SATURDAY PEESS.
OCTOBER 2, 1880.
It was only laat week tlmt in mentioning
tho reconstruction of tho Ministry, wo said
that wo could not congratuliito cither tho
Ministers, or tho community in general ; nnd
stated it as nttr opinion that tho component
parts of that Ministry wero " too hotcrogo
tioous to work together harmoniously for tho
imtjlic welfare" Our forecast has been proved
to bo justifiable by subsequent events. Tho
" tMixr-ri Min'tlry" could not, and did not stand.
No soonor had the first change been mado than
documents began to bo unearthed in ovory de
partment, showing to what mischief wo woru
being committed.
It is almost impossiblo to wado through tho
mess bequeathed by tho lato Ministry to their
successors. An adventurer, ptiro und simple,
well-known as such in tho United States, a
man not qualified by tho htltr of tho Constitu
tion for n seat in tho House of Representatives,
was mado a Cabinet Minister, and on being
forced by tho storm of public indignation to
resign that post, was appointed almost imme
diately afterwards, to proceed tmdortho King's
commission to Italy, United States, England
and France, and in tho complex characters of
Ambassador, Envoy Extraordinary, and Min
ister Plenipotentiary to tho Court of Homo,
with power to negoti.tto with every Govern
ment in Ettropo and America, North and South,
with whom tho Hawaiian nation has any di
plomatic relationship. Also this trustworthy
individual takes a largo sum of public money,
and the care nf tho Hawaiian youths, including
tho Into member for Wuiluku, Island of Maui.
Tho document conferring theso oxteusivs
powers, is said to bo drawn up in terms, so
vague, unprofessional, tion-tochnica), unusual,
and oven ungrauimaticat as to lead to tho sup
position that tho veriest now-coinor in a

irregularity. Wo should liko to see tho ex
pression 011 tlip countenance of His Ex. tho
Hawaiian Minister at Washington when this
procious concoction comes within reach of his
spectacles I
But the worst romnins to bo told. Almost
immodiutoly on tho advent to ofiico of the
present Ministry, it ,wus discovered tlmt official

piece of diplomacy was accomplished without
fcny sort of notice having been given to tho
gentlemen coucorned, without consultation
with the Privy Council ! In fact, tho vo.-y
limited nunibur of tho Cabinet being then in
complete, three, men, Messrs. Bush, t Kuaou,
and Jones are, itudor the Crowu, wholly
responsible. Tho Threo Representatives thus
and necessarily, keenly resented such action us

ond paragraph was erased before signing the con
tract.
This agreement between W. M. Gibson
nnd Hon. Juo. E. Lush, Into Minister of tho
Interior, mado on tho 20th August, 1880, re
veals the fact that 5000 was advanced by tho
Government to assist Mr. Gibson in puicluis
ing tho stock, etc., of tho I'tu ifia Commercial
Advertiser, tho total prico paid being 815,000
In thu agreement nothing in said about inter
est or security, but merely tiuit Mr. Bush
gives Mr. Gibson all the printing, olc, of
Government, and ho, Mr. Gibson, will con
duct, manage and edit tho P. C. Advertiser,
nnd also support tho Government in its
policy nnd to bo invariably loyal to His Ma
jesty, etc. Tho charges aro to be fair and
reasonable ; but by a hoppy thought of ono or
both the parlies to tho agreement, it was
deemed wisoto expunge tho words wo italicize
viz : 'not'to exceed the priiet heretofore charged
by the former proprietor. Of cottrso such a
claitso was objcctionablo for obvious reasons.
That part referring to tho agreement being
obligatory on tho successors of both parties,
is lather atubigons. Many contingencies might
arise to ncccssitato a change in tho agree
ment, and also, tho publication of that
powerful organ, tho P. G. A. might ceasp.
It is well to nolo that tho signatures woro
not attached until tho erasures woro mado,
and duly cortified to. Wo might possibly
hear moro about tho fulfilment of tho ngroo
mont shortly, especially if tho inouoy market
should continuo tight in certain quarters.
Amohost tho astounding revelations which
the pigeon-holed of tho public offices had to
givo forth on tho first investigation by tho now
incumbents, perhaps thcro wns nono tnoio
amazing, and now that it is harmless, amusing,
than tho projected expedition of n Mr. Lazarus.
It wns gravely proposed lo send this person to
California and clsowherc, on a handsome
salary, to purchsfso "materials" for the Gov
ernment, with a considerable porcoutngo on all
pu rebuses mado or commissions oxcctitod
What tho materials might be, which could not
bo obtained in tho ordinary course of trudo, or
why a special salaried agent was needed, or
from which appropriation of tio Legislature
the money was to bo drawn, wo cannot givo
any information; but wo bcliovo that this job,
with many others, lias received its quietus.
Of courso it would havo boon the object of (his
