Thousands :hronged the streets of Mexico City yesterday to greet Ygnaeio Bonillas, ."iexican ambassaior to the United Slates who has announced his willing iif.ss to beromp the presidential can didate of the civilian party in the .sreneral elections to be held July 11. The demonstration was considered as a. first real presidential campaign gathering and as marking the climax of tho preliminary canvass. Except for a few slight disorders which were summarily quelled by mounted police Hie demonstration was not marked by untoward incidents. ' Senor Bonillas could not lie seen at tin- termination of the reception but U was slated his formal announce ment would probably be delayed sev eral days until he had concluded eon fences with leaders of the civilian party. Newspaper comment and published interviews, with other cah ?idute; and government officials would see to inJicate the presidential lie; lit has narrowed down to a contest between Senor Bonillas and Alvaro obregon with partisans of Pablo Gon 5:alc waging- a more or less extensive campaign. General Obregon whom opponents have been attacking- as a militaristic candidate bus been touring- the coun try and speaking- for more than four months while Senor Gonzales has thus far contented himself with the for mation of political clubs and distri bution of campaign literature. - Political platforms announced by each of the candidates show little sig-nificant difference. All declare for the maintenance of Mexican national rights, pacification of the country and other generalities. Platforms how ever, are virtually 'negligible as polit ical ammunition s'ince. the campaign is' being waged on personalities. The most critical phase of the campaign thus far brought out has been through charges of leaders and news papers supporting General Obregon, that the Car ran za administration is opposing the general's candidacy and is using its resources to secure the election of Senor Bonillas. These charge together with intimations that Senor Bonillas is ineligible for the presidency and he is not a Mexican citizen have been denied by civilian party leaders -and government offi cials. The claim that he is the candi date of the Protestants has also been met with vehement denials. It was recently reported that sup porters of General Obregon had ut tered threats that a .revolution should result should their candidate be de feated by unfair means. Little inter est has been aroused however in either business or official circles since it is the general belief the coun try is tired of warfare and anxious to continue the work of reconstruction. Uarly in the enmpaign belief was expressed that the present adminis tration would hold over and that no new candidate would be elected. This impression has disap-peared since entire faith has been placed in President Carranza's reiterated dec larations that he would not hold office a single day after the expiration of his term. It is the common belief here that the coming elections, while they wrill result in a change in the presidency, will not bring alterations in the pres ent govemnifnt as constituted nor in the policies followed by President Cftrranza. found dead today, the victim of a peculiar accident. SPARTACANS HAVE 20,000 TO 40,000 MEN Troops in Ruhr Valley Are Well Or ganized and Are Veteran .rig-liters. Paris, March 2i. Spartacan forces in the Ruhr valley of Germany num ber at least 20,000 and some estimate them at 40,000, according to latest ad vices received at the foreign office here. They are well organized, being composed of all shock troops and vet erans supplied with artillery, machine guns and mine thraw-ers, and having batteries of 77 centimeter field guns with plenty of ammunition. Major Beerfeld, a relative of Maxi milian Harden, is commander of these troops. He is also known as the man who published Prince Lichnowsky's report, blaming the German govern ment for starting the world war, and was also prominent in the Spartacist troubles at the time uf the armistice and also January, 1918. Ebert government authorities are concentrating troops and planning- to surround the Kuhr valley and force the Spartacsts to capitulate. These men, however, are younger and less traineds than the reds. The occupation of the Ruhr district by German troops is in direct violation of articles 42 and 43 of the treaty of Versailles, it was pointed out at the foreign office, which added the com ment that this was the first act com mitted by Germany in violation of the treaty, the other violations being those of omission. It was indicated that the French government would take no separate action in the circumstances, acting only after consultation with the Allies as to what measures were nec essary. Two German officers have been sent by the Ebert government to acquaint the . French authorities with the situation in the Ruhr district. These officers are expected to reach Paris this evening. The foreign office? advices regarding the composition of the red army in the Ruhr region indicate it. was re cruited mainly among the iron workers and not the miners. The military organization extends also to the civil services and the postoffice and the telegraph lines are under control of the communists. J?
