"What foreign country is the safest hid ing place for criminals from the "United States? Morocco. Persia, Central Africa, Siam, Thibet, thousands and thousands of milea away? Not at all, says the New York World. When the officers of the law pursue him with warrants duly drawn and at tested, be the crime murder, embezzle ment, larceny, bigamy, or any of the other felonies, the man about to flee doesn't have to seek the uttermost ends of the earth to escape arrest and extra dition. , Just a ninety-mile jaunt less than the distance from New York to Philadelphia and he is as immune from arrest by anybody as if he were surrounded by a wall of ice at the North Pole. A journey from the United- States that can be comfortably made aboard a com fortable steamship between 'morning and evening upon smiling seas, ard with pleasant company, the fugitive is safe. And this haven of refuge? Cuba. In this year of' grace 1903, with Cuba before the world a free country, able to govern lieiself ,to make its laws and to enforce them, and the United States standing in the double position the while as sponsor and protector, the malefactor is absolutely safe in this pleasant isle. He can live at the Hotel Inglaterra, Ha vana, under his own name; hear the band play on the malecon in the afternoons while he puffs his fragrant cigar, or drives in bis open barouche around the Prado, ogling the pretty girls, without dreading in the least the touch of a hand on his shoulder and the words feared by criminals in nearly every foreign land under the sun, "You are under arrest!" That was a far trip which Henry Herr xnan, the Milwaukee promoter, took the other day. when he suddenly disappeared, owing $600,000, under decidedly questiona ble circumstances. He escaped safely to Puerto Cortez, Honduras, with which country tho United States has no extra dition treaty. He might more easily have taken a ves tlbuled train to Florida, junketed on to Key "West, and from there boarded the Cubt steamer and been safe forever, or until Uncle Sam and the Cubans con clude an extradition treaty. You could have knocked Deputy Assist ant District Attorney Perkins, of New York, down with a feather, when he learned of this last week, lie has charge of all indictments, and in due course he got the case of a man who had stolen a large sum of money from his employors and fled the country. He was located in Cuba. "That's easy." said Mr. Pokins. 4 Just wire Governor Odell to have the neces sary extradition papers prepared." The message was forwarded to Albany, but some delay ensued. Mr. Perkins Wired again, and to his amazement ho got this reply from tho Governor: "Secretary of State telegraphs that the United States has no extradition treaty -with Cuba. Provisional arrest impossi ble." , ... "I -was completely taken off my feet, said Mr. Perkins, in telling of the inci dent to a writer for the Sunday World Magazine. "I thought, of course, that with Cuba, above all nations, we had pome arrangement for the swift and easy apprehension of fugitive criminals, but it seems not." "I wrote a letter to Washington to In quire further and found out that thero is no safer place in tho world for criminals to flee that to Cuba, just ninety miles of our coast. In the reply to my letter the Stato Department frankly admitted that in the future they hoped that some such treaty would be negotiated. But that isn't doing us any good now." With Canada no longer a refuge, it is Cuba now. and just as convenient of ac cess. It is even safer, too. for when he was en route for Canada in bygone yon re the escaping fugtivc was liable to arrest anywhere till he crossed the border. But once the steamer for Cuba leaves the land and is three miles out at sea the floein passenger is as safe as if he were three thousand miles away and not three. When Cuba was Spanish territory the fugitive was no safer than if he were in Uurope. because our treaty with Spain guaranteed that ho would be given up to the United States upon demand just rs we give up Spanish refugees. But now It is different. However .the world is gradually closing in on escaping criminals. Year after year finds new treaties and new laws for the arrest of men wanted by Uncle Sam In foreign lands. A treaty with Great Britain some years ago made Canada long the haven of safe ty for boodlers. bribe-givers and bribe takers, embezzlers and thieving bank afQ cla s-a dangerous country to flee to. There had always previously been a colo nv of expatriated Americans in Montreal. The New York board of aldermen in 1SS1 went there almost in a body. John C. Eno. who cleaned the Second National Bank, of New York, out of 52. Os. t, made Montreal his home for many years. When he came back a few years ago the indictments were squashed. His father eifected the settlement. Mexico, too, was another haunt for wealthy gentlemen who found it dosirabJ to live beyond the bounds of the Union. But the unsympathetic dons calmly Eigr.ed an extradition treaty with the United States, and now the beautiful City of Mexico is no longar the abode of a distinguished colony of embezzlers, ab sconders, forgers, and boodlers. Tewks bury, the ileelng New York banker, and some of tho St. Louis boodlers made for Mexico when tjiey found that