Side piece* may be sutiatitutcd for the ham*. The pork i* to be first salted with Turk's I Island salt, and then carefully packed with the same article, in pieces not exceeding eight pounds each. When the packing ha* been completed, the contractor must furnish to this office a certificate from the packer that the pork ha* been so salted and packed. The pork is to be contained in seasoned heart of white oax barrels, full hooped ; the bean* and salt in liarrel*. and the soap and candle* in atrong boxes, of convenient size for transportation. Salt will only be received by measurement of thirty-two quart* to the bushel. The candle* to have cotton wick*. A failure in this particular will be considered a breach of contract, and the Department will be authorised to purchase to supply these posts. The provisions will be inspected at the time and place of delivery, and all expenses to be paid by contractors until they are deposited at sucn store-houses as may be designated by the agents of the Department. The Commissary General reserves the privilege of increasing or diminishing tlie quantities, or of dispensing with any or all articles required at any post, at any time before entering into contract; ana also of increasing or reducing the quantities of each delivery one-third subsequent to contract, on giving sixty dayB' previous notice. Bidders, not heretofore contractors, are required to accompany their proposals with evidence of their ability, together with the names of their sureties, whose responsibility must be certified by the district attorney, or by some person well kuown to the Government; otherwise tucir proposals will not be acted on. Advancer cannot be madt in any com, and evidence of inspection and fall delivery vrUl be required at this office before requisition will be made upon the Treasury for payment; which will be effected in such public money as may be convenient to the points of delivery, the places of purchase, or the residence of the contractors, at the option of the Treasury Department. The beef and pork will, unlets otherwise directed by the chief of this Bureau, be inspected by the inspecting officers at the respective navy yurus aforesaid, and by some "sworn inspector of salted provisions," who will be selected by the respective commanding officers; but their charges f>r such inspection must be paid by the respective contrac torii, who must likewise have the" barrels put in good shipping' order to the satisfaction of the commandant* of the respective navy yurda aforesaid, after inspection, and at their own expense. Binders must specify their prices separately and distinctly in separate offers for the bed and for the pork, and for each of the place* of delivery, covering all expended and all charges. Bouus in one-half the amount of the respective contracts will be required, and ten per centum in pity bi^U.^iM^-^LU'.hchi ff?lCLlllr amount of each uue and faithful performance of their respective contract*, which will oil no account be paid until the contract* are complied with in ail respects, and is to be forfeited to tiic United States in the event of failure to complete the deliveries within the prescribed periods. In case of tailure on the pact of the con tractor to deliver all or huv of the beef or pork above mentioned, of the quality, and at the times and places above provided, the contractor will forfeit aud pay to the Uuilcd States, as liquidated damages, u sum of money equal to twice tho amount of the contract price to be paid in case uf the actual delivery thereof; which liquidated damages may be recovered from lime to time as tiiey accrue. Payment wili l>o made by the United Slates at the periods above specified, (excepting the ten per centum to be witiiheld until the completion of the contracts, as before stated,) after the said beef and pork shall have been inspected and received, and bills for the same shall havo been presented to the navy agents respectively, uuly approved by the commandants of the respective navy yarns, according to the terms of the contracts. The parts of the beef to be excluded will be particularly designated in the engraving to be attached to the contracts. Persons interested can obtain them on application at this offi;e.
