STATE SENTINEL. For the Satitinet. Review of the CuTency. The money crisis of the times is not one of words, but of deeds. Its work of desolation is rapidly pervading every avenue of trade and every ramification of business " leaving not a rose of the valley to tell where the garden had been." In reviewing the sub ject, the past and the present must be carefully considered point ing out the evils and bringing them forward as beacon lights to guide our footsteps in th hidden future. The State Bank and Branches of Indiana were established on sound principles and well adapted to the demands of its period, and ca pable of performing all that v. as expected by its organization. Man was created in the like ness of his Maker for a noble end, but his brow was soon tarnished by transgression; and so with the fiscal institutions under notice they too have transgressed and set up a rule for themselves and by subterfuge, (more cunningly devised than the sewing of fig leaves,) in the similitude of business transac tions, began their clandettine acts of prostitu tion. The Bank was created for noble and useful purposes to assist the farmer and manufac turer by furnishing means to carry to market the surplus products of the industry of the State, and for a number of years it was con tent to fulfil the legitimate purposes of its cre ation. All safe business men obtained accommoda tions to facilitate the exchange of the products of the field and shop the paper stood de servedly high, with the exception of the pe riod of its suspension between 1839 and 1812. During that trying period, our State Legis lature did all in its power to sustain and aid the Bank, and it is a matter of some question whether the Legislature did not transcend its constitutional bounds, in its efforts to enable thia institHtion to weather the financial storm of that period. When Ohio compelled her banks to pay specie, under a forfeiture of their charters, by a given day, Indiana only de manded of hers that they should pay coin to her own citizens, but not to brokers or to for eigners. The officers of the Bank were left to decide who were brokers or who foreigners, and from this decision of the Batik officers no appeal was provided for. During this period, the paper of the State Bank was only worth from eialUu-seven and one-Jtnff to ninety cents on the dollir yet the people freely took it in payment of debts and for all articles which they had to sell, and no one murmured. The officers of the Banks then stood behind the counters and craved mercy, and the tco ple generously extended it and thus.after lay ing under a suspension of years, in which time be made money enough oft" the jeojle to enable her to pay her debt., she rt surned and again lead off. in her proper sphere, dispcDsing her favors to all classes of commercial men in small sums, and this course was pursued meas urably until after the adoption of the new con stitution. By the provisions of that instrument, her re-charter was effectually cut off, and no al-tf-rnative presented but to wind up its affairs, or, by stratagem, fasten itself again upon the people. From this time forth the observing mau cannot fail to see the finger of policy di recting the operations of this monetary mo no)oly. Loans were then made in largo sums, to individuals and business firms, with out regard to the wants of the country. Many of the Branches loaning one-half of their means to one or two favored customers, thus enabling tbem to control and monopolize the leading branches of trade by having the com mand of the money of the Banks. These Pet borrowers of one, two, or three hundred thousand dollars, from a single Branch, ru mor says, has compelled them to call for help. The State has a large interest iu this. Let the Legislature look to it soon. The charters of the Bankeformed under the Free Bank Law, we find by experience, were not well grounded. While these Banks which have been put in operation and owned by our own citizens, have in all most all cases redeemed their circulation on call in coin, yet it is unfortunately true that traveling cashiers from other State, have, under the too liberal provisions of the law, organized institutions that have proved no credit to the system, and and no honor to the quandam Banker?, whose fostering care warmed them into existence. It is certainly a matter of surprise and as tonishment to those who are at all conversant wit' the foul and diabolical conspiracy which was entered into and prosecuted with unre lenting Wood-thirstiness that there is at this day one Free Bank left, a spared monument of grace to mark the desula'ing trick of the late terrific whirlwind. The writer of this was informed by a letter from a well informed Wall Street Banker, dated in June last, that a plan bad been matured by the Indiana Stte Bank, the Ohio State Bank, and some of the Bankers and Brokers of Cincinnati, for the purpose of returning all the notes of the In diana State Stock Banks for coin, and from what has since trnnspiitd, no man in his sen ses can for a moment doubt that this conspir acy to destroy the Free Banks of Indiana had been fully and determinedly united on by the two State Banks and their useful friends," the Cincinnati brokers. Among the many circumstances that go to prove this fact, is 1st. ,Ou State had long been a fine field for the circulation of Ohio notes, and remained so until the issue of the Free Bank paper drove it out. 2d. The movement of the business men in Cincinnati to settle ujon and revive the issues of the Stock Banks at par, was only opKsed and dissented to by the Ohio Life & Trust Co., and G roes beck & Co., both of them par ties to the conspiracy and special iets of the two Str.te B.inks. 3d. The fact that almost every br: nch of the State Bank of Indiana, ceased simultane ously the receiving of stock money on de posite and immediately commenced buying it at a discount, through the medium of its pet Broker's oflloa (of which I will speak hereaf ter) and unanimously decried it from one end of the State to the other. The grand object of this conspiracy seems tit have been to force a re-chartej of the old State Bank, and o ac complish this, it was l.eoessary as far as possible to destroy the confidence of the com munity in the issues of the Free Banks. For