A meeting of the directors is to be held soon to make the necessary financial arrange ments. It is understood tiial the plans to be adopted are those of Herbert Bak er ,the architect who collaborated with Sir Edwin Lutyens for the new capiiol at Delhi. Mr. Baker was also the designer of the South African gov ernment's administrative buildings at Pretoria, and of the cathedrals at Capetown, Pretoria and Salisbury (Rhodesia), and the Cecil Rhodes memorial on Table Mountain. The staff of the Hank of England Is now double what it was shortly before the war. largely owing to the vast growth of the National Debt, and the existing accommodations are utterly inadequate. Sections of the staff have I been working lor a long time at vari ous .places in the vicinity of the bank. A special committee of the directors including Cecil Lubbock, has been con sidering alternative schemes for the rebuilding. The Idea of razing the whole of the existing one-story build- ' lng to the ground was, It is understood abandoned, partly on sentimental grounds and partly because of the dif ficulties of obtaining accommodation lor the staff during the reconstruction. . The present proposal is to retain the outer wall, hich abuts on Thread-needle-street, St. Bartholomews Lane, iLothbury and Princess-street. This i wall, which' entirely surounds the site of between three and four acres, was directed from the designs of Sir John Seames about 130 years ago, shortly after the Gordon riots, when the bank clerks, sword and pistol in hand, defended the bank against a furious mob. The wall is in the classic Grecian style, and in some places is 40 feet high. Security demanded that it have no windows and the architect achieved the difficult task of making the wall look ornamental by masking it with Corinthian columns and blank win dows. The new building will rise within the wall to a height of 70 or 80 feet above it, and will thus be near ly 120 feet in height. PRINTING SERVICE Publishing PUBLISHERS WAILUKU Portugal's Financial Outlook Is Cause Of Political Unrest LISBON, July 18 (Associated Press Mall) A rate of exchange alarmingly low and prices of food stuffs exorbitantly high have con spired to make the cost of living in Portugal a serious problem. And profiteering as an additional cannot be overloked. factor Several highly placed state func tionaries have been arrested and jail ed, charged with conspiracy and the holding of secret meetings, which Is an indication of an underlying poll tcal unrest. It is felt In some quar ters that a military movement is In preparation, to act in case of a fresh outburst of the turbulent elements which brought about the political as- ssasinations of last. October. The press Is clamoring against the ! economic condition of the country, ; and Seculo vehemently exhorts the government to put an end to the speculation to which It chiefly at tributes the increasing fall In ex change. The Minister of Finance Is trying to raise an internal loan and has had conferences with several of the most prominent Portugeses bank ers to this end. His efforts have not so far been successful. . One of the factors said to contri bute to the situation Is that, although exportation amounts to several million pounds, all this money Is deposited in foreign banks instead of being paid out in the country. At the same time gambling In exchange is being carried on in a barefaced manner. In London banks alone there is said to be over 25,000,000 Portuguese pounds wuicn wouia greatly improve me istie of exchange if left here. The con stant arrest of officers and civilians and the fact of the troops having to keep within barracks to be ready at a moment's notice adds to the general unrest. Epoca directs attention to the statement of the British Premier, Lloyd George calling upon the na tions which owe England money to pay interest cbarges in October. This debt amounts to over 5,000,000 and the papers asks if the interest Is to be paid when due. High Exchange Forces Return To Bartering LONDON, Aug. 12 (Associated Press Mail) Barter, or the exchange of goods, as against the transfer of actual cash has figured in recent international loans, according to the Geneva correspondent of the Observer. In this way the difficulties of exchange have been overcome. Rumania wanted a loan of 45,000,000 gold francs from Switzerland. Rumania replied: "We need to replenish railroad rolling stock, particularly engines." "Fine," said the Swiss bankers, "we have these for sale. Take them, and pay for them In cereals and petroleum both of which you produce and we need." Thus were the arrangements concluded. Similar borrowine and paying by barter also has taken place with Czechoslovakia Here, acain czecbo- Slovakia is receiving Swiss manufac tured goods and is to pay for them with truckioads of sugar. Therefore the nuestion of exchanire and the com paratlve values of the Czechoslovakian krone and the Swiss franc does not arise. Not Yet Broke """ Country Judge "How long have you owned a car?"
