Charles Francis Adams made his debut in the House to-day, and though the attendance was imnwueo he opened, no announcement of bis purpose haring been made, the benches of both sides were filled iu a few minutes, and the gal levies exhibited a corresponding interest. His speech^was a philosophical, luminous and most attractive review of the slavery question, or rather the problem of the representation wh : ch the ” peculiar institution” had secured in the popular branch of Congress, the influence it commanded in the Cabinet, in the Supreme Court and every other department of the Gov eminent. He said the negro would not go out nor could he be put out, till this great problem was solved. .. - r Z x r traced the existence and necessity of the Republican party, proving it to be merely defensive, and intended to sustain the princi ples of the fathers, and to vindicate those con turned in the Declaration of Independence which he showed were not limited to any color* but addressed to the rights of mankind. In his opinion there could be no compromise till these principles were brought back and the Government restored to its honored practices. Change and reform were imperatively required mid freedom must be restored to the'place from which it bad been rudely deposed. The corruptions and abuses which had be come so common should be arrested, or greater calamities would follow. He examined tbe so called remedy of secession suggested by ultras, and demonstrated its follv, leeblcness. and im practicability. Hr Adams held tbe undivided attention of the House throughout, without un interruption, and extorted general praise for tbe elevated tone end candid spirit in which the subject was discussed. Those who, like myself, were famil iar with his father’s style of speaking, were struck by tbe similarity of manner, voice, and gesticulation, and particularly with the nervous energy which seemed to be common to both. He is evidently a chip of the old block, and certainly has made his mark on the House [Special dlfpatdi lo lhcJT. Y. Herald.] Wamjisctc*, May 31,18C0. REJECTION or TUB MEXICAN TREATT. The Senate was in Executive session four hours to-day on the Mexican treaty. There was an earnest debate involving the entire question. Several amendments were voted on and rejected including those of Mr. Simmons, which haj been previously approved bv sonic of the He publicans who were opposed to the treaty in its original form. The treaty was finally rejected by a majority. The result has produced much disappointment as well as surprise, as the indications during the few weeks post were fa vorable to its ratification. Pending the question to reconsider the vote by which the treaty was rejected, Senators will have an opportunity more closely to consider tho effect of their action of to-day. It is sap posed the rejection of the Niciraima treaty, bv the votes ol nearly all ihe Republican Senators, had not a little ictluenee in the rejection of the Mexican treaty by the votes of the Democrats An ineffectual effort was made to remove the injunction of seoresy, and hence the exact state ol the question cannot particularly be stated. From the tempermanifested to-day, the party may be regarded as dead. TUB CENTRAL AMERICAN TREATIES. There was an animated discussion on the Central American treaties, and it is probable that with Nicaragua will be carried with amend ments, and that with Honduras os it stands. In the conree of his remarks, Mr, Lincoln alluded to the claims of valuable mili tary services then made by the Demacrats for Gen. Mr. Everett has at last definitely accepted the honor of the Baltimore nomination, und will run ns the candidate for the Vice Presidency of the National Union party. At present it seems probable that in all the Free Slates at least, that ticket will receive very Few votes which would not otherwise be given totließemocratic candidates. Certainly no one who desires a reform in tbc extravagance and corruption of the Government, which can only be achieved by turning tbc Democratic party out of power, will waste his vote br casting it for such hope less champions ns the National Union candi dates.—H. Heenao, the Benicia Boy, accompanied br their respective backers, met at tbc omco of the re feree,(/»#’«/>/«%) in the Strand, with a view of determining whtther or not some definite arrangement could be come to, so as to settle the long vexed question causcd.by the unsatisfac tory termination of the light between these two men for the Championship, on the 17th ult.,wbo was entitled to bold the belt. Both Sayers and Hecnan hare expressed their opinion that they were entitled to tbc honor, Hecnan declaring that he fought for it and won it, and Tom aver ring that he fought to rctaiu possession of it, aud did not lose it. However* it is admitted on all sides that both tnen showed indomitable spirit and pluck, pod that each did bis best (o become tho victor. Shortly afu r twelve o’clock Tom Savers arrived at the BtU't Life office, accom panied by his friend Mr. Bennett, and others. Tom was followed soon nftcr tv his gallant op ponent, the “Boy,” having also a number of Irieuds with him, including McDonald. Pre liminaries having been arranged, a long discus sion ensued, though in tbc uio'it friendly spirit, during which both men defended the course tbev bad pursued since tho memorable contest with regard to the claims the one bad to