Tbey recognised tbe rights of slavebolding States to persons held to service, and made it the duty of free States to deliver up such persons, but left each State or ereign over its own lsws. The law of the slave Sutes makes the slaves property, the law of the free Sutes does not make them property. The Constitution does neither. With the idea that tbe Constitution esutliehes slavery w can not have peace on tbe slavery question and we may a well know it at first as last. The people of the United States will never consent tbat the Constitution be so altered as to become by it own force a slavery extending Constitution, but tbey do not put a constructioa upon it which will make It aboliah slavery in toy State or Terri tory.
