RELIEF FOR THE SUFFERERS* Our readers will observe, In another column, a call for a meeting, lobe held this evening, for tho purpose of raising funds for the relief of tbe inhabitants of Albany, Cimanchc, and other towns that have been involved in the late terrible calamity. We trust this call may meet with a hearty response, that tho meeting may be well attended, and that a subscription may there ba started that shall do all that money can do towards rel eving those who are yet within reach of human help. It is long since we have bad such a call upon Our sym pathies. Probably not one of us can xomeir. hern single instance, since Illinois became a State, combining so many dements of' merito rious distress. In a moment, a whole town is laid in ruins. Those who arc not crushed be neath the falling timbers, find themselves at once, stripped of all their properly, without food, without shelter, in tho midst of a storm such aa no ono can imagine who Ims not him self experienced iis effects. The approach of night renders the ruin still more appalling. Everywhere, through the rain and the dark ness, husbands are socking their wives, parents their children, children their parents. Almost all being ruined, the sufferers cannot look for a helping hand from their neighbors. U is this sense of utter helplessness that furnishes tho crowning horror of such a catastrophe. Every element which cculd call loudly for tho charities of the humane seems to bare had a share in the tragedy before us. There are few persons iu this community who cannot afford to give something for the reliefer their suffer ing and destitute brothers and sisters, who lie groaning in tbe devastating track of tho tor nado. And wo feel assured that fow will al low this opportunity for laying up treasures in Heaven to pass by unimproved. MB. SEYMOUR DECLINES. A despatch in another column announces that the Hon. Horatio Seymour declines the distinction of being beaten as a Presidential candidate this year. Of course Mr. Seymour knows that he could not reach within 50,000 rotes of a majority in bis own State, and of course the Albany Regency are not going to assume the responsibility of a candidate with whom they are morally certain to lose New York, and tolerably sure to lose tho country. The 44 Seward disaffection,” about winch their newspapers have clamored so loudly, they do not themselves believe in. It is not to be supposed that JXr. Seymour is so void of earth* ly ambition as to refuse to bo President. It will hardly be credited that the "New York Softs ore too virtuous to tako possession and control of the Federal patronage. But all persona arc ready to beliove that Sey mour & Co. have little or no relish for the sound threshing that awaits tho pro-slavery nominees in November. It will be observed that Mr. Seymour be lieves tbat some person Dominated with “unan imity” at Baltimore may yet bo elected. Editors ;—Oar. county was visited on tbe evening ofthe 4lb inat. with the most destructive tornado which has ever passed over it—sweeping everything before it, and leaving death and destruction behind it. Fences were torn down, trees were torn from their roots, houses and horns unroofed and completely de molished,' and in some Instances scarcely a vestige left to: tell where-once stood o fine dwelling ora stately barn. The force of the tornado was so great that it swept Logs from their pens and carried them over two or three fences, and left them dead, with scarce a bruise or scratch. 1 saw a cow that was taken from the yard and over tbc fence, into the road, and left for dead. I never witnessed such complete destruction os I did yesterday, in the course cf this terrific whirlwind. It appears to have struck this county at Albany, on the Mississippi, where it destroyed a Urge amount of property and killed several persons. From thence it passed in aa easetrly direction, sweeping every thing in its course, bat what number of Uvea were lost I have not learned, until it struck the southwest of our township, where it destroyed a large frame building and injured several of tbe inmates, breaking their limbs and other wise mutilating them. It then passed ou about three miles to tbe house of Draper Richmond, where it completely demolished his house, kill ing Mrs. R. and injuring Mr. R. so that be Is in a dangerous condition—also breaking tbe leg of a young man living there. It then passed 00, tearing down houses and barns, until it came to the house of Mr. Dorr, which was torn In fragments,'killing both Mr. Dorr and bis wife. It then passed on' to a Mr. Green's, where U blew down a new house, instantly kill ing a son cf Mr. (»., when it 'passed over Rock River, and the extent of the damage on that side I have not learned; but it will long be remembered in this region of country as one, of the most destructive gales that ever visited it. The nomination of Lincoln gives full satisfac tion to all who are opposed to this corrupt and effete administration. He is unquestionably the strongest candidate for this section of Ohio that could possibly hare beeu presented. He will receive