ESTEE VERSUS ES TEE. Taking as much interest as we do in Mr. Kitee'a canvass, we are always ex tremely scrry to r'nd him occupying untenable positions. We are the more disappointed when he commits the impru dence of runnirg counter to his own record in co intelligent and well-informed a com munity as thK Mr. Estee, before speak ing in S icramento, should have reflected that the Record Uxios had taken some puts to make the public here acquainted with his put political history, and that conkeijucntly he was going among a people who would bii pained, and whose esthetic sense would be disagreeably jarred, by any conspicuous "discordance ia his utter ances. We had hoped that Mr. Estee would recognize these things, and that therefore when hr. spoke here his speech would be quite a work of art and beauty for harmony at.d sweetness. But we are afraid that the acerbities of tbe cam paign have untuned our friend's lino mind somewhat ; that his enforced intimacy with all manner of rough and uncultured people, whose votes it is necessary to solicit, has to some extent incapacitated him for the nice work which ought to have been done at the theater in this citj . It might indeed bo thought that be had fallen into the error of supposing that the crudities which suflieed for less cultiva ted and reflective audiecces would, pass current here. For what did Mr. Eitee do I He actually performed the remarkable in tellectual gymnastic of turning his back upon himself. He denounced doctrines which it should be his pride and boast to have advocated. He cut himself loose from the mest creditable portion of hiß past record. He did all this when be denounced tbe railroads for not ptying their taxes, and when ho questioned thesoundaeea of Ju^ge Field's decision in the railrovl tax esses. For it is of record that Mr. Eitee when in the Constitutional Convention was opposed to the sclioniß of rai'roid taxation which Judge FihM h*a declartd invalid. Had hia advico buca taken in tho Convention thfi r»ilruaJ3 would haw. rxen taxed c(iu:tably, a^d they never woull or could have re hi-itt-d taxation. But how cm Mr. Brief denounce the corporations for not submit tiag to » scheme cf taxation which he bim stlf declared to \>e uDJust and unconstitu tional ! And how cm he find fault with the Circuit Cour: for holding his O'vn viows upon this (jueiition? He believed, wh?n in the Convention, t'uat tbe methods propo. el fjr a«siS2:rjg the railroads involved an un just *iiflliliiinlillll against tho?e corpora tions. He eaid this, and argued it very forcibly. But now he says that the rail roads are to blame because they did not al low themselves to be unjustly taxed with out resistance ; and ho also finds fault with the C^nrt which confirmed tho prescience and wistlom of his own forecast. These are very strange and anomalous positions for Mr. Eatee to take, and to take such positions at Sacrameato, where the public are familiar with his record, was very un fortunate and il!-consideied. For everyone here has long since real ized that Mr. Estee i 3 bound in consistency to defend the railroad in the tax cases, and to maintain the sousdness of Judge Fie! j's decision ; sicce not to do these things ie to wrong his own intelligence and foresight, and to mske himself out at cross- purposes with his own record. Aud when a gentle men of Mr. Estee's line mind commits mis takes of this kind, co p\lpable, not to say flagrant, uncharitable people — of whom un happily the world is full — are prcne to de tect in the act what they call demagogism. What such censorious persons cay i*, thit Mr. Estee " has gone back " on h ; .m3olf, be cause it is his immediate object to make arj anti-railrcai record for himself, and be cau&e his former positrons do not iii in to that purpose. They say that he has there fore determined to Bay things which he docs not mean, and even to stultify him self, rath it thin run the risk tf logins votes by maictiiuin^ his consistency. An! the friends of Mr. E.teo find it quite im possible to defend him against this kind of criticism, for the reason that it is foucder 1 . on what appears to ba the truth. AM this is very discouraging, and the more so because it really was not good policy, even taking the lowest standard for Mr. Esteo to brand himss'it as an knti railroad demagogue in this community. He ought to have known that ho could not capture any votes hero en that bi^is. Tic people of Sacramento ara not anti riilroad. Oath«; contrary, they believe ia thcrailroid, and they condemn the impostors who are trying to get into office by abusing it. No man can help himself here by denouncing the railroad. >To man can Jo other than injure himself by taking that course. What a pity it was, therefore, that Mr. Estee did not tike the straight path whioh lay before him ; that he did not avail him self of the opportunity which offered itself so temptingly, and say : " Fellow citizecs : " All the trouble about railroad taxes •' grew out of the rejection by the Consti tutional Convention of the views which "I presented on tho floor of that body. This would havo been in every way a fit speech for Mr. E-:tee to make ; for it wouM have been true and coneistect, and