con tinue to bold the belt, and the other to demand possession of it. Various proposals were made, discussed, amended and rejected, but ultimate ly an arrangement was come to which appa rently gave satisfaction to the chief parties concerned, and, it is to be hoped, will be equally satisfactory to all other persons who have an interest in the affair. The follow ing ore the heads of the arrangement, and - inch were signed by the principals: In the firf ', both Tom Sayers and the Benicia Bov are tacii to have a belt. These belts, we under -Btand,are to be equal in every point of value and magnificence to “ the belt ” itself, aud the cost of their manufacture will be defrayed bv public subscription. It was also positively 'decided that Tom Sayers should never enter the ring again. Tbc most important question which was settled by this agreement was that which affect ed the disposal of “ the Champion’s Belt.” This is to remain open; or, to use the words of a celebrated member of the P. R, “the belt is to remain where it is.” The result is that the com petition for the Cbcmpion’s Belt will be open to any two ot the fancy who are game enough to enter the lists; but it is not at all improbable that the gallant Benicia Boy will nse every en deavor in bis power to get the prize into bis possession. Drown, came into port last Saturday ajiernoon with a flag waving at her mast head, on which was inscribed the natqcs of Lincoln'and Hamlin. The shameful neglect of the Democratic party to keep our harbors in decent repair, thereby involving the loss of many precious lives and much valuable property annually, has bad a tendency to direct toe votes of sea-faring men in favor of a policy and a party which will benefit them sooner or later.-—Jottph.Tra teller. A good deal that is valuable has been done, and a considerable share oftbe credit belongs to Hr. Colfax. Comvkrcial: Many complaints baring been made to the Post Office Committee in re gard to the Irregularity of the mail between your city and Chicago; and haring noticed your editorial allusion to it, on the 2Glh inst., 1 called this morning on Ur. Clements, cbie* clerk of the Post Office Department, who has the correction of mail matters under his espe cial charge, and told him there could be no ex cuse for it, as tbe various railroads forming the through route almost always wait for delayed trains on their connecting roads. He promised to hare the matter Investigated at once, and bos this day instructed L. S. Everett, Esq., of Chicago, Special Agent of tbe Deportment, to go over the route in person, ascertain the cause of these failures and apply the remedy; or re port to the Department what steps may be necessary to secure regularity in the mails thereon. ScntTLEtt COALFAX. •It is yery extraordinary,—an innovation upon established usage,—a palpable violation of tbs precedents of the Circumlocution Office,—an nterferenee with the regular process of How Not To Do It,—to hare au official Inquiry promptly made in this manner. We publish a pragrapb scolding about the detention of the mads between this city and Chicago; and the first thing we know, a member of Congress has brought the matter before the Post-Office De partment, and a special agent has been sent out o reform the irregularities. Why, this is un heard of! It looks as if Government meant business. As to our information, wc h aye al ready the facts in our possession, the material one being, Chicago mail one and two days behind time—passengers coming through m fourteen hours— mall bags requiring twenty four and forty-eight hours. Tlie Way It Takes. The whole country has been alive since the Chicago Convention, and ratification meetings have been held in almost every township in the slate. In this vicinity we have good reports Irom the friends of Lincoln and Hamlin. At Tuscola and Matioon torch light processions, and the most enthusiastic speeches cheered by assembled hundreds evinced the great jcy of tie Itvpublicans. Three men have started for Pike’s Peak with a party of fifteen girls, lo supply Jn part the destitution of wives existing in that quarter. This announcement is very suggestive. In the first place, it illustrates finely this principle commerce, of all kinds, results from the efforts of one part of the world, to supply the wants of another. In the next place, it indicates that men have learned that gold alone don’t pay Again, it sathfies us better than a SiXJ page nov el, that women will always be found ready to do anything which will erablc her to discharge her duties in life. Fifteen girls undertake a long journeywith but three men to engineer them tbrongb, and all, to become the wives of the diggers; but the idea cannot be amplified or em bellished; we leave it to notice the crowning suggestions, namely; the most unselfish benev olence of the three men, who, for the sake of supplying “in part,” the destitution of their suf - fering fellows, undertake to transport each five girls. O, the labor and vexation, the confusion of bund boxes, traveling baskets, funs, gloves, magazines, bonnets, oranges, uod—but \.e pause. This is truly a “tabor of love,” and if we mistake not there will be others reudv to rush into the field, excited by such daring pre cedents. But all goods and wares arc ent ject to loss by transportation, and who knows mat the fifteen girls will hold out count, when deliv ered. There may be but twelve at least—£an dusky li»y. THE CITY. Gardiners’ Meeting.