the entire vole cast for Fremont and Fillmore, and a good many besides, who have voted the Democratic ticket. Nearly a’l the young men who have recently come of age or will be voters by election day, will support the 44 rail-splitter." More Germans, too, will vote for him than have ever acted with the Re publicans. There are some old gray haired Democrats, within my acquaintance, who de clare their intention to vote for Lincoln because under bim, there would be a prospect of cnce more having an honest and conservative ad* ministration. The usual Republican majority in this couuty Is about OiK>, but we shall make Lincoln’s a round 1000. While we are all in the best possible spirits over the ticket nominated, we look with deep solicitude to the efforts that the Republicans of Illinois will make in their own State in behalf of their gallant standard bearer. (From the ililwmutee Sentinel. .vh.] On Sunday night a very severe rain storm visited this city. - About owe.o'clock a perfect deluge of water descended, accompanied by continuous flashes of lightning. From this time until twolve, o'clock it rained furionslv without a moment's cessation, flooding the streets, washing away embankments, and un dermining foundations. The sewerage of Mil waukee was found totally inadequate to per form the unusual dutv, and the water over flowed the sidewalks, floated away the planks and poured over into the cellars. Of course a great amount of damage was done to the citv. Many of the cellars iu Water street on Karoo, and on Third streets were overflowed, injuring, if not destroying the goods which were stored in them. HfcetpU. Mr. Seaman had a quantity of paints, Ac. stored, which wilt probsbly hem total loss'. On Spring street, the cross-walks were swept away in many plates. In Eighth street, just north of Spring, the street was washed away to the depth of two feet, forming formidable ravines in places. A house in the Second Ward, belonging to Ald.Duebescbmann,was completely undermined by the flood which entered the house, sub merging everything. There were two children in bed at the time, who were with some diffi culty rescued. Mr. Joseph i’hillips, on the corner of Chestnut and Third streets, suffers most severely by the water. His cellar was stored with dry goods to the amount of eight or ten thousand dollars, but we hardly think it will‘ amount to that. Yesterday a fire-engine was at work pumping out the water, and last night the cellar was comparatively free. - Several families in the Second, Third and Fourth Wards had their basements flooded, but with the exception of wet carpets and mnddy floors, but little damage was sustained. During the time that the. storm was el its height, services were being held in the various churches, and as there was no diminution of the flood until nearly 12 o’clock the congrega tions were detained rather longer than usual. . It was undoubtedly the most severe rain storm that has viMtedililwaukee formany years. It was estimsted that fonr inches of water fell be tween 9 and 11 o'clock. The lightning was most severe and continuous. We will undoubtedly have to chronicle an immense amount of dam age to railroad bridges, culverts, Ac., for the next week. . of Bon. Samuel D. Ingham. While lam gratified with the expressions of confidence and regard which 1 receive from this State nudoljier sections of onr country, I deem it due to myself and others, to state publicly/thatl do not wish the nominaV tion for either office, and I have requested tbe tbc delegation from this Congressional District to withdraw my name in case it is presented to the Convention which will meet at Baltimore on the ISlh fast. ■ * In common with the mass of the Democratic party, I look forward with confident hope to the result of that Convention. Smith, which arrived yesterday afternoon from Havana, has brought foil particulars of the capture of the bark showing French colors. The U. S. 'steamer Crusader, Lieut Com mandant Jno. N, Maffit, arrived at Havana on the 29th ult. from Key West The Crusader, on the afternoon of tfle 23d ult, off Cape Verde, in the mouth of the Old Bahama channel, cap tured a bark, having on board overfire hundred negroes Irora tbe coast of Africa. The prize was placed in charge of Lieut. J. M. Duncan (First Lieut, of tbc Crusader), and, under con voy of ibe steamer, proceeded to Key "West, where the slaves were landed to join those pre viously captured by the Wyendotand Mohawk. There are now ocer snehUen hundred Africans at that j>Vtce,iri charge of the United States Mar shal, awaiting the action of ctir government in the matter. Tbe captain and crew of tbe slaver bark were prisoners on board tbe Crusader. Although the'name of the' vessel was obliterated, it was stated in Havana that she was the Bogota, be longing to New York. The courtesy nod commisseration manifested, by Captain Maffit and the officers of the Crusa der towards tbe captured Africans were the theme of particular commendation at Key West and Havana. Capt U. forwarded his dispatches end a mail by the Cahawba, and proceeded the same day to his cruising