The passage by the House of the Local Option bill was a great suipr'se to many. It, with the stroug proha.. bility ol passing the Senate, will have an electric effect on the whiskey men. Duriug this week several have been with us and next week we expect a full corps aud a well organized lobby to gimlet the Senate. Tbe question is yet open and arguments exist ou both sides. A fair presentation of both will lend great aid to those upon whom the re sponsibility of decision rests. In its pieseul aspect the measure will undoubtedly pass the Senate aud become a law. There is some talk of reconsidering the bill to-morrow in the House, but-this is not feasible, we think. Mr. Bradfoid made a brilliant speech in favor of the bill aud against the substitute for the second section. He said if you want to kill tbe bill go ahead and d«> it directly and not under the plea of striking out a single sta tion, kill it by substituting nothing for it. Senate, yesterday,the credentials of Scuators«elecl Max ey, ol Texas, aud Mitchell, of Penn hlvania, were presented aud filed. The Sundry Civil bill was consider* ed. The Dcticieucy Appropriation bill was received aud relerred. Mr. Hour moved an amendment to the Delieiency bill, embracing the three ceut. features of the Fundiug without the fifth section ami some other features. It was re. ferred to the Finance Committee. The Sundry Civil bill was passed aud the Senate adjourned. In the House the rules were sus pended, aud the Delieiency bill, the last of the general appropriation bills, was passed. The Fuudmg bill was considered, and, dually, passed, exactly as received from the Senate. After its passage, Mr. Carlisle ntov ed to suspeud the rules aud pass a bill amending the Fundiug bill just agreed to. The supplementary bill contains all the amendments pro posed bv the Committee on Ways aud Meins, but not incorporated wiili the original measure. The rules were suspended, and Mr. Car lisle's bill was passed,aud the House then adjourned. Among the provi sions in the supplementary bill is one providing that "nothiug iu the act shall be construed as lo repeal, modify or affect Sections 0220, 21,22, 23, 24.
