROM CONCORD. _ Concord, N. II. May 31. The State Legislature assembles to-mor row. The Democrats hold a caucus in the morning to give a complimentary nomination to some one tor speaker, probably Geo. F. Putnam of Warren. S. M. Wheeler, Repub lican, will be re-elected speaker. Destructive Fire.—Loss $30,500. Providence, R. 1., May 21. The Central Cotton Mill in East Provi dence, owned by Win. Boyd, and operated by Gen. Olney Arnold, was burned last night. The total insurance is $30,300, which will cover the loss. FOREIGN NEWS BY CABLE. Paris, May 31. The Prince de la Tour d Auvergne* has accepted the appointment of French Em bassador at Vienna, but is now ill with the small pox. and will he unable to proceed to that post for some time. The members of the International Society arrested at Lyons, have been set free, but those arrested in l’aris are still in prison.
