A number of business houses of San j Francisco petitioned the Central Pacific I Railroad Company to revoke the order changing the time of departure of the overland (Atlantic) express from San Fran cisco to 3 i". M., and substitute 5 P. M General Manager A. X. Towne has replied to the request, saying that it is not practi cable. He saya : " »Vhile it is the aim of our people in arranging for time schedules to accommodat 3 the greater nnmber of our patrons interested therein, we cannot, of course, in all cases, make onr arriving and leaving time exactly in accordance with the wishes of all parties, or, we might say, oftimes with our own desires, as schedules for our overland trains have to be made up somewhat in accordance with the train time of connecting roads. Tnerefore, you see, we are influenced by considerations beyond our control. Take, for instance, the train referred to — Express No. 1. It would hardly be practicable to make its leaving time at si: m." He adds that to such a change as too p. m. " would neces sitate our arriving at Ogden two hours later than at the present time, as it is im possible to run thia train with safety faster than we are now running, and our connec tions at Ogden are urging us to arrive there earlier instead of later. As a matter of economy we feel obliged to use this train over the western portion of the line as an accommodation train, transacting more or less of the local business. We had hoped, ere this, to have made this an independent through train over that portion of the line between this city and Reno, Nev., making few stops except for fuel and water, put ting on a train to do the local business be tween these i o.i ta ; out since the State Board of Railroad Commissioners has seen tit to make such very impor tant reductions in our local fares, we find it necessary to practice the utmost economy in the running of passen ger trains ; and however much we would be glad to make this a fact through express train, we are unable to do so at the present time. Therefore, you, as candid men, will, I am sure, admit tbat we are placed in cir cumstances of much difficulty in our efforts to bring about increased accommodations. Formerly the mails leaving New York at S p. M. on Monday (for example), did not arrive at San Francisco ULtil 5:15 p. M of the following Monday, making an even seven days' run, taking the difference of local standard lime, Then our train left San Francisco at S A, M , and to allow cor respondence, to be properly answered, re plies could not leave until S a. m. the fol lowing Wednesday, and would not arrive until 6:45 A. m. of the succeeding Wednes day. Thus a New York correspondent writing on Monday would not receive his reply until the third Wednesday there after. Now, as trains are run, correspon dence can leave New York on Monday evening at 8 o'clock and arrive here at S:4O p. .v. on Sunday cf the same week, giving ample time for replies, which can leave on the next day (Monday) at 3 P. M., and arrive in New York at 3:35 p. M. of the following Sunday, in time for delivery next morning, enabling the New York cor respondent to receive his replies on the second Monday after writ thus gaining two days, or forty-eight hours, over the old schedule ; and with this accommodation, and that of the tele graph, which is so generally patronized by the people of this coast for business corre spondence, it would seem that they are well served in recpect to facilities for com munication with the East. Besides the mail accommodations furnished by the overland trains, the people of this city have additional facilities furnished by the local train?, all of which carry mails to points on their routes, named aa follows : At 8 A. M daily for Calistoga, Redding, Sacrament"), Colfax and intermediate points. Many of the slage lines carrying United Stites mail and Wells, Fargo & Co. 'a franked letters, connect with these local trains for interior points beyond the termini named." He points out alao mate rial improvement in service in the southern system, and concludes as follows : "In conclusion, I would say : While it would r be a pleasure for us to comply with your request, you must see we cannot well do so at present without considerable additional expense to our company, and more or less inconvenience to connecting lines, Should we, however, ba able to put on a fast through train, as above mentioned, or should a change cf time be made by other roads that would enable us to leave here at a later hour, I assure yon we shall most cheerfully do so, if thereby wo can gratify yourselves and the people of San Fran cisco."
