'Mr. Richards, the Minister of Public Instruction, was still more nnmcrcifully satirized in his character of Commissioner to Europe as "Envoy Vory Ordiunry of tho Majesty of Tongataboo," nnd it was plain ly intimated that Brinsmado wroto nil bis official letters.
