A forceful lesson should be given
to the Army at large, nnd especially
to thrf commissioned officers, that
their duty does not cease upon the
drill groin. d, with the calling of com
pany rolls, making inspections and
other duties of formal character, but
that their responsibilities accompany
thpm everywhere and at all times;
that it is their duty to become
thoroughly acquainted with the in
dividual members of their respective
units, to know their characteristics,
to be able at all times to gauge their
temper hi order to discover the be
ginning of discontent or mutinous
intentions, and to anticipate any
organized act of disorder they must
notify their oflicei s at once of any
such conditions. Moreover, the peo
ple of the United States, wherever
they live, must feel assured that the
men wearing the uniform of the Army
are their protectors,- and not mid
night assassins or riotous disturbers
of the peace of the community in
whichJJley may be stationed.
"Oli October 5, 1906, a squardon

of colored troops, reported at Fort
Sheridan, near Chicago, under orders
from the War Department assigning
them to duty theie. Soon after this
assignment there abpeared in the
public press the following account of
ivstatemeot alleged to have been
'made with regard to the matter by
Colonel William I. Pitcher. Tweuty
seventh Infantry:
"The negro troops would never
have been quartered at Fort Sheri
dan without a protest if I was to
remain in command here,' said Col
onel Pitcher. 'I. never liked them,
and the farther. away from me tbey
are kept, the better it pleases me.
For the life of me I cannot see why
the United States should try to make
soldiers of them. Certainly there
are enough flue white men in this big -country
to make soldiers of without
recruiting from such a source.'
"This alleged statement by Colonel
Pitcher has been brought to the
attention of the President. The
following communication was sent to