it would have commemkd him to tbe ap proval cf hia Sisrameato audience. But we regret to say that he had not the judg ment to perceive thit hia interest lay, at leant on this oooaaioo, in telling the truth and being consistent with his record, and so he offended the moral sensibility and the artistic taste of hia auditors by a con tradiction of his own positions wh : eh was worse than unnecessary, and by an aeeau'.t npon the rr.iiroads and the Circuit Court wLioh was 6uioidal in its implication. Sac ramento was prepared to treat Mr. Estee hiarisomely. She had not a great d-al of enthusiasm in stock, but she gave him what was available. And this is the ; scurvy return sha received. Really it mnst be set down a» very unfortunate for the cause which Mr. E^tee represents— whatever that may be. It 13 not Republi canism, as we understand that term. Mr. Estes himself says it is Sunday Law and Auti Railroadism. On the first of thts= is sucahispirtyhasapartie-ilarly bad position. And on the second of these issues M r. Estee himself occupies, as we have shown, a mest Rcomalous attitude. Perhaps it is a pity that he could not have found a third isuo upon which to discourse, for as it was wo fear ha has not advanced his own prcspscts appreciably. At the same time be denies tbat be used the lanjruags concerning Je«» attributed to him by the New York press. MR. DOYLE AS A RAILROAD COMMIS SIONER. The Chronicle tries to libel John T. Doyle by asserting that he was a " reliable " enemy " of the railroads when he was a Railroad Comraisbioner. It is, however, | only necessary to examine his report of I 1577 to see that thene allegations are eu ; tirely undeserved. In fact it may be said | that Mr. Doyle at that time was opposed to nearly every positioa now assumed by ; him, and that h? gave much better reasons j for his faith then thin he is able to give now. He was then perftctly willing to admit that " the railroads of the State are " in good order, and th'ir m<iM<je.ment irif " and eronomkal, and conducted with a ritw "to public MeMataei .' " Would he make such an admuaion now that he ia a candi date for office: Ho then declared that ! very few complaints had been made to the Commission, and that of these the majority proved on inquiry to bo unwarranted. (See page Bof report.) He then entered into an elaborate denunciation of that very : " cost of service" theory (see pages 13-14) which he now upholds, lie then said " we agree that it is not possible to regu " late by General Act the carrier's charges "on the baa;? either of the cost cf the "service to him, or its value to the "customer." He then asserted that it was impossible to fix rates) of freight by law. (See page 14 ) He then opposed all the methods, of statutory classification proposed, sayiug I " These expedient*, " howtver, are all objectionable; none of "the conditions proposed as a baiia of " classification of roads have any neccssa "ry relation to the consideration* which ''should control the price of transpor tation over them." (See page 17 I He then used the following most emphatic language in condemnation of the very propositions which he now pretends to advocate: *'Ti;e general oV'j«ction to "laws whic'a fix an arbitrary price at " which one man shall sell his merchandise "or his services to another, is ali-o of the " gravest kind. Such enactments are, "generally, in violation of sound princi " pies of government, as recognized by al! " enlightened publicists, are retrograde by "several centuries ia their character, ci " sentially tyiant:ical in their nature, ami "only justifiable un li r the pressure of "some public emergency, such as war, lire, " famine or pestilence, when all private "rights have to give way to public neces "tity." Tois is a sweeping condemnation of the whole theory of railroad regulation, and we have the C'hronh-h'.i word for the statement that it was written by John T. Doyle. Fur a»man who \» n>w being held up as a " reliable enemy " of the corpora tions, this individual would seem to ent<r tua almost as heterodox views as Mr. Kstee. We could till columLS with ex tracts from Mr. Doyly's report, aa con vincing and unmistakable in their tone as those we have given above, but EaC the moment this is enough, and we j : . .-cut the collocation as en j more slight contribution to the demonstration of the fraud and hy pocrisy which permeate the campaign of this year in California. HOODLUMS AND CHINESE. A few da>s ago a number of Chinese la borers returned to San Francisco from Ari zjna and New Mexico, and as they made their way through Chinatown they were assaulted and maltreated most cru» lly aud persistently by a larje number of hood lums, who w.re encouraged in their bru tality by another group of hulking adult rullians. At Stockton, more recently, a lot of hoodlums undertook to rob a Cnina man, and then bhot him in the leg* with revolvers. In neither «f theao c?ses were any arrests mad?. Oj cour3e impunity in the perpetriticn of cowardly brutality en courages tho young blackguards who com mit these offenses. O: course also they are all the bolder because grown men laugii at their infamous behavior, and think it good sport to see Chinamen baited.