discovery was due at any moment. Brazil, top, has shut down the bars, and eo have some of the principal South American countries. Central America is till open to receive gentlemen who have to leave Uncle Sam's country in a hurry. Francis H. Weeks, who ruined more fam iles than any other New Yorker ever dreamed of doing, made for Costa Rica, but Costa Rica arrested him till two cen tral office men could get there from New York. But with Great Britain at the holm no Ameri can is now safe under the soft tropic skies of Cairo. Tunis and Tripoli aro crossed off the list of safe places, too, be cause France runs one and Turkey the other, and both have extradition treaties of the Iron-clad kind with Uncle Sam. Algiers is also under French dominion, a3 is Madagascar, so, Mr. Cashier, cut these off your list when you leave between days. In his hasty flight, the gentleman with the valise full of greenbacks and other negotiable evidences of wealth, might thin kthat Borneo, Celebes, Sumatra, and New Guinea, of any of the other of the East Indes, would be just the place. Nay, nay! The Dutch boss Borneo, "Celebes, and Sumatra, and, with the Germans, divide up New Guinea. Africa is pretty well divided up between France, Great Britain, Germany, and Bel gium, so expansion has been a pretty hard blow for the man who thinks the United States is an unhealthy place. Cruel Argentine took over all Patagonia, so one moro place is closed. Denmork owns Greenland and Iceland, so even these in hospitable climes turn the cold shoulder to the weary traveler with tho gold laden gripsack. Japan is also shut to the fugitive, but Korea Is open. China occupies" a peculiar position. The Chinese won't arrest you, Mr. Embezzler, but under the law any American consul may exercise the powers of policeman, sheriff and magistrate all in one and throw you into a Chinese jail If he pays your board till Uncle Sam sends somebody to bring you home. Uncle Sam would say, "You just arrest and hold my man, and when you ask me to return the favor, all right." This was always enough. In that way Spain arrested "Boss" Tweed without ex tradition and turned him over to tho United States. But now when we seek a favor of a country with which there is no treaty we make no stipulations. The State Depart ment some months ago adopted an in flexible rule to make no promises, for the very simple reason that should the President be called upon by a foreign nation with which we have no extradition to arrest and hold a criminal he would find himself up against a snag the laws of the land. "Without duo process of law," reads the Constitution of the United States, prescribing that no man shall be held to answer except In due legal form. With out extradition, in the case of a foreigner, arbitrary arrest and turning over a fugi tive to a foreign country with which wo had no treaty would be palpably illegal and without tho Constitution. However, the world today is a small place, and is gettting smaller every year for. the man who flees arrest in the United States. He is now limited, with one ex ception, to Morocco, Slam, Ecuador, Para guay, UruguiT. Bolivia, the little Central American republic, Persia, Corca and one o rtwo seml-barbarious lands in Central Asia. In any of them, bar Central Asia, and, perhaps Morocca, the authorities might take it into their heads to turn Mr. Fugitive over to Uncle Sam. just for the sake of friendship. ."But he's perfectly safe in Cuba, ninety miles away." Advices re ceived by the steamer Tartar from Pekin, state that Prince Ping has tendered his resignation on the ground of ill health, but the emperor and empress dowager refused to accept the resignation in structing him to recuperate. The Chiu Chin river boat, while being towed up the West river, swamped near Sam Shul, after the line broke and of over 300 pas sengers on board, bu seventy-five or eighty ware saved. The Shanghai Mercury says It is said on good authority at Pekin that Chan Kul committed suicide. HE KILLED HIMSELF. Man Fishes With Live Wire Grabbed It and Was Killed. Lorain, Ohio, June 2. Joe Erisle of Toledo, twenty-one years old. who has been visiting here for the past two weeks, thought it sport to kill carp in the lake with electricity. He. with a number cf othor young men ran a wire attached to the Lake Shore Electric Railroad's trol ley .wire, to the bank of the lake and thence tb the Lake Shore Electric's dock. When a carp swam by the boys would shove the wire at the ash. temporarily stun, him by the shock and then wade in after him. Engle had just stepped into the water on such an errand, when he slipped, and in trying to save himself, caught at the live wire. He was instantly killed. TWO NEGROES KILLED.- Quarrel Over Dice Game With Fatal Results. Pitsburg. June 2. Two negroes and a white boy were killed and a third negro terribly beaten in a quarrel over a game of craps at Highbridge, West Liberty, this afternoon. An enraged mob of whites had the rope about the neck of the third negro and were dragging him to a tree to lynch him when he was rescued by officers. Both sides had revolvers, and during the battle a hundred or mere shots were fired. The Quarrel was the result of an attempt on the part of the white boys to break up the crap game.
