Navy under tho Appropriation bill passed
by tho last Congress. Tho apptoprlatlon
was eo involved with provisos, and tho dis
cretion of tho Kxccutlvo branch of tbo
Government so unlawfully curtallod and
crippled, that it Is doubtful whether a valid
contract could bo signed under it3 provi
sions. Beck, assisted by Sherman and
Jngalls, seems to havo dono his work moro
effectually than It was at first Imagined.
Tho result is that if tho Secrotary of tho
Navy wero to advertiso for bids to build
tho two now cruisers authorized in tho bill,
ho would not get any rcsponslblo oilers.
Thcro would bo bids, doubtless ; hut tlioy
would coino from persons who could not do
tho work, and whoso solo object in bidding
would bo to provent tho work bolng dono.
Tho conclusion is that wo shall novor bo
able to proceed satisfactorily in tho recon
struction of our Navy until tho represen
tatives of Great Britain in Congross and
tho lobby shall havo been Incontinently
Touted, horse, foot and dragoons. Thoro 13
u sentiment growing In tho country which
will by and by mako tho accomplishment
of this task comparatively easy. But just
at present wo may as well concludo tha'.

legislative halls, and until it is overthrown
