Sav ings hank on the d.vith of Francis nomine has been sent to Mrs. nom ine. This resolution pays a deep tviliiite to Herlin's prominent citizen. It speaks of w hat he did to build up the bank and says "In all his rela tions with the board and with the employes of the bank, lie hns set the example of an untiring exoeu ii'e. a kindly employer and a gentle man." The resolution concludes: "The bank, the town, the church and his friends owe much to him and will dally miss him, hut will ever cherish his memory." K TSutler on World Court "W:ir is nntliinr but nrcnnlzrd murder." according to Tlobcrt Btit l(r. former corporation counsel of I, ft the city ot Hartford, who spoke last night at. a well attended meeting of the Men's Bible class of Berlin, Mr. Butler spoke on the world court, saying that, as yet no substi tute lias been found for war, in spite of our great developments of the past years. The League of Nations appointed a committee to bring in a scheme for the .settlement of dis putes, this not to consist of a court of arbitration. A constitution for a World Court was drafted and presented to the League of Nations, it being accepted after one important change had been made. This change whs that nations should not he compelled to submit cases to the World Court, but once a case is submitted, no nation can refuso to abide by the decision. Practically every nation, with the exception of the Tinted States join ed the league. A list of the names of 100 men, thought capable of serving cn this court, was presented by the various nations. Mr. Butler then went on to explain the personnel of tin; court. The court consists of li judges ami four deputies, nine judges being necessary j to make a quorum. None of them 'can hold political office and they their entire time to the Jniust givt j work. The qu can force stion was asked, "What nations to abide by deci sions of the world court?" to which Mr. Butler replied, "National honor will cause nations to abide by the decisions." He stated that any na tion may appeal to the court, wheth er it is a member or not. The question of the World Court is particularly interesting to citizens ot the United States at this time, the speaker said, because it is slated to come up at the next session of the Lulled States senate. Many people were opposed to the league for the simple reason that the late President Wilson sponsored it, he said, adding that the main opponents are gone now in the persons of Senators Lodge and Braivlegee. The real liv ing opponent is Senator Borah. Twenty-two nations out of CO have voluntarily agreed to abide by all de cisions of the court, he said. The meeting was attended by about "'i memt" rs of the Bible class, who voted it an excellent one and tendered a vote of thanks to the speaker, Ka.st Berlin Items.
