That's the Question Confront ing Auditor L W, Baxter. s ASKS STRANG'S OPINION Has Board of Regents Any Law Backing It, Guthrie, O. X., March 7, Attorney Gen- oral Strang has been asked- for an opin ion by Auditor L. W. Baxter on the mat ter relative to paying a claim for ex penses presented by President A. C. Scott of Stillwater, incurred on a trip to Wash ington in the interest of the A. and M. college. Some weeks ago at a meeting of the board of regents It was definitely decided to send Professor Scott to Wash ington to secure .a larger appropriation In ihe form of school land rentals for the A. and M. college. His bill, amount ing to 3141.S0. was yesterday sent to the auditor's office. A letter was immediately sent to President Scott asking "under what law the payment of this claim could be based. At the same time a re quest tor an opinion was sent to the at torney general. There-seems to be some question in the auditor's office whether there Is any special law bearing on this appropriation. The board of education for normal schools, as no provisions In any law concerning them, whereby they can pay the expenses of any president, or member of the board for such a trip, it is the belief of Auditor Baxter that the same proposition holds good in this case. President Scott has presented an Item ized statement showing for what pur pose money was expended on this trip. President Boyd of the university went to Washington at about the same time. His trip was authorized by the board of rea gents of tho university. While the claim is not yet presented to the auditor's of fice, it seems that ah opinion from At torney General Strang on the Scott mat ter will also establish u precedent In President Boyd's case. The opinion from Attorney General Strang is looked for j within a few days, and until that opln- j ion is handed down, no action will be j taken in tho matter by Auditor Baxter. C Banks. He was placed In Jail at Tecumseh and the sheriff of the county in which the Icrime was committed was notified by wire. WILL INCREASE REWARD Ferguson Will Offer $1,000 for Cap ture and Convlcitlon of Bert Casey. Guthrie. O. T., March 7.Governor Fer guson, within a few days, will Increase the reward offered for Bert Casey, who Is charged with the murder of Sheriff Frank Smith at Anadarko, to $1,009. The standing reward at the present time is $500, which was offered, immediately after Smith's death. Upon the state ments made by Williams and Mobbely, confined in the federal jail in this city, Governor Ferguson will direct the pay ment of the reward of $500, for Swofford, who was killed In the battle near We woka, A confession of tho men in jail stated without any question that Swof ford was one of the men Implicated In tho Anadarko murders. The board of regents for the Tonkawa Preparatory school, which is now being erected, hive decided on Prof. J. H. Kelly of Fnda. Iowa, as the president of that institu tion when It opens next fall. Professor Kelly is a university and normal grad uate. His recommendations to the board apparently are of the very best, and it was with the consent of Governor Fer guson that the selection was made. There were numerous applications for guson that tho selection was made. There wer numerous candidates for the iMNHioa ana tna noaru received roaay letters endorsing thee candidates. The decision was made this spring in order I to settle this matter and relieve the j board from any embarrassment which i might come up In the future over ap- j plications. At president Professor Kelly will prob- ably receive about $1,500 per annum. ' The board has not yet made any definite arrangements for salaries, but it is un derstood that the president of this school will receive at least $1,500. X selections have yet been made for teachers in this school, nor will selections be made untii a meeting some time during the summer.
