The blocks when quarried are sawed into pieces seven by twelve inches split to the thickness of half au inch and smoothed by a planer. The block is passed nnder a semicircular knife, and, after hav ing been turned over the process is re peated. The result is 50 7-inch pencil.. A particle of quartz in the block would break all the pencils. They are pointed by a grindstone, turned, assorted, and sent to market in boxes of a hundred. - Mb. George L. ' WM. EWAKT GLADSTONE, THE ram MI.VISTEK OF _DMt____SD. Mr, Gladstone was born December 29, 1809, at Liverpool, an Englishman by birth, but Scotch in blood, llu father was a mer chant of considerable eminence and wealth. Before attaining the age of 22 thefuture states man graduated at the University of Oxford, a double first-cla-a inns. This was in the year 1831, preceding by a twelvemonth only his entrance upon public life as as a member of Parliament for Xewatk-i n-Treet. Uladntor c was an ardent Conservative at that time, and his first book was a defense of the union of Church and State — a remarkaHe work, which Macaulay reviewed in the Edinburgh Review with appreciation of its spirit and scholarly style, but condemned its conclnsion. Ntwark continued Mr. Gladstone as her representa tive until 1815. He was only 25 when Sir Robert Peel made him a Junior Lord of the Treasury. Three months later he waa pro moted to be an Under Secretary for the Colo nies, which position he held nntil April, 1835, when Peel went out of office. Upon the re turn of Sir Robeit to power, in 18-11, Mr. Gladstone was made Vice-President of the Council and Master of tbe Mint. In 1843 he relinquished the first-named of these offices, in order t»> assume that of President of the Board of Trade. Two years afterwards he was made Secretary for the Colonies, soon after which he ret if. eri office and his seat in Parliament. The University cf Oxford re turned him a* ■» member of the House of ; Commons in 1847, a connection which was I maintained for many years. He was a mem- i I ber cf the coalition Ministry of L?rd Aber i deen, formed in 1852.' His office was th.t of Chancellor of the Exchequer, for which he showed a marvelous aptitude, handling the national accounts with an easy mastery, and i presenting them before the House of Com i mons and the country with a decree of elo- I quence which had never before adorned na tional finance. The Aberdeen Ministry ' resigned in 1855, in consequence of the clamor j raised against ita management of the war, and reconstructed Ministry with Lord Balmerston at the head, and in which Mr. Gladstone had place, proved to be short-lived. In 1858 and i 1859 the subject of this sketch was sent on a special mission to the lonian Islands, and in June, 1869, again served as Chancellor of the Exchequer under Lord Palmerston, the pre mier, upon whose death aod the succeeding premiership of Earl Russell he continued to hold the same position, and also acted as leader of the House of Commons. His rejec tion as representative of the University of Ox bed, in 1*')."), was succeeded by his election for South Lancashire. In 1866 the Russell- Gladstone ministry, as it was called, resigned in consequence if an adverse vote on the question of reform in Parliamentary represen tation, ard a Conservative Government as sumed effice. When, in the election of 1868, South Lancashire rejected her representative, he was triumphantly returned by the borough of Greenwich, and Mr. Disraeli's Government retiring because of the election of a Liberal majority to the Commons, Mr. Gladstone as- ' sumed the premiership far the first time. His j great measures, the disestablishment and dig endowment of the Irish Church and the Irish Land Bill were pained in the year 18*0. • In 1873 his government was defeated on the Irish University- Education hill,' and he re signed, but he was persuaded by his Sovereign to resume office. He served nntil after the i general election of 1874, which resulted in the triumph of the Conservatives. Mr. Gladstone now retired from the leadership of his party in the House of Commons, which was as rami d by the Marquis of Hartington, and de voted himself to literary labor. In 1874 and 1875 he produced certain pamphlets on the question of the Roman Catholic Church in its ' relations to the civil power, which created a great sensation, and were read throughout the Christian world. His pamphlet entitled "Bulgarian Honors and the Question of tbe East," published in 1876, was of remarkable force, and gave moral support to Russia in the war between that power and Turkey, which broke out two years afterwards. A learned wcrk on Homer, which saw the light in 1876, indicated the direction of one of his recreative studies — one of a large number, by the way, for Mr. Gladstone's powers are ex ercised in a great variety of ways, and his attainments in languages, » literature and ! other subjects exemplify his astonishing in j dustry and mental fotc»: The magnificent | triumph of the Liberals in the election of ! 