The tenement is doomed in the civilized world; it is an unnatural and unprofitable method of housing 'peo ple. Ou tae other hand, the question arises as to what may be done toward housing the poorer classes. There Is but one solution which has been worked out with success, that being the German system of municipally- built and owned houses for the work ing people. House the people of the tenements in houses owned by th city and county; tear down the old frame shacks and erect brick or stone store buildings in their place. Not only would this rid the community of con gestion and of a health menace, but it would go a long way in reaching the goal for a city beautiful.