ground. The machinery of the Crusader is in bad order. The steamer Crusader arrived in port last night with a bark, haring onboard four hun dred and twenty two blaves M captured on the 23d lust, off Neuvitas. She was under French colors, but discharged her papers on being boarded. She left Africa with four hundred and twenty-niue, aud hence her mortality has been small. They arc in good health. Tbe prison is already crowded—there being some forty-five in charge of the Marshal—and this new accession will cripple them much in quar ters. Krr West, May S3, ISM. The capture of the bark Bogota, of which you are advised, by the U, S. war steamer Cru sader, adds anotherloi of unfortunates for tbe care of the government of tbe United Slates. While Congress Is legislating or discussing this matter, we fapve over sixteen hundred negroes* here wailing their determination. Food is abundant, but possibly not of the tort or qual ity which should be given to these people, and we are liable to have more of the same sort thrust upon us; while the cost of tbc provisions, of whatever class, will be more than they would be in Boston. These negroes come’ from un clean quarters—from tbe filthy holds of the slavers—and of necessity must be huddled to gether in small space here, for several months of hot weather, to tbe hazard ofour population, should any epidemic diseases, breakout among .them; while, from the very want of occupation or active exercise and labor, they would perish, ami there would be none to bury them out of our sight for tbe very fear of pestilence. I do not presume to intimate what seems very likely from iny observations. It is well for a portion of our community,'who find compensation for providing for them*; but even this, and the as sociate jobs in feeding and; housing them, should not make a reason why we would like to have them among ns 'or a longtime. I have thought that a suggestion through the columns of tbc Jltra d would cause prompt action on the part of Congress- Give them to the Gnlf and let them fiout to the destination proposed by Sir. A letter received here from one of the most prominent Democratic candidates of the South, admits Mr. Lincoln’s nomination to be the strongest which could have been made, and the most dangerous to encounter. TUB ADMINISTRATION COEBtTPTIOKS. Judge Black testified before the Covode Com mittee yesterday, principally in answer to Da vid Webster’s evidence. He slated that Mr. Forney and bis friends were anxious to procure the contract for the Post Oflice blanks, and be was desirous, on his part, to serve bim in that matter, and bad so expressed himself to Mr. Webster and othei s, as a means of recognizing Mr. Forney’s services and preventing a schism. In his interview with Mr. Webster hero on this subject, he had expressly disclaimed au thority from the President to make auy propo sition, but was ready to and did exercise hi* own influence for the object slated. He thought Mr. Webster did not intmdto misrepresent him on this pomt, but evidently misapprehended what baa occurred.’ He also testified to the • President’s frleudly disposition toward Mr. For ney, which was illustrated ia bis offer of the Liverpool Consulate, with other connections rendering it doubly valuable, and which, not withstanding contrary statements, Mr. Forney had accepted so for as be wat concerned, but subsequently refused, owing to objections in ttrpoatd by his wife. Ibis testimony will open anew chapter in the history of the Administration, with some Inter esting developments and correspondence. Mr. Flood, editor of the A’aticnal Democrat at ' Cleveland, wak also examined. He proved that bis paper was started by the Marshal of the Northern District ot Ohio, the Postmaster, and other officials, in opi-osltion to Douglas. His daughter received a salary of SSOO per annum for clerical services from "the Post Office, but did not attend in the office, or do much more than copy papers. Mr. Flood was rather ob scure on this point. ( KANSAS CLAIMS. The claims for injuries and damages sustained. by the settlers in Kansas through the complici tv or culpable neglect of the Federal officers, during the invasions of the border ruffians, are now before the Committee of Claims in the House, and have been referred to Ur. Tspp&n. the Chairman. They comprise a full history of the transactions in that Territory, under oath, before commissions appointed by both the bo gus and genuine Legislatures. Although there is no precedent technically applicable to this case, it is clearly one in which a principle should be established. Owing to Ur. Ely's ab sence the Committee is not fall, but be is ex pected hack immediately, haring been notified tbat an election for clerk was ordered, to effect which his vole is necessary and desired. If Doaglas cod Guthrie Would manifest any particular desire for union there would be no difficulty. The Breokioridgejmeu are lying low, watching the movement* of the waters. Look out for a grand coup d’fUU, either before or at the Baltimore Convention. It ia the ©pin ion of the best informed that Douglas will en