In subsiancc, it reconiiucuded a number of measures for the consideration and adoption of the commissioners of health, in cluding the cstablUhmcnt of hospitals, a sacclne establishment, the illusion of the citj into dis tricts, the burfal of llic dead, the destruction of straw houses, dogs, etc Dr. Lathrop, who was peculiarly Inimical to Dr. Jtuhl, it was believed, for some private reason, offered a series of pointed and pungent resolutions, arraigning the governmental iolicy of the Ministcrsof Titmice and Public Insliuc lion (J mid and Armstrong); but before any motion or discussion could be ltnd, owing lo the excitement tint resulted, the meeting ad journal tint die. The following day, Wednesday, a poster was issued, with the he.n!ing in large letters, "The Time Has Come," and inviting "all cititcusof Honolulu favorable to the dismissal from office ofG. P. Judd and Richard Armstrong, Min isters of Finance and Public Instruction, to meet at the Court House, in Honolulu, to night, at ?i o'clock, to discuss the resolution.-, offered last night by Dr. Geo. A. Iithrop." This meeting was also presided over by Dr. Ncwconibj D, P. Pcnhallow and John Meek Wing vice-presidents, and Win. Iiild and C, 11. lowers, hccrctaries. Speeches, more or less violent against the ministers named, were made by Dr. Lathrop, Messrs. lllalr, McDulfec, J. Molt Smith, Dr. New comb, and others, when the resolutions w ere carried and a petition to the King adopted, asking for the dismissal from office of the ministers, A committee of thirteen was appointed to receive signature-, to the petition, and the meeting adjourned to n future call. Meantime, up to the 2Jd of July, the total number of small-pox- cases reported was 2,34a; total deaths reiwrled, 80S. . The time chosen by the political agitators to endeavor to secure the removal of Messrs. Judd and Armstrong from office was, in one sense, out of season, when the united energies of all should have been exerted to slay the ravages of disease; but on the other hand, it was shrewdly managed, so as to take adv antage of men's fears and ex citement, by charging one minister as re sponsible for the introduction of small-pox and the other for the evident failure of vaccination to stay or prevent the spread of ihc disease. Such were, in effect, the charges brought against Messrs Judd und Armstrong by Messrs. Lathrop, New comb, lllair and others. That they were groundless in fact, no unprejudiced person at that time ever doubted, and it wa made so to appear very plainly at a public meeting of natives, held at Kavvaiahao Church, July 25th. John li presided, nnd J. Kekaula- hao acted as secretary. The spacious house was well filled. Marshal Parke, Gov. Keku-inaoa and Doctors Judd, Hoffmann, Hardy, Yk1 and Ford were called upon and answ end va rious questions that were put to them, us to the introduction of the disease here, vaccina tion, etc. The meeting adopted a scries of resolutions approving of those passed at the first meeting of foreigners, on the 19th, and disapproving and condemning the proceedings and sentiments of Messrs.