— The Chicago Garden era* Society bold their regular monthly meeting this Monday evening, June 4th, at their hall iu Metropolitan block. Recorder's Court,— The regular bi-monthly term of the Recorder’s Court opens to day, Monday, The docket is a comparatively light one. ’ Needs Looking To,—We learn from a reliable source that some butcher has been recently dumping the filth and offal of his slaughter house into the river near its mouth. It will not answer to allow the practice to he repeated. A Chicago Operator in TnounLE.—A chap named Gilbert Newton, hailing from Chicago, has been beid to bail iu S2OO in Dapage Co., on .the charge of stealings horse from Augustus McKellops who resides east of the Big Woods. Hoops.— An original theme is that of hoops, one on which the wits never fail to find some thing rich and racy. It is, however, our plain* prosy purpose to say‘that the latest styles are to be found at T. B. Carter’s, No. ISC Lake street, and withal the quality is excellent. Tub New Gymnasium.— The new and spacious Gymnasium in Kingsbury Block, the largest and best appointed in tbc United States, will be opened in a free exhibition this evening. Messrs, Babcock A Curtis will furnish free tickets to. their friends on application at the Hall. Con tin" ceo, —The two men, Harrison and Jack, under arrest for forging grain receipts on Randolph A Tucker to the amount of $1,500, were under examination on Saturday before Justices Milliken and Hoisington. Held to bail' in SI,OOO each. Owners Wanted.— The following property, supposed to be stolen, is at the Armory await ing identification: Boy’s cap, worn, black cloth, cut Glengary fashion; blue cloth cap, blue cloth peak, patent seamless cap, very little worn; gent’s ivory top cane, silver ring plated gold, very heavy wood mottled red and black; new umbrella rattan ribs bone handle scroll pattern. National Denominational Convention.— The annual National Convention of tho New Jerusa lem Church of the United States will be held in this city on Wednesday, the 20th Inst, to con- tinue in session four days. The session of 1359 was held at Philadelphia. The body is made up of clergy and lay delegates, and the coming session will beofmnch interest and importance. To House,—Some of our lire Republicans are agitating the subject of a borse company, simi lar in its organization to tbc Wide Awake Clubs which bare spread so rapidly throughout the country; we are informed that a meeting will be called early next week to organize, and ore requested to in rite all Republicans who arc in terested in the m&ttter to be on band at the A Passage at Anns.—An attorney named Rountree was arrested on Saturday for an as sault ti ti artnii andfwiih a cane, on the person and physical territory of a Lake street jeweler, on Saturday forenoon. The aflair took place on Clark street, opposite the Court lloose, and grew out of a dispute about an article the assail ing party claimed to have left with the other for repairs; which was denied. Hence the row. Late Cabs.— Whether or no the late car* tend to increase the observance of late hours In this community, the 11:3 d P. M. car has a charm for the weary ones whom it helps home ward, and.not.unfrequently these cars carry good loads. • A great change since the omni busses stopped running at the stroke of nine. The-concert goers, and all proprietors -of eve ning entertainments, are the gamers, and the .city Railway Company no losers thereby. Melancholy Accident. —We are pained to learn that on Friday evening, about six o’clock Michrel Conner, a boy. about ten years of age, fell from a mud scow into the river, si the foot of Maxwell street, ebout two blocks south of Twelfth street, and was drowned. His {body was recovered on Saturday morning about half past nine. HU mother is a widow, living at 119 Fnrquhar street, between Jefferson and Clinton, and has three other children living, two older and one younger. Coroner James held an in quest. Our Population* Notwithstanding the Pike’s Peak emigration and all the depressing causes which have been so actively at work throughout tbe West, for the past two or three years, the growth of Chi cago has kept on “ the even tenor of its way,” and the figures of the canvass for the new City Directory, just closing under the superinten dence of T. M. llulpin, point with irresistible conviction to facts which fully equal, if they do not surpass, onr hopeful anticipations. At the date of the last canvass, there were 2,600 vacant houses in this city. To-day, des pite an unprecedentedly active building season last year, scarcely Interrupted by tbe moderate winter, and despite the thick outcropping of suburban residences, made easily accessible by onr Horse Railway system, notwithstanding these facta, there are to-day only 000 vacant bouses in the city of Chicago. Our calculation, based upon tbe vole at tbe spring municipal election, is also folly sustained in the result of this canvass. The usual Direc tory estimate in the city of New York is based upon an average, of seven persons to each name in the Directory; in Boston six; while in Chi cago only four persons to a name are coanted. The new Directory will contain a trifle under 38,000 names, which upon this by no means fa vorable estimate,*would "gife os a population of upwards ot one hundred and fifty thousand souls. The census of course will give us accurate in formation in a few months, but we have full confidence that these figures will be sustained. Sad Occurrence—A Girl Killed nr Light ninc.