In tho principles laid down by tho Commissioners to bo followed by them in tho adjudication of claims, but throo classes of persons wero recognized t ns hnving vested rights in tho lands, 1st, tho Government; 2nd, tho Landlord; and !trd, tho Tenant. In tho constitution of lfilO, King Kamohamoha III had uindo n liboral and voluntary gift to his people, in which for tho first timo tho Govern ment or body politic and tho King woro contradistinguished. AVhilo tho lattor ro tainod his own privato lands, his right as n third owuor in all tho lauds rovortod to tho Government. Thoro was a right of nppoal under tho statute from tho deci sions of tho Land Commission, lint if no such appeal was taken such decisions wero final upon all parties. This was n very necessary provision, for othorwiso thoro would be no security for any one's real estate and no rest for Ins title. On tho 11th of February, 1810, tho Board organized by tho election of Mr. Itichards as President, and tho employ ment of Mr. Joseph Henry Smith as Secretary.
