The efforts were In tho form of two resolutions proposing siparato commissions to settle the differences between operators and miners and bring about a resumption ot opera tions. Ono would rreatu a commis sion of live members to be appoint ed by President Ooolldgo which would be directed to meet within fifteen days in Wilkes Barre or Srrunluu .summon miners and oper ators before It and, aUnf investigat ing "all matters in dispute," make an award and recommend a five year contract. The resolution suggests that the miners be ordered to re turn to work at. once and that, pend ing the award by the commission, the old wage scale continue in ef fect . The othT resolution proposes a commission to consist of three mem bers each of the state senate and house and three to bo appointed by the governor. Tho commission would In- directed to invito miners and operators to meet for the pur pose of resuming negotiations "so that an early and satisfactory settle ment of all matters in dispute may be Uffecled." Action on both resolutions was de ferred, with the possibility that either might be brought up today. Another bill affecting the industry also made Its appearance. It was sponsored by Representative John I-:, f-'tavitski, a member of the Unit ed .Mine Workers, and proposes more stringent regulations for min ors' certificates than those in the present stale law. Repeal of the two-year experience section of tho old law is proposed in a bill now on the calendar. This was due to go hack to the senate committee on mines today for a public hearing January -'7.