—Daring tbe severe thunder shower jus* after noon on Saturday, there was, abont two o clock P, M., one clap of thunder many of our readers will remember from its prolonged sharp ness and violence. This bolt struck near Bridgeport, or at the intersection of Halsted street with the Archer road, killing instantly the daughter of a German resident. The girl, Christine Grish, fourteen years of age, went ont during the shower to drive home their flock of geese, and while so doing, abont twenty rods distant from the house, the tremendous bolt came, prostrating and killing her instantly. A woman standing m tbe door of a cottage some yards distant, was also knocked down and stunned, but has recovered. The unfortunate girl was first struck on the back of the head, a dark line the length of her person indicating the passage of the electric fluid. Her clothing was set on fire, and extin guished by the rain, but not until the body was mneh scorched. A portion of the metallic hoop she wore was melted. From the body of the victim the electricity passed into the earth, in its passage making a hole some three feet deep, into which our in formant thrust his arm nearly its entire length. We do not learn that there was any tree or other tall object, by which the lightning was attracted. Female Indcsteial School.— The ladies of the Catholic denomination in onr city have always been celebrated for the spirit, zeal, and skillful management which has made their sot unfre quent occasions of Fairs and Festivals for charitable objects most notably successful. The forthcoming Ladies’ Fair of the Female Indus trial School at Metropolitan Hall, on to-day, Monday, 4tb inst, to be continued throughout four days, promises to bo no exception to the rule. It is to comprise a richly stocked Bazosr, a superb Floral exhibition, and a choice gallery of Oil Paintings. During the evenings, concerts —vocal and instrumental—will be interspersed, with Tableaux. Neither of these features will be allowed to fail, or fall below the standard of high excellence. It will be a novel and beauti ful series of attractions, in aid of a very worthy and noble object The sisters of the Holy Cross conduct tho affair, their skill and supervision strengthened by the sympathy and co-operation of many of our well known citizens. Plating with a Locomotive.— At Aurora, a daj or two since, two engines ready fired up were waiting to be attached to a freight train of the C., B. AQ.R. R. The engineer on the fore most machine left her for a minute, when a chap, employed about the depot, thought the opportunity a good one for a brief excursion. He bad bad no experience whatever with an engine, but knew enough to pull the starting lever, and cff went the machine, up the track. A minute later and the whistle of an approach ing train was beard. The green-horn lost his presence of mind and forgot, if he ever knew, what to do in the crisis. Finally his frantic ef forts had the result of reverting the machine, and then he leaped off and “ took to the bush.*’ The locomotive, frcod from nil control, came backing down under a fall head of steam, and not very tenderly butted its tender into its late companion on the track, knocking both ma chines into the repair shop, for a time at least. The author of the folly is believed to be running yet, out towards Central lowa, whither he was headed when last seen. Tub United States Express Co. in New Quarters.— We noticed on Saturday that the United States Express Company were taking possession of their new and commodious'quar ters at No. 130 Lake street, the same extending back to an L. with a front at No. 20 Sonth Clerk street. The enterprising and flourishing com pany will thus be most admirably well located for the transaction of their increasing and immense business. The Clark street front will be the Freight Department, leaving the princi pal entrance on Lake street for the lighter end most numerous classes of Express business.— 11. D. Colvin, Esq., the company’s agent in (bis city, could not have made s selection of premi ses, in all the city, better calculated to subserve the interests of the corporation be represents. Children’s Books.—Mr. William Tomlinson, children’s book seller at No. 91 Randolph street, has just received three admirable little vol umes just issued by Henry Hoyt, of No. 9 Corn hill, Boston, who is delighting thousands o young American readers with bis issues. These late volumes are tfie “ Old Red House,” “ Ellen Dacre” and the “Way to the Pit.” He has also “John Kllard, the Newsboy,” a neat volume from the press of the Messrs. Martien, Phila delphia. We advise all in search of volumes to please or instruct childish taste, to drop in at t’l Randolph street. Tub New Partner.