From and after the first day ofFcbrnary 1858, it shall lie unlawful to keep for sale, use or stor age within the Corporate limits of the Town of Colum bia, in any one stove or other building, at any one time any quantity of Gun or Blasting Powder, exceeding in quantity twenty-five pounds. Sec. 2nd. Any person or persons having Gun or Blast ing Powder, for sale, use, or on storage, within the cor porate limits of the Town of Columbia, not exceeding twenty-five pounds, shall keep the same in a Copper, Zinc, or other Package ot metal, and place the same in a safe position. Pec. 3d. Any person or persons who shall keep on hand for sale, use or storage, any quantity of Gun or Blasting Powder, exceeding the quantity of twenty-five pounds, contrary to the provisions of this Ordinance, shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall bo fined in a sum not exceed ing $50.00 nor less than 820,00 for each and every day they shall so keep the same. _ Provided, That the prov isions of this Ordinance shall not apply to Powder stored in a Magazine expressly en acted or provided. PELF-ABUSE is another formidable enemy to health; for nothing else in the dread catalogue of human dis eases causes so destructive a drain upon the human system, drawing its thousands of victims through a few years of suffering down to an untimely grave. It destroys the nervous system, rapidly wastes away the energies of life, causes mental derangement, prevents the proper developemcot of the system, disqualifies for marriage, society business, and ril earthly happi ness. and leaves the sufferer wrecked in body and mind, predisposed to consumption and a train of evils more to be dreaded than death itself. With the fullest con fidence I assure the unfortutate victims of self share that a permanent and speedy cure can he effected, and with the abandonment of ruinous practices my pa tients can be restored to robust, vigorous health. J. Crapkay, for the permanent recovery of his health.. Rome down hy the distress ing symptoms incident to the vicious practices of un controllable passion in youth, depressed in body and mind, unable to perform even the most trilling duty imposed upon the daily avocations of life, I sought the advice of many physicians, who at first regarded ray disease as of trifling importance, but alas 1 alter a few weeks, and in several instances months, of their treat ment, I found, to my unutterable horror, that instead of relief the symptoms hepome more alarming in their torture, and being finally told hy one that the disease, being principally confined to the brain, medicines would he of little consoqnence, I dispaired of ever re gaining my health, strength and energy ; and as a last resort, and with hut a faint hope, called upon Pr- Czapkay. who, after examining my case, prescribed some medicines which almos* instantly relieved me o he dull pain and dizziness in my head. Encouraged by thisresult, 1 resolved to place my self immediately uri der his care, and by a strict obedience to his directions and advice, my head became clear, my ideas collected, the constant pains in my hack and groins, the weakness of my limbs, the nervous re action of my whole system on the slightest alarm or excitement, the misanthropy and evil forebodings, the self distrust and want of con fidence in others, the incapability to study and want of resolution, the frightful, exciting, and at times pleasurable dreams at night, followed hy invnlnntary discharges, have all disappeared, and in fact, in two months after having consulted the Doctor, I felt as if inspired by a new life—that life which, hut a short time ago. I contemplated to end hy my own hand. With a view to guard the unfortunate from falling into the snares of incompetent quacks, I deem it my du ty to offer this testimony to the merit and skill of Dr. tzapkay. and recommend him to all who may stand in need of medical advice, being assured by my own ex perience that, once under his care, a radical and perma nent cure will he effected.