the past three months, the Branches of the State Bank have been discounting very spar ingly, but now on the eve of the meeting of the Legislature, they have been scattering l heir funds with a liberal hand with a view to drive all other Banking out of the State. As far us the- Brokers were concerned it was only a matter of pay and how well it succeeded in that respect, let the impatient creditors of Ellis & Srurgiss; Smead, Col lard & Hughes, and other suspended specimens of duped Cincinnati Brokers and Bankers answer. Be fore this run on our Banks commenced, two of the Branches of the Ohio Institutions failed, since then three more, and other Branches in bad credit. The Banks and Brokers of Ohio have been caught iu their own trap, and the State Bank of Indiana, has yet to as through an ordeal that nny not leave her in a much better condition than her associates. Up to this time therefore the conspiracy docs not pti. It certainly does not pay the 0. L. & T. Co., for her stock was selling in New York a few days since for sixty-rive cents on the dollar. It docs not pay those of the Branches and. their friends in Indiana who have loanednthese defunct brokers and banks in Cincinnati vviterial all to carry on the war with, and whose only chance to re alize on the investment is in the sale of "cer tijied checks." In IS 10, '42, the State Bank of In diana was like all Western Banks, broken, poor and helpless. It asked favors of the public and they were liberally bestowed. Now the same Banks and the same men tell you that Banks that do not pay specie on de mand, ought to be wiped out of existence.and that the Legislature that brought such abor tion into existence, be eternally disgraced. If the devil himself would not show more grati tude than this, I would think him a " poor devil " indeed. Had the Branches of the State Bank con fined themselves to the purjoses of their creation, and administered to the requirements of the sovereigns who gave them their being, that institution would this day have com manded the resject and confidence of the community. But in her departure from the path of rectitude, she has totally disregarded the wants of her peers, and attempted to rule the freemen of the State as she did twenty years ago, as though the rapid development of the resources and business of the whole State belonged to its use by pre-emption. Let us for a moment examine the present system of operations of the State Bank and Branches, and see How they discharge the ob ligations resting upon them by the terms of their organization. At this time nearly every Branch in the State has its Broker's office, either directly or indirectly connected with it. The same men who manage the Branch, iu most cases manage the'Broker's offices also. The Branch has no deposite account, makes few or no lo.'.ns to outsiders, sells Exchange and loans all her surplus funds to the Broker's office on very favorable terms. The Broker's office receives all the deposits, sells nearly all the Exchange Loans, all the money at high rates, and when she gets short of funds, gets her bills re-discounted in the Branch at low rates lower the tatter, for a bill may be dis counted in tne Broker's office, and in ten minuses turned over to the Bank at one-half of the interest and premium, and thus too, when bills of doubtful solvency are alout maturing, why turn them over tv the Bank without indorsing, and if anybody suffers let it be th Bank ; the State is part owner, let it stand the loss she is able. Here is a palpable fraud on the State, and a corrupt system of doing business, that is hard to reconcile with honesty or fairness it is a fraud on the stock-holders, and a violation of the letter and spirit of the charter. Let our Legislature at once institute the inquiry, and ascertain how these capital funds, and issues have been used and distributed. Let them inquire if these accommodations have not been denied to citizeiu of their own district, and w hether they have not made large time Imns or otherwise, at reduced rates to foreign tn?t- tutions. And if large amounts of their funds have not been locked up in foreing transactions for exchange or deposite abroad; and whether the same was not required and appl.ed for at home and needed in the regular business ope rations of the district in which it is located There is a lanje responsibility resting here, and the people of the State are now clamoring at the door of the capitol for redress. Tbcir confidence has been misapplied. The totter ing and corrupt institution under notice claims to be a unit. The human mind can scarcely con ceive so great a monster, as thirteen such har pies in one corporeal form. These thirteen branches would like, it seems, to have some arrangement made to i .rpetuate there exist ence, that they may pander to the interests, and fill the pockets of a set of men, who with an eye single alone to their interests, have forgotten thatthey owed duties outside of their corjoration, and had responsibilities for which the sovereign iKJonle could call tbem to ac count. Thwarted and disappointed in this hope, they have thrown out their full strength into the scsle, determined to grind and oppress those whom they could not bribe or deceive. A certain well known institution in Cincin nati has commenced the attack. She was first on the bill of " iltxee vluck one" to discredit the Indiana Free Banks that she does al ways act from pure and disinterested motives, vou may set down as a fact. The Branches of our State Bank dared not'move openly and boldly in this matter, and secured the servi ces of thia " ktate Killer," the grand high priest of Ohio to raise the siege. 1 his general cur rency regulator, the Ohio Life Insurance and Trust Company, was the first to attack the Stock Banks of Indiana, and with blood hound rapacity followed them while her strength las ted. Let the people of Indiana come to the res cue, and stand bv their sovereignty. Let not the sins of that old beldame, who unites thir teen in one, be visited on the heads ot your posterity by pcrtetuat:n& her sxi.tence a sin gle day. Secure the best interests of the State while you have the opportunity, and blot her out frm among the people, and let her go down, with her iniquities, at the apointed time, and all will be well.