— James Daffy, at his new cigar store, No. 57 South Clark street, has taken a new ** silent” partner; but the silence of the new comer is what Sam Weller would call “wer ry expressive, oh, worry, indeed.” The figure is that of Punch himself, admirably carved Jand as gay as point and gilding can make him. There is a “ sweetness of expression” in bis feai tures, and such allurement in his eye, that we Imagine the choice Havanas at No. 87, will go off like hot cakes under the influence and aus pices of the little man in green, with a bnmp on his back. Go and see him. Crowds paused to smile at and admire him on Saturday. He held a sidewalk levee all day long. Heseuves Intestigatiox. — A stranger who arrived in this city on Saturday last from Key West, was on Saturday night enticed into an alley leading from Clark to Dearborn street, and in the vicinity of Mat. Conley s Interna tional Restaurant, and “ then and there** mur dered. The general inquiry will be for steaks and plates of soup as a sequence to this affair. The victim’s name was C.Turtle. Larceny op a Cow.—On Fridsy night last John Keller was arrested for stealing a cow, the property of one Wm. White. He was found by the police, driving the cow in the West Di vision, and claimed it as his own property, bnt it was subsequently identified by the-rightful owner, and Keller was committed to jail to await trial la default of |3OO bail. Literally Scpeeior. — That excellent artist, E. Whitefield, showed ns on Saturday two tv perior views taken in the Superior river, New Carp river. Mount Honghton and Lac Laßelle. He has also in preparation a new view of the city of Chicago. Unlucky Shopping.— One Mary Smith bad the good sense to go to Palmer’s for dry goods, but the weak morality of trying to obtain her goods without purchase. She was detected in the act of secreting some small articles under her shawl News.— Messrs. Norris A Hyde, si No. 100 Dearborn Street,have all the late papers and. magazines. Boston, New York and the leading cities are represented on tbeir well supplied counters. The Weather.— A series of. fine showers passed over this city on Saturday with thunder and lightning. Aaaasr op a Sospiciocs Cattle Dealer— Ownees Waxved.—Frank Dowers is the naive of a man about thirty-five jesrs of age, for t» o years past a resident in the town of West Chi cago beyond City Limits, where he has a fami ly. For soma time past cattle have been missed in that vicinity; and it has been more than sus pected that Bowers has been in the cattle trade on the sly. This suspicion has been on the increase, aid on Thursday the matter was taken in band by officers William Douglas and Walker, who went into Bowers* neighborhood and began ex plorations. On the best authority, gained they conld only find that he owned four or five bead* They watched bis premises, however, and on Satnrday evening they found httq driving twen ty-four head of cattle, mostly cows, into a yard near his house. The officers asked him if they were his—be said they were, and that he would be glad to sell some of them. He was then taken into custody, and tbe animals are in charge of the City Marshal. It has been Bowers* prac tice, it is believed, to pick up cows from the prairie and make alight alterations in their ap pearance by cutting off tails, clipping ears, Ac., and then keeping them until opportunities could be found to sell them to city butchers. One of the cows taken on Saturday night, from Bowers, has been already Identified, and the owners of the rest may recover their prop erty by proving the same on application at the City Marshal’s office. Not long since Bowers stole a cow from a widow woman in the vicinity of his home, and had the audacity to attempt to retain possession in spite of her identification of her property. The Lizzie Engles Conspirators set at Work.—The circumstances of the Lizzie Engles conspiracy case are already familiar to our readers. The defendants, John B. Smith and Charles H. Schwab, who were convicted of the attempt to reduce the younggirl to prostitution* have, since their sentence, been spending their time in Bridewell, and their money in liberal outlays, in the hope of securing a reversal of their sentence of six months labor on Bridewvll stone heaps. All is lost, we are happy to sav, and by the recent decision of the Supreme Court their sentence is confirmed. They are to com mence their six months study of Bridewell min eralogy to day, as all the lime thus far passed in duress does not “count.” So the interven tion of the lawyers has not helped them much, but as it has doubtless helped the lawyers it, is just as well so. The case is an instructive one. These prisoners had openly and frequently boasted that they had money enough to buy up all the Courts in the State, It seems otherwise. Crockett, Esq., Miss.; Hon. J. S. Thompson 111. Judgement Reversed in toe Stow Case. The Supreme Court bare just reversed the sen tence in the case of the People fa. W. H. Stow, and remanded the same for trial in the Re corders Court. It will be remembered that de fendant was sentenced to pay a fine of SI,OOO for alleged fraudulent sale of real estate. I have recently observed manyscowsdischargingtbeir loads in places where the material will be very likely to find its way into the channel, which has no water to spore. It is worthy of inquiry whether any such deposits ought to be allowed north of Adams street and west of the buey near the south end of the aar. 'Q. De Passio, the Lombard Brothers, Johnson and others whose names do not occur to ns now; with such solo performers as Mrs.Baodt, Mrs. l)ePelgrom,Mis* Tilling hast, Becker, De Clerque, Helms, Stanb and a host of others, combined with the Light Guard, Great Western and Great Union Bands in or chestra, a concert could be organized which would draw together an immense concourse of people and prove a splendid success.
