In a navy day address before em ployes of the department y ster lay, Secretary Wilbur said the depart ment had tried faithfully to conform to President Coolidg. 's policy of economy and that he felt congress would "be disposed to grant the navy such reasonable appropriations as will be necessary for the needed increase in the lleet. "For the first time In history," he added. "The fleet is ready for ac tion at a monien't notice. The of ficers to man a wartime fleet are available, the vessels of the fleet are adequately equipped and stored. The r.uvy is so equipped now as to be capable of expansion and of practi cally instant mobilization." Philadelphia, Oct. 23 P) Rear Admiral Thomas V. Magruder, who has been detached from command of the fourth naval district because i of his criticism of navy administra tion, feels that the mistake of his j lite has I n that he has "talked too much." While as yet plans of "big navy" men remain in a somewhat nebulous state there is a positive turrc-nt of thought among a number of mem bers that failure of the Geneva con ference to reach an agreement on limiting warcraft tonnage not af fected by the Washington' arms treaty, calls for serious consider,-! tion of the advisability of providing funds for additional fighting craft. As the United States leads all oth er nations in destroyer tonnage, discussion so far has centered large ly upon the need for additional American cruisers, a type of war ship in which Great Britain greatly surpasses this country. Kcpresontative Britten of Illinois, ranking republican on the house na val committee, already has declared that to balance the battle fleet he will Introduce, a bill proposing con struction over a five-year period of 20 cruisers of lO.nfio tons each and two airplane carriers of the type of the Lexington and Saratoga which will be completed within the next few months. Although the navy department of ficially has said nothing as to whether it will make any recommen dations this winter for additional I warcraft, there is reason to believe ; B that the navy general board has been giving consideration to the matter and, further, there is ground for the statement that a number of the board's membership share Brit ten's view. Letter Machines Do All Except Posting New York, Oct. 2 8. VP) A new automatic office appliance placed on the market recently eliminates about everyone except the postmai. in handling office correspondence. The device weighs a letter, de termines and affixes the postage and seals the envelope. Its use in con junction with older machines which write the address, salutation, fac simile signature and even a portion of the letter itself, and then fold the letter and place it in the envel ope, leaves only the postman to do his stuff by hand. The machines, however, are too fast and too expensive for use ex cept in offices having voluminous outgoing mail. ; J We Have MINNESOTA'S ORrS St. Paul, Minn., Oct 2 8. 0P French government documents two centuries old, just uncovered in Paris, disclose that French explor ers believed that the region which is now Minnesota contained great copper, lead and coal deposits, and approximately designated the area In which the state's vast iron mines now are located.