1889, when Mr. Gladstone was elected by Mid-Lothian and the borough of Leeds, vir tually compelled his assumption of power as the First Lord of the Treasury, to which he added the functions of Chancellor of the Ex chequer. He is member for Mid-Lothian or ' Eiinburgshire, preferring this to the repre sentation of Leeds, for which borough one of his sons, Herbert, a promising young states man, is sitting. Another of • his sons has a seat in the Honse of Commons, one is a clergyman of the Established Church, and one of his daughters is married to a minister of the Church of England. The wife of Mr. Gladstone's youth is still living. She is an excellent helpmeet, the eldest daughter of Sir Stephen Glynne, Bart., to whom he was mar ried in the year 1839. The Irish land bill is the last great accomplishment of perhaps the ablest minister England ever produced, and | questions arising < out of the Irish difficulty are now taxing his wisdom and endurance to a degree which, however great, he lids fair to master. When his work shall have been done, Ireland will be the greatest gainer by his statesmanship, which is that of a veteran, a man of extraordinary . learning * and vast natural capacity, of indefatigable applica ! tion, wondeiful executive r force . and unsur passed eloquence, of - progressive . convictions and high, conscientious courage. Murphy, ex-District Attorney, during the trial of the celebrated Dollivtr indecency case. The difficulty is owing to Moroney's plea of temporary insanity. The examination of Daniel Keefe Michael Garrick and John Birr upon a charge of murder, for having, it was al | leged, caused the death of Matthew Neary, was concluded before Judge Rix yesterday, and it resulted in the dismissal of the com plaint as to Keefe and Garrick, and the holding of Barr for trial before the Su preme Court for murder. There was a lively discussion all day Wednesday at the Merchants' Exchange concerning the action of the ' Board of Health prohibiting the removal of any more Chinamen on board the Altonower to the Twenty-sixth-street Hospital. It seems that the owners and masters of Brit, ish vessels are extremely dissatisfied with their actions, and make many complaints of unjust dealing on the part of the munici pal authorities. ■ • , * : ■■ Of the Bank Commissioners whose terms have expired, and whose places have been tilled by Governor Perkins, Messrs. Evan J. Coleman and Robert Watt will relinquish the office^when their successors ' qualify. • Commissioner W. F. White, however, will contest the appointment, on the ground that he has only served two and ' a half years. Mr. White was appointed to fill the va cancy caused by the resignation of Com missioner Murphy. . The following is a copy of a petition which has been issued by the League of Deliverance addressed to the Board of Health of San Francisco : Gentlemen view of the alarming development of small pox on board the steamship Altonower, lately arrived from Hongkong, by which the health of this community is seriously threatened, we, the undersigned residents of the city and county of . San Francisco, would respectfully request your body to declare Hongkong to be a port infected with small-pox, and compel all ships com ing from said port of Hongkong to go into quarantine for a period of at least CO days. F. O. Layman, who was recently granted a franchise to run a cable road over Tele graph Hill, and the order for which was vetoed by Mayor Blake, on the ground that it did not, as required by the Code, make it obligatory on the grantees to keep the roadway between and for two feet on either side of the tracks paved and re paired ; and, again, because the franchiie granted the ■ right of way on the sea-wall, which was not within the jurisdiction of the Supervisors, has filed a communication with the Supervisors, in which he states that he and his associates understand that tbe terms of the franchise require them to comply with the strict letter of the law, and that they are willing to accent the franchise with that understanding! and further, that the road will extend only to the sea-wall. ..... , ;; "*» *" - , The trial of A. C. Maude, . proprietor of the Kern County Californian r on a charge of having libelled R. E. Houghton and ex- Senator Charles A. Bayly, was resumed Wednesday morning, the prosecution rest ing their case after proving the publication of the article and proving the ownership of the paper. The defence called Bayly, who iirat claimed to know bnt little of the mat- ter, but on cross-examination admitted that Houghton was his attorney, and had transacted all the business relating to the property. Witness had never been in Kern county, and knew nothing about the prop erty, more than he had given Houghton £220 to invent four years ago, with which sum the Utter had secured property claimed by the defense to be worth 520,000. Since the transfer, in 187G, some of the property had been deeded away, but of (bis witness claimed to know nothing.
