At the Fair of the American Institute for 1870, in New York, interesting re marks were made by Horace Greeley, followed by nn address delivered by George I!, boring of Salem, Mass., from which we copy the following, in (elation to our national debt and growth. As we contemplate the rapid development of our industry, and the constant increase of our population, from which no other country has drawn by emigration; and as we witness also our continued prosperity, we may find in this a substantial solution of many of our financial problems, and encourage ourselves with the thought that our growing national wealth, now manifest to all, is the sure foun dation of our national credit. I study with interest the various theories advanced for the payment and funding of our national debt, and all efforts to make that debt as light a load as possible. But from all this I turn to our various national industries, with the as surance that in them lies our national strength. I have faith in a busy population. Asking only for economy in public expendi tures, for a reduction of all internal taxation to tin- lowest point consistent with our public necessities, for the prot ction of every brancli of American industry against foreign compe tition. for such an adjustment of the national debt as will rest with equal weight upon the resources of the present and the multiplied resources of the future. I can confidently wait for the national growth during the next ducade, in every industrial effort which will add to our wealth, and develop the resources of our vast domain. It is not difficult to ac count for the activity of a people whose terri tory, extendiug over the best latitudes, and stretching entirely across a continent, is hound together by ample railway communi cation. Not' traffic on the high seas, nor on interior water-courses, constitutes now the most profitable and influential trade of our people. But the great brotherhood of States, one now in social and civil law, one in inter est, and made one neighborhood by'railroad and telegraph, possesses a vital commercial force which cannot exist between rival and discordant nations. And so the manufacturer of the North finds a market now almost at his very doors, among the broad agricultural I districts of the South and West. Every acre ui com mm l'ihuiii lanu can pour at once as products into the channels of trade. There is a local or a distant market for every pro ducer, from which he can choose according to his own host advantage, and the occupation of which, in a profitable manner, constitutes the success of his business. I look, there fore, to the tie v elope meat of this great inter nal enterprise, aided by cheap and rapid rail way communication, and by the most ingen ious machinery, for the life of our home market, for the revival and support of our commerce, and for our financial success. It is not necessary for me to enlarge upon the grow th of our Manufactures, extending now into every State in the t'nion, and sig nificant of a growing disposition to apply our producing forces to well-defined and accurate modes of business. For this you all know— and you know, moreover, that to such enter prise as this we are to attribute the most sub stantial wealth of our largest cities—even those possessing good harbors and every op portunity for the best commercial relations. To estimate, moreover, tbe value of our agri cultural products, would not be easy. But I would call your attention to a significant fact in our foreign commerce, and you can then judge how important is this one branch of in dustry, Agriculture alone, for the accomplish ment of that financial success to which 1 have alluded. The value of the domestic commod ities exported daring the nine months ending March 31, 1870, was $370,302,107. Of this, the value of agricultural products was $247, 808,814, consisting of beef, $1,302,083; ba con, $5,312,599; cheese, $7,181,640; cotton, $170,182,270; Hour, $16,586,174; wheut, $37,550,248) tobacco, $16,601,773; tallow, $8,134,917. The balance- of our exports, amounting to about $130,000,000, consisted mainly of products of manufactures and the arts. Taking into account, then, the vast amount of domestic goods consumed Uy forty millions of people, anil the agricultural pro ducts, the estimated value of which in 1869 was $3,000,000,000, necessary for their sub sistence, ami adding the surplus of each ex ported, we find ourselves us wi ll prepared to maintain all the commercial relations and the industries of peace as wo were to hear the burdens of war. May we continue to open our lands, erect our mills, extend our rail roads, enlarge our mineral resources, and teach the world that free, self-reliant, well paid labor, the citizenship of a republic of human equality, lies at the foundation of na tional greatness. It is this alone which can overcome the obstacles that lie in our path, and open the way for a brilliant future. We have taught tin nations that well paid labor, when aided by intelligence, can compete with cheap la bor whin discouraged by ignorance and sub serviency, and that well paid capital, when generally diffused, and aided "by a policy which opens a home market, can compete with cheaper capital, which is engaged in en terprises whose markets arc scattered over the world, it is a great thing to have a broad ami extended country in which to work out such a problem: a country whose lauds invite tile industrious laboror to comfort and prosperity ; a country whose institutions offer equal protection to all.
