San Francisco, January 27th.— An analy ria of Lane's bill to create a fire department in all cities of over 100,000 inhabitant*, shows that in this city it will increase the expenses of the department $130,000 per year, while reducing the number of employes, and pre ruuiably to that extent impairing the efficiency of the department, as the decrease in the personnel is mostly in extrameu, hook and i.idi'er and hosemen. The Board of Supervisors last night, by a vote of 7 to 5, voted to saddle Lake Merced on the city. A large number of miner, who arrived here from San Francisco Saturday eveu'ng on the City of Chester left again this morning for the mines. At last account .Skagit river for a hundred mile* above its mouth wan entirely clear of ice. Much diffi culty, however, is experienced in crossing the mountain spurs to Eudy creek on account of deep snow, and many miners who have re cently gone up the river are encamped at the head of navigation unable to get into the diggings. The weather has been stormy for the past two weeks with heavy rains. The deep snow of two weeks ago has entirely disappeared and grass patches and lawns are emerging from the snow drifts. Tort Town-send, January 27th.— Daring a heavy southeast gale here on Saturday morning the schooner liebee, from Honolulu, dragged ashore. Captain Hooper, of the revenue cutter Wolcott, immediately steamed up and succeeded in towing her off to a safe anchorage. She sustained no damage what ever, although at the time she dragged the wind was blowing at the rate of fifty miles an hour. About noon the wind suddenly changed to the northwest and blew heavily until 10 o'clock r. m.. when frost set in, fol lowed by a heavy hailstorm. Arctic {.eep-e still continue to fly north.