deavor to force a nomination, knowing there will be of necessity, in that case, three candi dates in the field, thus defeating the party in advance. The President is earnestly for Joe Lane, whose chances have not improved of late. The exertion ot a few of the managers of the New York lUgency to bring out Seymour does not meet with much success. Dickinson’s chances, in the event of the overthrow of Douglas, are considered good. The entire South would cor dially unite upon him. Several Kentucky delegates to the Baltimore Convention were in Philadelphia lost week, and made arrangements, it is Raid; by which the Pennsylvania delegtdlon.will be transferred from Guthrie to Breckinridge. An effort will be made to carry oil the opponents of Douglas to Breckinridge at the start. Tows, of New York. Secrttai-i/ Hiram Price, of Davenport. The old Board of Directors was elected, and Hon. J. B. Grincell, of Grinnell, lowa, was added to tke Board, which embraces Hon. N. B. Judd and W. B. Ogden of this city. This road is now progressing westward, through the energy of Mr. Dnrant, of Xew York, the contractor, who will soon have thirty miles of track laid west of lowa City. Kovel Arrest of De&lebs in* Counterfeit Monet. —On Sunday last a Mrs. Carroll, who lives near Foss’lumberyard, on the corner of Clinton and Monroe streets, observed two young mca enter the lumber-yard, and, ap proacblog one of the piles of lumber, draw from a crevice therein a pocket-book, take something from it, replace the pocket-book in the bole, and leave the yard. This excited her suspicions, and she informed her husband, who went to the place and found a pocket book fall of counterfeit money. Mi; Carroll took the pocket-book and brought it to the West Side station, where be related the circumstances. Lieutenant Williams sent two of his men, with instructions to replace the pocket-book In the crevice, and await the return of the men who had first placed it there. These instructions being obeyed, the policemen saw (he men pass by the yard and look in, on Sunday, and on Monday afternoon, about half-past two o’clock, .they returned, entered the yard, and took the pocket book from the hole, when they were seized by the police and taken to the Armory. The pocket-book contained S2O in $2 bills on the Belfast Bank, and sl6 in $2 bills on the Nor folk Bank of Connecticut. The young men gave their names'as’ Smith, which is, however,* an assumed name. They were locked up until yesterday, and in the meantime steps were taken to ascertain, if possible, bow much of the stuff they bad passed. Persons who have had any of these bills passed upon them, within a few days, will please send information of the fact to the Marshal’s office, without delay. We counted three of these “rank offences” within two blocks ride yesterday, 4l smelling to heaven” in a manner unpleasant, not to say noxious. Some rude, irreverent wit, a day or two since, on State street, piled up four of these victims to the lack of muzzles, all far advanced on the route back to their constituent elements, and over the whole mounted a placard not kind or complimentary to Mayor Wentworth. Will the police kill all the unmuzzled dogs they can find and kill without running after them, and when killed let the rites of sepulture be Instantly and promptly attended to. It is a disgrace to strew our city even In our nearest suburbs with the dangerous nuisance of poi soned carrion. The great calamity that has swept acroaspor tions of lowa and Illinois, cn Sunday evening, as partially set forth by the very fail details we were able to give in oar last issue, was upon the tongues and in the hearts of all our citizens yes terday. The call for immediate relief and aid comes too sadly, elcqnenifrom these hundreds of desolated homes, to need seconding'hefc. Onr community is moving, as the heart of one man/' to minister material aid and sympathy to the unfortunate victims of this fearful visitation, and it seems 6nlyto.be demanded that such di rection and shape be given to the same, as to render its results most.speedy, effectual and complete. To this end wc call attention, with pleasure, to the two separate, bni entirely harmonious, announcements of the meeting to night at Kingsbury HtH, which.we trust maybe fully attended by all who can bring to such prelimi nary meeting a purpose of realizing sjstematic and substantial aid. It will be a meeting for consultation and concexiof-.action, and as indi cated in one of tbe calls, may realize, among other results, tbe “Monster* Concert" at tbe Wigwam, into which idea ■ many are en tering with full zeal for the doable interest of bringing about a grand ifmsical triumph in Chicagof and doing the jw»6ie in tbe cause of “sweet charity." Letrtate be a full attend ance at Kingsbury Hall this evening at S o’clock. The undersigned hereby respectfully request all citizens of Chicago who sympathize with the sufferers by the late dreadful tornado in lowa and the western part of this State, to attend a meeting, to be held sr eight o'clock this evening, at Kingsbury Hall, to devise ways for their relief.
