almost to read or wrtto, but being of an
industrious disposition, ho soon obtained

laborer. After four years of hard work,
ho became a contractor, and mado a bid

Board of Public Works. Tho contract was
nwarded him, and ho then cntorod upon
n eorvlco of twenty years In this busincsi.
Under tho Board of Public Works, ho
executed torno heavy contracts. Tho larg
est contract ho bandied was tho grading
and paving of Four-and.n-lialf streot, from
Missouri avenue, to tho Arsonal gato. lib
bid was $30,000. Ho cleared $7,000 on tho
contract. Ills connection with Jho Board
of Public Works was cut summarily short
by ono of tho frequent scandals of tho Im
provement period.
Bo carried out other contracts and In
vested all his earnings in building up
Suulh Washington, and at tho tlrao of his
death ho owned fully 125 houses In that
section. Ho nlways claimed that ho had
settled iu South Washington nud wanted
to teo that tho foremost section In tho city.
Ho retired from business in 1S71 with n
fortune, of nearly $500,000, Invested for tho
most part in real cstato in South Washing
ton, and has einco given his cxclnslvo atten
tion tibia real (State, llo bolongcd to sevoral
toclctlcs, Including tbo Clan-ua-Gaol nnd
tho Knights of St. Patrick, and wa3 an
honorary member of tho Union Yctcrin
Corps. His funeral will talco placo at
10 o'clock on Wednesday morning from St.

at tho meeting, and for a very good rea
son." On being pressed for tbo facts ho said :

by tho superintendent, tho supervising
ptlncipal nnd tho chairman of tho Commit
teo on Accounts. A copy was mado of this
and tho original was filed away in tha
superintendent's ofllca and tha copy sont to
tho Auditor of tho District, on which to
mako payments, and names of persons woro
homo on tho rolls who had not attonded a
session for a year. They wcro friends of
school trustees. This was contrary to tho
rules, for tho tulcs tny that any teacher'
away after n certain length of time, I think
a month, shall bo dropped from tho olls.
Thcso teachers wcro allowed to employ sub
stltulo ttachors and pay them what thoy
chose. Tho name of tho substitute did not
appear on tho roll and tho roll purported
that tho teachor was performing her regu
lar duty, and alio continued to draw tho
salary. Tho substltuto know that sha was
working for lees than tho regular rates, but
sho was given to understand that If sho
complained sho would bo dismissed."
"Well, how will this alleged abuso bo
remedied?" queried tho roportor.
"Simply by requiring tho signed roll to
bo filed with tho nudltor, and ovory per
sou who Is nominally n teacher will bo so re
corded and tho tlnio sho has been nbtont
from duty will also bo stated. Frauds wcro
posslblo to almost any oxtent under tho old
system. Tho greatest wrong dono was tho
Injury that tho practico worked on tho

pay-rolls will bo liablo to send tho perpe

pital, and other gossip about tho widow of
tho martyr President, havo created somo
curiosity about that lady's financial con
dition, An intlmato friend of Mrs. Gar
field's, residing Infills city, gives tho fol
lowing description of her cstato :
"Tho subscription raised through tho In
strumentality of Cyrus I'lcid aggregated,
when invested in Government bonds, about
$312,000. General Garfield's llfo was In
sured for $50,000, tho payment of which
the companies, for tho sako of tho oxtended
advertisement It would glvo thorn, If for no
other purpose, promptly made. Congress
also voted her tho remnant of tho salary
which would havo been duo General Gar
field for tho first year of scrvico as Presi
dent, which amounted to $10,000. Tho
little cstato which Garfield left aggregated
somo $30,000. This uas all that ho had
been ablo to accumulate after a llfo of un
usual activity. This makes her total 03
tate, in round numbors, about $150,000 In
money well Invested. From this an lucomo
of probably $10,000 Is derived. In addition
to that sho has from Congress an annual
pension of $5,000, which Is now voted to
the widows of nil ox-Prcsldents.
