and tho commission was finally wound up
on March ill, 1855, having been in opera
tion nine yearn, and accomplished a vast
amount of work in tho adjudication of
many UiouhhihIh of claims. Upon tho
awardfi of this Hoard of Commissioners
rest tho titles to all tho real estato in tllo
Islands.
Previous to tho organization of tho
Laiid Commihsiou tho tenttreH of land in
theso Islands wero very peculiar and
Bomowhiit mixed. By right of conquest
Knmohnmeha I wns tho actual and recog
nized owner of all tho lands throughout
tho Islands, and in conformity with an
cient ctt.totn ho parcoled out theso lands
njnong tho Ghiofsvlw find fought on his
hide. Theso again divided among their
immediatu followers, and ho tho process
of division and subdivision wont on,
through four, live, or six perbons, from
tho King down to tho lowest class o
tenants. In tho principles laid down by
tho Commissioners to bo followed by
them in tho adjudication of claims, but
throo classes of persons wero recognized
t ns hnving vested rights in tho lands, 1st,
tho Government; 2nd, tho Landlord; and
!trd, tho Tenant. In tho constitution of
lfilO, King Kamohamoha III had uindo n
liboral and voluntary gift to his people,
in which for tho first timo tho Govern
ment or body politic and tho King woro
contradistinguished. AVhilo tho lattor ro
tainod his own privato lands, his right as
n third owuor in all tho lauds rovortod to
tho Government. Thoro was a right of
nppoal under tho statute from tho deci
sions of tho Land Commission, lint if no
such appeal was taken such decisions
wero final upon all parties. This was n
very necessary provision, for othorwiso
thoro would be no security for any one's
real estate and no rest for Ins title.
On tho 11th of February, 1810, tho
Board organized by tho election of Mr.
Itichards as President, and tho employ
ment of Mr. Joseph Henry Smith as
Secretary. Mr. Smith continued his con
nection with tho Board during its exis
tence, n largo portion of tho tnno as ono
of tho Commissioners, and subsequently,
up to his death iu 1871, ho tilled tho vory
important iosition of custotlian of tho
lU'cords. Tho meotiugs of tho Board for
business comuienced on tho 4th of March.
They wero hold in a largo thatched build
ing callod ''Halo Knuwila," that stood on
tho sito now occupied by thu storo of

thoso hugo structures built by tho Chiefs
in former times for gatherings in council

The mono " Knuwiln," wils derived from n
spooios of hard reddish wood found on
Kauai, used for wnr canoos, tapu mallots,
iVo., of which tho timbers and rafters wero
made. Tho roof ami bides wero thatched,
not with pili grass ns usual, but with tho
wiro-liko fronds of u shrub called utuht or
uluhce, whicli gi-ows wild iu tho mountains
of this Island, nnd is vory durable for
houMti covering.
Insido this building nnd nrotind its

pertained to: Prescription occupancy,
tixturos, untivo usages in regard to land
touures, wider privileges nud rights of
piscary, tho rights of women, tho rights
of absentees, tenancy nnd sub-tonnuoy,
friuiogonituro nnd rights of ndoptiou.

King's privuto rights in tho land, riud

On tho lid of July, 18118, at tho earnest
request of the King, Mr. Richards re
signed his connection with the A.B.O.F.M.,
and thenceforward devoted himself to the
business of teaching and advising the
Chiefs. Nothing of importance was done
withoutcoiistilting A'Mr,ashe wns called.
Ilowas virtually the author of tho Consti
tution of 1810, which, with all itscrtidities,
was founded upon tho woid of God, and
contained all the grand outlines of a
Constitutional and responsible Govern
ment. Mention has been made beforo iu
these reminiscences of the mission of

and Europe in 18115, Iho result of which
wns tho recognition of Hawaiian In
dependence by the former Government in
December, 18115, and by thoso of Franco
