It is cheering to learn that the two House« of Congress have agreed upon a plan for counting the electoral votes. Morton is now the only obstacle. The prayers of the faithful should be offered for the removal of this ugly embarrass ment. senator Bayard'» Popularity in New York. In a long editorial article 'the World, of Monday, pays a handsome compliment to Senator Bayakd, that explains to a certain extent the reason of the great popularity he enjoys, in that great enter prising and wealthy city : "In the Senate, the Senator who has taken the most lively interest in the wel fare of importers in this city comes from Delaware. No importing merchant ever goes to Washington for a legislative re dress of legislative injury to his business who lias not found in Mr. Bayard a frieud wise In counsel, quick in sympathy, and courageous in action. To him is this city indebted for the destruction of the money law. In the House his counterpart lias been Mr. Fernando Wood, who, after many years of experience on the Ways and Means Committee, lias become the best-equipped legislator on commercial topics now in our public life." Prison Fare _The bummer who was convicted in the United States Court of attempting to cast an illegal vote expect ed to draw to his aid the sympathy of the Court by representing that he did not re ceive good and sufficient food while in jail. We do not deem it worth while to attempt to correct the slanders such wretches put in circulation against our county officers to gratify their malace and perhaps please the U. S. officers under whose charge' they are. This fellow's lies may result in good to the county if it deters other bummers and lazy rascals from seeking shelter in the county jail. Our people have to support too many such scamps. The Sheriff feeds prison ers too well ; he is not expected to give them anything but ordinary substantial tood. Deprivation of luxuries is one part of their punishment, and if a Sheriff were to feed them highly the opposition press would soon begin to complain that he was holding out inducements to get an increased number of boarders. We want bummers to give Delaware a bad name among their class. It is not a good place for them. The Republican Senitors are leading the public mind away from the extrava gance of the government for the last dozen years. It is to be hoped that the members of Congress will recur to this matter, and continues tho work of Re trenchment and Reform they were elected to complete. The Philadelphia Ledger, in a leading editorial, introduces the following ex tract, taken from Gen. Grant's annual message of December, 1874: The whole subject of Executive interfer ence with the affairs of a btate is repugnant to public opinion, to the feeling of those who, from their official capacity, must be used in such interposition , and to him or those who must direct. Considerable feeling was manifested in the House this afternoon over a Joint Resolution sending the Adjutant General to Washington to collert certain money due the State. A lively discussion fol lowed its presentment,amendment follow ed amendment, yeas and nays were called in quick succession and members ad dressed the House pro and con on its merits. It passed the House,was sent to the Senate for concurrence there it was tabled and—exit. A bill changing the time of holding the terms of Court has been introduced. The alteration proposed is the following. COURT OF CHANCERY AND ORPHANS COURT. Now Castle—Last Monday in August; Second Monday in February. Kent—Second Monday in September; Second Monday in March. Sussex—Third Monday in September; Third Monday in March. GENERAL SESSIONS OF THE PEACE AND JAIL DELIVERY. New Castle—Last Monday in Septem ber. Last Monday in April. Kent—First Monday in November. First Monday in June. Sussex—Third Monday In November Third Monday in June. COURT OF ERRORS AND APPEALS. Second Monday in January. The Constitution bas put upon the two houses of Congress the burden, and by taking a seat in cither body each member bas accepted that burden of deciding these questions: First—Who have been lawfully ap pointed to be electors by each State? Second—Who have been lawfully commissioned and certified as electors by each State? Third—What votes have been law, fully cast aDd certified by such elec tors from each State? Fourth—If no person has a majori ty of the whole number of electors appointed either for President <r Yice President, then the House must aiect the former, and tho Senate the latter. Here are very clearly defined rights and duties, and the powers must be commensurate with the rights and du ties which the Constitution confers. That the two bodies are coordinate, and coequal, and copowerful in this business, nobody denies. If these two bodies cannot find that any person has the prescribed majority, then the Con stitution declares what shall happcn | which ia that each House electa the de fined officer.— World.
