Shamrock II went into dry dock today and American ex perts had their first chance to study the lines of the craft that Sir Thcmas Lip to nhas sent over in his second attempt to lift the American cup. The cup chal lenger resembles the Columbia very much, sp far as her underbody and fin are concerned. That the Shamrock n is a dangerous opponent, was conceded by the experts who saw her today. From her easy entrance forward to her clean run after there Is power and speed In every line. All the curves are true and easy and there is nothing crude or coarse In any of them. Mr. Watson evidently took tho cutter Britannia, his best all round boat, as the basis of his model. In improving on the Britannia, Mr. Wat son evidently had Columbia in his eye for the midsection of the Shamiock II is practically that of the conqueror of Shamrock I. This fact was pointed out by experts as showing how yacht de signers on either side of the Atlantic have bean converging along the same lines to such an extent that practically they have come together and there is no marked differences in types such as ex isted in the day cf the Furitan-Genesta contest. It will be hard to distinguish between the Columbia and Challenger so fas as their underbodies are concerned. Their fins are practically alike. Sham rock II is "a more graceful craft. The beauty and cleanness of the run and the sharpnes of the forepart of the fin are the principal roInts cf the new Sham rock. When tha larger sail plan is taken into consideration she must bo adjudged to be an ornament worthy to be met. A foot lets beam than that of the Consti tution and a slightly larger sail is an ideal fine weather boat, well adapted to meet the usual run of early autumn breezes oft Sand Hook. However, that American cup is in peril of being "lifted" by Sir Thomas Lipton this year, is by no means the opinion of conservative yacht men who looked upon the Shamrock II today. That she has intrinsic merit and will doubtless be hard to beat ws ad mitted but everything about he hull that is meritorious has been fathered from American sources. A careful examination of the challen ger showed that she had suffered no strain during her long voyage and her bottom was comparatively clean. Governor Yates today accepted the resignation of C. H. Payson of Watseka, as a member of the state claims commission. Payson was appointed by the governor anout a week ago- Records in Kansas show that Payson was for eighteen months an in mate of the Kansas state penitentiary, having been sentenced May 13, 1SS0, in Cowley county, for defrauding Mrs. Lena McNeill, and having been pardoned by Governor St. John. Mr. Payson tonight stated that Gover nor Yates was aware of the stigma on his name; that the governor had last De cember oifered to take him into his offic ial family, but that ho (Payson) had re fused, as he feared such action on the part of tho governor would cause a scandal. Dr. Wilbur of the Crafts of Washington, D. C, superin tendent of the International Reform bu reau and author of the anti-canteen law, who visited Ft Sheridan Tuesday, when the soldiers got their August pay, issued a report today based on his personal in vestigation, in which he declared that "with only one dissenting voice it was asserted by soldiers that there had been no more disorder since the canteen was abolished! than before." "The soldiers and citizens generally," the report continues, "attribute the de sertions largel yto what they allege is a new policy, and manifestly intended to produce canteen, arguments, namely, the arresting of soldiers for very small of fenses formerly passed over or punished lightly, which are now made the occasion of multiplying court-martials." The National Zeitung says: "All the glory-crowned commanders of our great wars cf 1SC6 and 1S70 did not talk pub licly so much about those wars as Count Von Waldersee has talked regarding the China campaign, which was insignificant from a military point of view.' Tho Muencher Allgemcnlne Zeitung, commenting upon Count Von Waldersee's speech at Hanover, points out the Impro priety of a general praising the supreme commander in public speeches, and says that this is against tho tradition of the eGrman army. The Catholic school question, which has agitated this province for years, has at last been set tled. The public schooj board has voted to take over tho Catholic schools and hire all of the teachers in them who can qualify, stipulating that no religious garb shall be worn. Nuns are thus de barred from the teaching staff. The agreement with the Cathilic board pro vides that after the entrance of the Catholic children no distinction shall ap ply in regard to the regulation bill. Th. y become public school children. USUAL CROWD PRESENT Three Misses Christen Whip ple, Truxtun and Worden. Ealtimore, Md., Aug. 15. Three addi tions to the nited States navy were chris tened and launched at th hseipyard of the Maryland Steel company here this after noon. They were torpedo boat destroy ers and will be known by the names of Whipple, Truxon and Worden. The ceremonies attendant upon the launching took place at 2 o'clock In the presence of a large assemblage of hand some women and distinguished men, in cluding government, state and city offi cials, officers in both army and navy, and civilians of prominence. They came from Washington, New York, Philadel phia and other points in the country on special trains and in private yachts, over a thousand special invitations having been issued and accepted. When all was in readiness for the launching Miss Isabella Truxtun of Nor folk, Virginia, took here place at the bow of the boat of that name; Miss Elsie Popo of St Paul, Minnesota, at the bow of the Whipple, Miss Millie B. Worden at the bow of the Worden. Each held in her hand a bottle of cham pagne encased in silver wire and having as a handle of silver upon one side of which was a shield surmounted by an American eagle, while on the other was a plate upon which was engraved the date and name of the craft and that of the la dy holding it, to be retained by them as souvenirs. As each boat in its turn slid from the ways into the waters of the Patapsco the bottles were broken over the bows, the names were spoken by the sponsors, and the usual cheering, hand clapping and waving of hats and hand kerchiefs took place, accompanied by the din of the steam whistles and the ring ing of bells on the dozens of vessels and factories In the vicinity. Executive represen tatives of tho Union Pacific and Southern Pacific who have been in Chicago for sev eral days working on details of the plan for the consolidation of tahc outside agencies of the two systems have com pleted their work, and it is stated that the agencies are to be merged under the management of tho outhern Pacific com pany. The most important question of the zoological congress came today in the committee on nomeclature. Two propositions were presented. The French delegation proposed to make the existing: nomenclature conform with the classical Latin, gramatically and etymo logically. The American delegates pro posed to make no change, except in the case of obvious typographical errors. The Germans made a compromise propo sition which did not find favor. After a warm discussion the French proposition was accepted, the Swiss delegates giving the deciding vote for the proposal. The Dutch delegates and part of the German delegation voted with the Americans. The British delegates voted with France. Look out for malaria. It Is seasonable now.
