In order to formulate plans for securing $10,000 for the United Palestine Appeal In New Hritaln, the New Britain Zionist district will meet tonight at 8:15 o'clock In the Elm street synagogue. Mrs. Henry Morans and her com mittee composed of Morris Colin, Dr, M. S. Dunn, Isador Goldman, Samuel Lerer and E. V, Rlchmnn will tonight present tho result of their meeting last Krdlay with the organlzattan. Definite plans will be laid this eve ning for carrying on a strenuous campaign In New Britain. It Is planned to bring a prominent speak er hero to further the Interests of the drive. No Action Wednesday On New Building Code A ' combination of crlcumstanceo will prevent action by the common council Wednesday night ona new code of building laws and, unless the mayor is prevailed upon to call a special meeting, there will bo no decision on the new ordinances un til the February meeting. Numerous amendments have been suggested, practically have to do with details of comparative slight importance, and the ordi nance committee, whose members sat last night to hear builders' ob jections, will not be able to whip the laws Into shape for Wednes day's meeting. There also have been objections on the part of council members who say they have had no opportunity to read the ordinances and are not ready to act. Then, too, the building de partment has not familiarized It self with the code and If ealM upon to put it into effect Thurs day, as would be the case if final action were taken Wednesday night, confusion would be certain to result. Representatives of sign painting and- billboard interests were before the committee last night to object to the elimination of solid faced skylines, which are billboards on top of buildings. Railw ay Official Makes Defense of Rate Theory Washington, Jan. 13 t.) A de fense of the rate making theory which permits the charging by rail roads of less for long freight hauls than for shot ones where there Is competition by water was made to the senate interstate, commerce com mittee today by Alfred P. Thorn, general counsel for the association of railway executives. Mr. Thorn's defense was given in the hearings on the Gooding bill, which under some circumstances, would deny the railroads the right they now have to publish such rates.
